Minutes of the IEEE 802 RR-TAG Teleconference 11 Jan 2016

These are the Minutes of the IEEE 802 RR-TAG Teleconference 11January 2016.

  1. The Chair called the meeting to order at 15:05et.
  2. The Chair reminded the members to send an email for their attendance.
  1. The current agenda is document 18-16/0001r00.
  1. The chair asked if there is any objectionsin approving the meeting agenda by unanimously consent. No objections were heard, the agenda was approved by unanimous consent.
  1. The Secretary reminded membersof the anti-trust provisions of IEEE 802, the Patent questions and Policy, inappropriate topics per the IEEE requirements, and Letters of Assurance (LOA), as shown in the agenda document.
  1. FCC 15-138: 18-15/0057r00,Use of Spectrum Bands Above 24 GHz For Mobile Radio Services
  2. In general we will have only one week from the start of the interim meeting in Atlanta, to file comments by Tuesday 16 January, 2016. We will look to finalize the comments Monday in Atlanta.
  3. Note, CPM 19-1 that met in November outlined all their goals from WRC-15 which included work on spectrum greater than 24GHz.
  4. A general comment was made that we need to be considerate of the Space Scientists concerns. They are open, we just need to explain clearly what we are looking for.
  5. Another general comment was the need to share with the commission where IEEE 802 is now above 24GHz, and we are extending into more high frequency bands, e.g. IEEE 802.11ay.
  1. We had received bullets from 802.15 TG 3d for response to the FCC NPRM on spectrum >24 GHz, 18-15/0066r00
  2. One correction that needs to be made to 18-15/0066r00 is in the first bullet to say:
  3. IEEE 802 supports the allocation of further unlicensed bands above 24 GHz [not 28]. This will greatly support IEEE 802‘s current efforts in standardising wireless systems operating in these frequency bands.
  1. Discussed the additional comments in 18-15/0072r00
  2. We walked though this document.
  3. Some discussion on point 312, and how to work with the band edge and coordination channel. Maybe we don’t say anything about this one.
  4. For 316 we will not be able to support anything at this time.
  1. Further general discussion.
  2. At the last face to face in Dallas, we did let other groups now about this NPRM and asked for input.
  3. The acting VC will look at putting draft comments together before the end of the week and upload to Mentor for all to review and prepare for our meeting next Monday.
  4. Another point to consider in the comments is for the 71-76 GHz and 81-86 GHz bands we would like these to be TDD. These bands have not been used much, and going to TDD could help.
  5. Today they are FDD pairing, and includes 92-95GHz, with licensing by antenna gain and etc.

  1. With no further input or needs from the other WGs and TAGs, the Secretaryadjourned the meeting at 15:53 ET.
