Projected Impact of Budget Repair Bill (Special Session Senate Bill 11) on Monthly Health Insurance Premiums

The proposed budget repair bill provides that:

·  The employer may not pay more than 88% of the average premium cost of the plans offered in the tier with the lowest employee premium cost. Section 9115 of the bill sets the new health insurance premiums for 2011. The director of OSER will determine the employee premium on an annual basis, beginning in 2012.

·  The proposed health insurance premiums will become effective with premiums paid in April 2011 and will remain in effect for the remainder of the 2011 coverage year.

There are 3 tiers of health insurance premiums. All of the HMOs are in Tier 1 and the Standard Plan is the only plan in Tier 2 and 3 (see next page for details). Employees covered by the Short-Term Academic/Graduate Assistant health plan are required to pay half the premium that employees covered by the Wisconsin Retirement System are required to pay.
