This Procedure Is Developed with the Aim to Avoid Any Unauthorized Entry to the Plant And

1Purpose:

This procedure is developed with the aim to avoid any unauthorized entry to the plant and unwanted activities, which could cause a threat to the life of people or damage to the plant.

2Scope

This procedure will be applicable to all AES ROC people and visitors or equipments entering in to the premises of Ras Laffan Power & Desalination Plant.

3AES ROC

• All AES ROCemployees are provided with valid plant access card.
• All AES ROC employees shall make sure that they have logged in and logged out through access control system available near the Main Gate each time while they are going in and out respectively.
• Security guards will randomly inspect the vehicle of AES ROC employee’s while going in and out
• If an AES ROC Employee wishes to enter the plant with out Access Card, he/ she must report to the Security guard and must make sure that he/she is logged in the log book provided in the Guard House.
• If the Plant access card is lost or misplaced, employee should immediately report to the IT Engineer and their team leader to make sure that the access card is disabled until it traced out.

4Contractors

• Only people with RLPC/AES ROC approved plant ID (from authorized AES ROC personnel) shall be allowed inside the plant. (Attachment # 1)
• Passes will be issued only with an official request from the direct Contractor, Supplier or Vendor of AES ROC
• All the people must show the plant ID to the security guard and make sure that his/ her name is logged in and logged out each time; they enter and exit the plant respectively.
• It is mandatory to carry the plant ID at all times.
• This plant ID must be produced if demanded by AES ROC Employee or AES ROC appointed Security guard.
• Contractors are not permitted to take their vehicles in to the plant until and unless it possesses a valid gate pass approved by AES ROC.
• Contractors plant ID becomes invalid automatically if it is not used for more than 15 days (People on vacation must be notified to the Security guard).

5Visitor

• Visitor(s) will be allowed entry in to the plant strictly with a prior approved (from Authorized personnel of AES ROC) gate pass from AES ROC in the attached format (No alternative methods are recommended). (Attachment # 5). The visitors entry purpose must be verified by necessary enquiry by the concerned person
• VisitorPass request must be approved by the person, whom he want to meet inside the plant
• Visitor’s gate pass could be availed for a period of maximum four consecutive days.

• If the visitor wants to visit the plant for more than four consecutive days, he/ she must have plant ID with photograph. (Passes will be issued only with an official request from the direct Contractor, Supplier or Vendor of AES ROC)

• Visitor shall enter the details and sign in the Register available in the guard room
• Security will issue a visitor’s pass on submitting the approved gate pass along with the identification document. (Attachment # 2)
• The visitor pass must be returned to the security when the visitor exits the plant.
• Identification document will be giving back to the visitor only after the Visitor returning the Visitor pass issued to him/ her.
• Visitor’s vehicles are not allowed to enter into the plant unless it approved by AES ROC with a genuine reason

6Vehicles and Equipments

• Vehicles with RLPC/AES ROC approved (from AES Authorized personnel) gate pass is only allowed to enter in to the plant.
• Passes will be issued only with an official request from AES ROC Employee, direct contractor, Supplier or vendor of AES ROC
• It is the responsibility of the Security Guard to make sure that vehicle possesses a valid gate pass with its plate number
• Vehicles shall be parked only in the designated areas.
• Vehicle list of AES ROC and its Contractors must be provided to the security guards.
• All vehicles must be strictly inspected while going in and out and records shall be maintained.
• If the incoming vehicle is carrying materials, the driver shall declare in the security register available at the gate, which must be verified by the security.
• Visitor’s vehicle will be provided with a Pass which must be displayed on the wind glass. (Attachment # 4)

7Material Exit

• Vehicles or people are not authorized to exit the plant with material without a valid Exit pass verified and Approved by the concerned AES ROC Team leader (In the absence of team Leader, by the Shift leader) and recorded By AES ROC Warehouse in the attached format. Attachment # 6
• Copy of the material exit document must be given to the AES ROC Security Guard.

8Responsibilities

8.1Security Guards

• Security guards shall make sure that only authorized people and vehicles are entering into the plant through the gate and shall be monitoring the fence at the north, east and west of the plant for any trespassing or abnormal activities.
• All vehicles must be strictly inspected while going in and out all times and records shall be maintained
• Security Guards must make sure that the people or vehicles are not carrying any material without a valid Material Exit Pass.
• In the event the security guard finds or notices any abnormal material or activities, the security guard must inform to the Security Coordinator or Shift leader
• Security guards shall maintain and retain all logs. The list of logs will include
• Visitor’s log
• Vehicle pass log
• Vehicle check sheet log
• AES ROC person entering plant without ID
• Log of communication with CCR / Security Coordinator
• Incident / Defect report log, which shall include perimeter and street lighting, guard room defects, gate malfunctioning etc, etc
• The guards at Guard House are also required to monitor the CCTV screen and intimate CCR of any abnormalities.
• The guards need to be responsible and accountable for the ID cards received from visitors.
• In case of an Emergency:

• Security Coordinator will take charge of the Main gate and will act according to the AES ROC Emergency Response and Contingency Plant
• All the security guards must report to Head Guard about their situation and head guard will give the head count number to the Security Coordinator.
• The Security Guards are NOT required to fight fire at any instance. They are required to intimate CCR of any findings immediately.
• All security guards shall maintain close contact among themselves and the security coordinator

8.2Security Coordinator

He shall make sure the implementation of the above procedure to avoid any unauthorized entry to the plant and unwanted activities, which could cause a threat to the life of people or damage to the plant
