The Town of Hammonton Planning Board re-organization meeting was called to order this date by Councilman Thomas Gribbin at 7:30 p.m., in Council Chambers with the announcement of the Sunshine Law and fire exit procedure. The Pledge of Allegiance was recited. The meeting was televised.

Councilman Thomas Gribbin requested nominations for Chairman of the Hammonton Planning Board for a term of one year, 2016.

Councilman Gribbin stated Michael Malinsky, our former solicitor for many years is now the Town Solicitor. Congratulations.

CHAIRMAN

Mr. Hozik made a motion to nominate Edward Marinelli as Chairman of the Hammonton Planning Board. Mr. Capelli seconded the motion. EDWARD MARINELLI was unanimously elected as CHAIRMAN OF THE HAMMONTON PLANNING BOARD for the year 2016. Chairman Marinelli thanked the board for their continued support.

VICE CHAIRMAN

Mr. Gribbin made a motion to nominate Gordon Pherribo as Vice Chairman of the Planning Board. Mr. Hozik seconded the motion. Mr. Hozik made a motion to close nominations and Mr. Gribbin seconded the motion. GORDON PHERRIBO was unanimously elected as VICE CHAIRMAN OF THE HAMMONTON PLANNING BOARD for the year 2016. Vice Chairman Pherribo thanked the board.

Chairman Marinelli welcomed back all members to the board appointed by the Mayor, Elsie Baez, Alternate #1, Michael Hozik, Gordon Pherribo, Paul Esposito, sitting in for the Mayor’s seat, Thomas Gribbin, Councilman, Linda Byrnes and Philip DeMarco.

BOARD SOLICITOR

Mr. Pherribo made a motion to nominate James Schroeder as Solictor for the Hammonton Planning Board. Mr. Hozik seconded the motion. Mr. Hozik made a motion to close nominations. Mr. Esposito seconded the motion. JAMES SCHROEDER was unanimously appointed as SOLICITOR of the HAMMONTON PLANNING BOARD for the year 2016. Mr. Schroeder thanked the board.

ENGINEER

Mr. Gribbin made a motion to nominate Adams, Rehmann and Heggan for Board Engineer. Mr. Hozik seconded the motion. Mr. Gribbon made a motion to close nominations. All agreed. ADAMS, REHMANN AND HEGGAN ASSOCIATES was unanimously appointed as ENGINEER for the HAMMONTON PLANNING BOARD for the year 2016. Robert Vettese thanked the board and stated it is a pleasure serving the board.

PLANNER AND TRAFFIC CONSULTANT

Mr. Hozik made a motion to nominate Kevin Dixon of Dixon Associates for Board Planner and Traffic Consultant. Mr. Capelli seconded the motion. Mr. Hozik made a motion to close nominations. Mr. Esposito seconded the motion. KEVIN DIXON OF DIXON ASSOCIATES was unanimously appointed as PLANNER AND TRAFFIC CONSULTANT for the HAMMONTON PLANNING BOARD for the year 2016.

Mr. Dixon thanked the board.

SECRETARY

Mr. Hozik made a motion to elect Patricia Berenato as Secretary to the Hammonton Planning Board. Mr. Gribbin seconded the motion. Mr. Hozik made a motion to close nominations. Mr. Pherribo seconded the motion. PATRICIA BERENATO is unanimously appointed as SECRETARY to the HAMMONTON PLANNING BOARD for the year 2016. Mrs. Berenato thanked the board.

OFFICIAL ROLL CALL FOR THE YEAR 2016

ADOPTION OF MEETING MINUTES

Mr. Hozik made a motion to approve the meeting minutes of December 16, 2015 for the Hammonton Planning Board as reviewed. Mr. Capelli seconded the motion, which carried unanimously.

MINOR SUBDIVISION

Fred DeClement, Esq. is present for the applicant, MerriJo Pitera. He stated the applicant is requesting to re-align lot lines to form a third lot for Block 2708, Lots 2 and 12, Zone DT-1 at 215 East Pleasant Street.

MerriJo Pitera of 9011 West 104th Terrace Overland Park, Kansas and Lance Landgraf, Engineer/Planner of 9 So. Harbor Avenue, Ventnor City, NJ are sworn in by Mr. Schroeder.

Mr. Landgraf stated the two existing lots will be subdivided into three lots. Variances are needed for existing and proposed conditions. The newly created lot has an existing barn and a variance is needed for an accessory structure. All lots meet lot area and size requirements. Variances for lot 2 are lot depth, building size for the existing retail building and building width. Lot 12 meets all requirements. Proposed lot 14 will require a variance for lot depth and non conforming height of the existing accessory structure.

Mr. Vettese addressed his report dated January 12, 2016. He stated all lots shall be served with town utilities. A road opening permit is required. He also said a portion of

sidewalk at 2nd St. will need to be installed at the time construction permits are sought.

A recreation fee of $2500.00 is required as per ordinance for the newly created lot. The tax assessor will assign the new lot number (14).

PUBLIC PORTION No public objection. PUBLIC PORTION CLOSED

MOTION

Mr. Hozik made a motion to approve existing variances as building footprint for lot 2, building width for lot 2, building footprint for accessory building for lot 14, building width for accessory building for lot 14, accessory building height for lot 14 and variances for conditions created by minor subdivision as lot depth for Lot 2 and lot depth for proposed lot 14. Mr. DeMarco seconded the motion, which carried unanimously.

Mr. Hozik stated that the house and barn should be considered as historical buildings and should be preserved as to the Form Base Code.

MOTION

Mr. Hozik made a motion to approve minor subdivision, recreation fee, curb and sidewalk for the new lot and all other approvals needed. Mr. Capelli seconded the motion, which carried unanimously.

ADOPTION OF RESOLUTIONS

Mr. Gribbin made a motion to adopt the resolution for NEW ENGLAND FITNESS SOUTH, INC. as reviewed. Mr. Capelli seconded the motion, which carried unanimously.

Mr. Capelli made a motion to adopt the resolution for PRIMAX PROPERTIES, LLC as reviewed. Mr. Hozik seconded the motion, which carried unanimously.

ADJOURNMENT

Being no further business, Chairman Marinelli adjourned this meeting of the Hammonton Planning Board.
