POSITION OVERVIEW

The positionis part of the Environment and Sustainability Strategies Unit of the Strategy Division that manages ACTEW's provision of water supply and sewerage services.

The broad role of the Environment and Sustainability Unit is to:

“Deliver value to our customers through providing expert advice and coordination of all environmental initiatives and activities in ACTEW Water.”

This position of the Senior OfficerCarbon Abatement and Energy Efficiencyis a leadership role within the Environmental Impacts and Sustainability Section and is broadly responsible foridentifying, assessing and developing strategies to reduce the carbon emissions of ACTEW Water activities. ACTEW has responsibility to provide suitable training and to make the incumbent aware of the legal obligations relevant to the role.

The incumbent has a responsibility to participate fully with the requirements of health, safety and environment management within ACTEW, including risk assessment, hazard identification and control and incident reporting.

DUTIES & RESPONSIBILITIES

  • Review, develop and guide implementation of ACTEW Water’s Carbon Strategy, including:
  • Prepare strategies, guidance and advice for internal stakeholders on Carbon emissions and energy efficiency.
  • Assist in the identification and development of tools to measure and assess carbon emissions, energy efficiency, energy demand, energy usage and carbon emissions forecasts, life-cycle analysis.
  • Preparation of the ACT Sector Agreement.
  • Review and provide advice to CAPEX projects regarding the assessment and consideration of energy efficient and lower carbon emission options.
  • Assist in the management of ACTEW Water’s Carbon emission offsets and prepare guidance on offset opportunities.
  • Develop Technical Reports through research, liaison with stakeholders and the management of consultancies.
  • Undertake internal and external stakeholder consultation to ensure information and risks are incorporated into Policies, Work Instructions and tools;
  • Advise the Section Manager of key risks and develop strategies to manage risks and issues associated with activities, changes to legislation or Government policies.
  • Support the Section Manager in the development of internal and external reports.
  • Represent the organisation in communications with external stakeholders including the ACT, NSW and Federal Government regarding carbon and sustainability policies.
  • Promote the Environment and Sustainability Unit throughnewsletters, presentations, intranet guidance, and attendance at conferences.
  • Contribute to the performance of the Water Strategy Business Unitand ACTEW by behaving in a professional, effective and diplomatic manner, and monitoring environmental trends and emerging risks.

QUALIFICATIONS, KNOWLEDGE & EXPERIENCE

  • The possession of an Engineering or science Degree or other relevant qualifications, with good experience and/or technical knowledge in the management of carbon abatement and energy efficiency programs. Knowledge of ACTEW’s Water business or a utilitymay be considered an advantage;
  • Ability to work in a team and collaborate across diverse business areas;
  • Experience in carbon and energy policy and strategic planning roles;
  • Experience in coordinatingstaff to deliver outcomes;
  • Experience in managing contracts, and resources;
  • Experience in planning and implementing work programs;
  • Sound understanding of OH&S, EEO, Quality and Environmental management policies.
