Complex Rental Agreement

who wishes to utilize a Complex at 1654 Sunset Blvd.,479 Hinson Mosley Rd., or 743 Hinson Mosley Rd.Jesup, GA31545 under the authority of the WayneCountyParks and Recreation Department.

  1. Said Organization/Individual, hereby referred to as “Renter”, agrees to abide by the above statement and all other Recreation Department regulations herein provided, and further understands any violation of these regulations would be cause for the Renter to be barred from program participation, use of facility, and termination of this agreement, with forfeiture of all fees and possible charges for damage.
  1. If requested prior to negotiating this agreement, the Renter must furnish the Department with any additional evidence required to document any possible non-discriminatory practices.
  1. The Wayne County Recreation Department requires the Tournament Director to provide by 1:00 PM 3 days prior to the event the following:
  2. Finalized number of fields required for play and specification on how fields should be marked
  3. Finalized start and scheduled end time for each field
  4. Finalized number of teams participating

  1. The Renter agrees to pay the following fees:
  1. $25.00deposit per field is required at least one week prior to scheduled tournament date. This money will be applied toward field rental fees. This is to guarantee the field rentals. If tournament is cancelled by 1:00 PM 3 days before scheduled rental date, the deposit will be refunded. Cancellations after that time will result in the forfeiture of the deposit. (Deposit will be refunded if tournament is cancelled by WCRD employee due to weather or field conditions before play has started

  1. $100.00 per field per day for the use of field(s).
  1. $15.00 per hour for a Recreation Department staff member to be present during the rental. This requirement is per complex used, one staff member at each complex, not to exceed two staff members per day for all complexes. The staff member will be scheduled to be present one hour prior to scheduled start of rental and one hour after conclusion. This payment must be made in cash to the staff member at the conclusion of the rental. For example, One (1) complex rented for an eight (8) hour playing day would require one recreation employee to be paid $150.00 cash ($15.00 per hour for 10 hours), if two complexes are rented for an eight (8) hour playing day, the required payment would be $300 (2 employees for 10 hours at $15.00 per hour).
  1. A $250.00 security deposit is required for incidentals and excessive trash. This should be a separate check to be held by WCRD in the safe until the conclusion of the tournament. This fee will be charged if the WCRD staff member on duty deems it necessary due to excessive trash in the park at the end of the tournament or property damage.
  1. The Recreation Department will provide full line concession operations for ALL events. The Recreation Department does reserve the right to close concessions at such point where the cost of operations outweighs the revenue being generated. The Renter/Organization’s representatives and officials will receive staff rates at the concessions. The Recreation Department reserves the right to open only one concession facility if a minimal number of games are scheduled outside the main facility.
  1. The Recreation Department will not be held responsible for accidents or loss of property while said Renter has use of the facility.
  1. Alcoholic beverages of any kind are prohibited at all Wayne County Recreation Department Complexes before, during, and after an event. This area includes the playing fields, facilities, and adjacent parking lots. It is the responsibility of the Renter or Event Director to make participants aware of this alcohol prohibition.
  1. In case of inclement weather, the Wayne County Recreation staff will decide if the fields are playable and whether or not the tournament should continue. This decision will be judged on potential risk of injury to the participants, spectators, and potential damage to the facility. Every effort will be made to complete every event on scheduled dates and times. If a tournament is canceled and the Tournament Director deems it necessary to return fees to the teams scheduled to play in the event, the Wayne County Recreation Department will prorate the rental fee due based on the number of games played and the number of games remaining in the tournament. If enough games have been completed to negate the return of team fees, the full rental fee will be due. If a tournament is canceled without the approval of the Wayne County Recreation Department, no refunds will be made.
  1. Tournament Directors are ultimately responsible for contacting each team and providing all first game times. It is also the Tournament Directors responsibility to inform the teams about park rules, parking locations, directions to the park, and if any changes are made in the schedule.
  1. Renter will be required to provide proof of insurance for participants, officials, and spectators in the amount of $2 million and the policy MUST name the facility owner (Wayne County Government) as “Additional Insured”. Failure to provide a copy of the policy at least one week prior to the scheduled event will cause loss of requested dates and deposits.
  1. All trash must be picked up and removed from all complexes.

By signing this Wayne County Recreation Dept. contract for a Wayne County Recreation Dept. Complex you agree that you have read the entire contract and guidelines document and agree to abide by these guidelines.

Athletic Complex Rules

  1. WayneCountyParks and Recreation Department will have field(s) as ready as weather permits. Field(s) will be prepared “game ready” once prior to usage.
  1. For the use of the field lights for any non-sanctioned Wayne County Parks & Recreation event or non league team a $15.00 per hour fee will be required. Please contact the office for use of the lights. This does not apply for tournaments.
  1. NO VEHICLES ALLOWED IN NON-DESIGNATED AREAS. Parking in designated areas only. Vehicles not parked in an approved marked space may be ticketed or towed at the owner’s expense.
  1. NO ALCOHOLIC BEVERAGES ARE ALLOWED ON THE PROPERTY. If alcohol is discovered, future usage of facility will be permanently revoked.
  1. NO DOGS OR PETS OF ANY KIND ALLOWED. NO EXCEPTIONS!
  1. Smoking in designated smoking areas only.
  1. WCRD Staff person must be notified and must approve tents, sunshades, pop-ups, or any other shelter that requires driving spikes for stabilization before placement, due to possible damage to the irrigation or electrical systems.
  1. All trash and debris MUST be placed in receptacles. Complex MUST be policed of trash and debris (including bathrooms) before departure! Each team should clean their dugout at the end of each game and dispose of trash and debris properly!
  1. Wayne County Parks & Recreation reserves the right to cancel any event due to inclement weather or poor field conditions. In case of poor weather, or field conditions the event will be cancelled and may or may not be rescheduled. Decisions concerning cancellations due to weather or field conditions and rescheduling events will remain solely with WCRD staff and are not subject to appeal.
  1. No soft toss hitting against any fence.
  2. Please refrain from disturbing players, coaches and officials during game time.
  3. Discharging of firearms is prohibited.
  4. Any and all events taking place at a Wayne County Parks & Recreation facility must be approved through the Wayne County Parks & Recreation Department.
