Theater Movement Control
Note to Users:This checklist may include terms specific to Operation Enduring Freedom and should be customized as needed. For example:
For specific percentages and numbers, the user should apply the appropriate numbers; such as 70%, 80%, 90%, 99%, etc.
For periodic terms, such as “weekly,” the user should apply the appropriate period, such as daily, weekly, biweekly, monthly, annually, etc.
Quality Assurance

- Verify that the contractor is performing QA/QC checks IAW the contractor’s quality plan and schedule for this service.
Movement Control Operations
- Does the contractor provide the necessary personnel and equipment to establish, operate and maintain Movement Control Team (MCT) operations?
- Do the personnel assigned to the MCT Ops center have a Secret Clearances? (Validate)
- Does the contractor prepare and submit all required reports to the appropriate Government Accountable Officer? (Verify process)
Fixed-Wing Air Movement Control Operations
- Does the contractor provide and operate fixed wing air movement control services?
- Does the contractor coordinate, track and report fixed wing air movements arrival/departure of to the Government Accountable Officer?

- Does the contractor provide container, pallet, and cargo handling services to facilitate the loading, offloading, and positioning of cargo in coordination with the appropriate entities?
- Does the contractor build cargo pallets IAW air movement specs? (Verify processes)
- Does the contractor measure, weigh and record the number of pallets to the Government Accountable Officer? (Validate documentation)
- Does the contractor provide personnel proficient in the use of the Government-provided theater movement control systems?
Passenger Terminal Support
- Does the contractor provide personnel at the terminal counter to manifest passengers, maintain the flight schedule display board, conduct roll calls, provides baggage pallet placards and escort passengers to the baggage pallet area?
- Does the contractor provided cargo handlers build, weigh, and mark baggage pallets appropriately?
Movement Control
- Does the contractor support the MCT with equipment and personnel required to establish, operate, and maintain MCTs IAW current missions?

- Does the contractor perform Area Movement Control Operations IAW the appropriate regulations?

- Does the contractor support the designated MCT and Airfield operations IAW the appropriate regulations?
Note: Hazardous materials (HAZMAT) validation will be provided as required per air movement. Cargo processing will include validating cargo for air preparation and QC of cargo documentation. / / / /
