C102111 – TORFP Amendment 0002

The purposes of this amendment are to:

1)  Address how the award will be made given there is a base and option prices. The Government will make the award based on the Base price and will evaluate the options to determine whether they are each fair and reasonable.

2)  Provide an answer to the following questions:

Q.1. Section 013220 – Photographic Documentation. In today’s age of smart phones it is very easy to capture daily progress photos of this project without the added expense of a professional photographer. It seems a little excessive considering price always seem to be an issue. Please advise if the intent of this task order is include a fee that will cover this spec section in its entirety.

A.1. A professional photographer is not necessary. The contractor may meet the requirements of this section utilizing digital cameras. Additionally in lieu of CD-ROMS, the contractor shall utilize the photo function on Submittal Exchange Software. All of 1.3A and 1.4A of Section 013220-1 may be excluded. 1.4C & 1.4D may be updated to state the use of Submittal Exchange is authorized for use in lieu of a CD-ROM.

Q.2. The drawings show concrete deck panels per structural drawings. The structural drawings mention very little about the concrete deck panels. The specification does not include a section for concrete deck panels, but they do include a cast in place concrete spec. Can the Government provide a spec to cover the concrete deck panels or can the concrete deck panels be replaced with cast in place concrete?

A.2. The contractor shall install concrete deck panels as shown in the attached cut sheet or an approved equal.

Q.3. The task order list 3 option. The TOPT does not have a place for bid options. Can the bid options be added at the bottom of the TOPT?

A.3. There are multiple sheets in the excel file at the bottom of the TOPT for the various option prices. Please ensure you utilize the “Task Order Pricing Template – C10211 – Revision 1” that was provided in Amendment 0001.

Q.4. Height elevations for HHW and CHW pumps?

A.4. Elevated pump heights shall be coordinated with other trades. They shall be accessible for routine maintenance and shall not impede the walkway.

Q.5. Height elevations for HHW and CHW piping systems in mechanical room?

A.5. Pipe heights and elevations shall adhere to the NIH DRM Section 6.3 and the ESMR Rev F Section 6.3. Piping and installation shall be installed in coordination with the other trades. All valves shall be accessible for routine maintenance and shall not impede the walkway.

Q.6. Height elevations for all duct work?

A.6. Ductwork elevations shall be coordinated with all other trades. It shall not impede the walkway and any access panels shall be accessible for routine maintenance.

Q.7. Who is responsible for layout and locating CHW piping outside the building?

A.7. The contractor is responsible for the locating the chilled water piping outside of the building and layout of the new piping. All utilities shall be marked in the area of the new piping and layout shall be coordinated with the COR.

Q.8. What are the requirements for underground CHW piping insulation?

A.8. Insulation for underground chilled water piping shall adhere to the ESMR Rev F Table 28.

Q.9. What is the proper procedure for digging up and refilling utilities outside of building?

A.9. The means and methods shall be defined by the contractor and coordinated with the COR.

Q.10. Who is responsible for layout and location of sewer line inside building for additional drains to be added?

A.10. Sanitary piping for the new drains shall adhere to the drawing package provided in the RFP. Drawing 1501P400 and 1501P401 address this.

Q.11. What procedure would the Government like us to use for tunneling under walls for drain line from one room to the next?

A.11. The means and methods shall be defined by the contractor and coordinated with the COR.

Q.12. Confirm that City of Durham Building Department inspections will not be required.

A.12. No inspections by the City of Durham Building Department are expected at this time.

Q.13. Is the room/door signage indicated in the Signage Schedule on drawing 1501A106 Government Furnished?

A.13. Signage is contractor furnished and shall adhere to the specifications provided.

Q.14. Referencing drawing 1501A106:

Elevation 1 & 2 indicate (with dashed lines) casework, fume hood, BSC, Starsys Mobile Units, etc to be Government Furnished and Contractor Installed [GFCI].

  1. Where is this material located?
  2. Will the [lab casework] contractor be responsible for getting material moved to the job site?

A.14. Casework will be Government furnished and available to the contractor during construction. It is not currently onsite. Casework will be delivered to the Building 104 Warehouse.

Q.15. Referencing drawing 1501A106:

CW-1 caseworkis indicated to be stainless steel with a stainless steel countertop. This new casework is installed adjacent to Gov’t Furnished casework and countertops.

a.  What is the material type for the casework – painted steel or stainless steel?

  1. Are all filler panel components also Gov’t furnished?
  2. What is the countertop material? If it is Stainless Steel – are the seams required to be field welded [to the new sink countertop]?

A.15. The type of material for the casework is still be determined by the Government. Casework is Government furnished. All filler panel components are Government furnished as well. Countertops will be Government furnished and will be made of phenolic resin, not stainless steel.

Q.16. Referencing drawing 1501A106:

CW-2 SS Shelving

  1. Is this intended to be Metro Industries, Super Adjustable shelving?
  2. They have standard depth of 18” (not 15”) – please confirm if acceptable.

A.16. No manufacturer is specified. Shelving shall be submitted as part of the pre-construction submittals and shall adhere to the drawings (1501A106) and specifications.

Q.17. Do pre-cast wall panels need to be scanned prior to cutting in new openings?

A.17. Yes. The contractor shall scan all areas of pre-cast panels where openings will be cut.
