A message was received from the House of Representatives by Mr. Bertrand, its Second Assistant Clerk, as follows:

I am directed to inform the Senate the House has adopted a Joint Resolution of the following title:

In the adoption of which the concurrence of the Senate is requested.

RESOLVED BY THE SENATE AND HOUSE OF REPRESENTATIVES:

That when the two Houses adjourn on Friday, January 12, 2001, it be to meet again no later than Tuesday, January 16, 2001, at ten o’clock in the forenoon.

Joint resolution originating in the House of the following title was read the first time and is as follows:

Joint resolution in memory of former Representative William Blanchard

Whereas, William Blanchard, a native of Burlington, was a devoted public servant and a leader in a variety of civic, fraternal and religious activities, and

Whereas, as a student at Cathedral High School, and later at St. Michael’s College, he was a star baseball player, and

Whereas, after completing his education, which was interrupted by his honorable United States Army service during World War II, William Blanchard entered private industry, and

Whereas, committed to serving his community through the public sector, William Blanchard successfully stood for election to the Burlington Board of Aldermen, and ultimately served as its president, and

Whereas, he concluded his electoral career as a member of the House of Representatives, and

Whereas, William Blanchard’s commitment to youth programs was reflected by his membership on the boards of the King Street Youth Center and the Burlington Boys and Girls Club, and

Whereas, he belonged to the Knights of Columbus, the Veterans of Foreign Wars, and the Elks Club, and

Whereas, at Christ the King Church, he assisted his parish as a church usher, and

Whereas, above all, William Blanchard’s life was primarily devoted to his large family, including his wife Claire to whom he was married for 52 years, his six daughters Mary, Michele, Anne, Martha, Denise and Patricia, his three sons William, Robert and Michael, his grandchildren and his great-grandson, and

Whereas, William Blanchard, who through his many good deeds, contributed much to enhancing life in the city of Burlington, and

Whereas, his passing has saddened his family and many friends, now therefore be it

RESOLVED BY THE SENATE AND HOUSE OF REPRESENTATIVES:

That the General Assembly extends condolences to the family of former Representative William Blanchard, and be it further

RESOLVED: That the Secretary of State be directed to send a copy of this resolution to his widow Claire Blanchard in Burlington.

Thereupon, in the discretion of the President, under Rule 51, the joint resolution was placed on the Calendar for action tomorrow.

Appointment of Senate Members to Joint Rules Committee

The President, on behalf of the Committee on Committees, announced the appointment of the following Senators to serve on the Joint Rules Committee for terms of two (2) years pursuant to the provisions of Joint Rule No. 5:

Joint Assembly

At ten o’clock and thirty minutes in the morning, the hour having arrived for the meeting of the two Houses in Joint Assembly pursuant to:

J.R.S. 4. Joint resolution to provide for a Joint Assembly to hear the budget message of the Governor.

The Senate repaired to the hall of the House.

Having returned therefrom, at eleven o’clock and seven minutes in the morning, the President resumed the Chair.

Adjournment

On motion of Senator Shumlin, the Senate adjourned until eleven o’clock and forty-five minutes in the morning.
