2.Sitesfortwodwellingsormoremustnotoccupymorethan40%ofthespecialdevelopmentareaonPrecinctPlan1:RiverheadSouthprecinctinclause6below.

3.WheretwoormoredwellingswithintheSpecialdevelopmentareaareproposedonasite,eachsitemustbeatleast15mwide:

a.attheroadboundary;and

b.foratleast80percentofthelengthofitssideboundaries.

2.3Fencing

1.Allactivitiesrequiringwastewaterservicingmustbeconnectedtoapublicreticulatedwatersystem.

3.3Waterservicing

1.Allactivitiesrequiringwatersupplymustbeconnectedtoapublicreticulatedwatersystem.

3.4Streetnetwork

1.TheroadnetworkmustbeconstructedandlaidoutinaccordancewithPrecinctPlan1:RiverheadSouthprecinct.

2.Theroadnetworkmustnot:

a.createdirectvehicleaccesstoanyresidentialsitefromCoatesville­RiverheadHighway

b.provideaccesstoanyresidentialsitefromacul­de­sac,jointlyownedaccessroadorsimilarsharedaccess.

3.5Publicopenspace

1.Publicopenspacemustbe:

a.providedinaccordancewithPrecinctPlan1.

b.boundedbypublicstreetsfor75percentofitsperimeterexcludinganycoastalorriparianfrontage

c.developedtothesatisfactionofthecouncil.

3.6Landscaping

1.Alandscapingplanmustbesubmittedwiththeapplicationshowinglandscapingandplantingasspecifiedinthespecialinformationrequirementsofthisprecinct.

2.ThelandscapingandplantingmustbeprovidedwithintheindicativepublicopenspaceareaandalongthesouthernboundaryoftheprecinctasshownonPrecinctPlan1:RiverheadSouthprecinct.

4.Assessment­Restricteddiscretionaryactivities

Assessmentcriteria

FordevelopmentthatisarestricteddiscretionaryactivityintheRiverheadSouthprecinct,thefollowingassessmentcriteriaapplyinadditionaltothecriteriaspecifiedfortherelevantrestricteddiscretionaryactivitiesintheAuckland­widerules­subdivisionsection:

1.Density

a.Thedensityofdevelopmentshouldbecompatiblewithexistingdevelopmentorcomplementandenhancethefuturecharacteroftheneighbourhoodbasedonamaximumdensityofonedwellingper300m2inthespecialdevelopmentarea.

2.Sitinganddesignofbuildings

a.Buildingsshouldbesited,designedandorientedtoachieve:

Providefortheefficientuseofsiteswiththeuseofsharedfacilitiesbetweensimilaractivitiesbothonadjoiningsitesandinthevicinity

Ensurethatbuildingsarelinkedanddevelopmentspromotewalkableneighbourhoods.

Ensurethattheproposedsitesareofadequatesizetoaccommodatetheproposedactivitytogetherwithassociatedcarparking,landscapetreatmentandanyotherfacilities.

b.Thelevelofdetailsuppliedshouldreflectownershippatterns.Specificdetailedinformationisrequiredforlandthattheapplicantownsorhasaninterestin.ForthatpartofthePrecinctthattheapplicantdoesnotownorhaveaninterestin,theextentofdetailedinformationtobeprovidedis

todependonwhetherthereareanyspecificdevelopmentproposalsatthetimeoftheframeworkplanapplication.Theapplicantistoprovideasmuchrelevantdetailaspossible,aftermakingreasonableenquiries,concerninganysuchdevelopments.Iftherearenosuchdevelopmentproposals,ageneraloutlineonlymaybeprovidedreflectingthetypeofdevelopmentenvisaged.

c.Thegeneralassessmentcriteriaforframeworkplansspecifiedinclause2.6.6oftheGeneralprovisionsalsoapply.

5.Specialinformationrequirements

Landscapeplan

Alandscapeplanmustbesubmittedshowingproposedplantingoftheindicativepublicopenspaceareaandproposedpedestrianandcyclistpaths.Thelandscapeplanmustincludesufficientinformationtomeettherelevantassessmentcriteriaincludingthefollowing:

1.ascheduleofplantspecies

2.plantingspecificationsincludingthenumber,sizeandlocationofindividualtreesandshrubs

3.aplantingmanagementplan

4.aweedmanagementandimplementationplan

5.thelocationanddesignofpublicseating,vehiclebarriers,signage,pedestrianlighting,litterreceptacles,andotheramenityfeatures

6.thelocationandspecificationofwalkwaysandcycleways

7.retentionandenhancementofnativevegetation,existingsignificanttreesandnaturalfeatures.

Frameworkplans

1.Anapplicationforaframeworkplan,amendmentstoanapprovedframeworkplanorreplacementframeworkplanmustbeaccompaniedbythefollowinginformation:

a.Theoverallcontextoftheapplicationarearelativetoexistingbuildings,publicopenspace,andanyapprovedbuildingsandapprovedframeworkplans.

b.Existingandotherproposeddevelopmentwithinandadjoiningtheprecinct.

c.Theexactlocationanddesignofroads,includingthedesignofallstrategicroadlinkagesasidentifiedonPrecinctPlan1.

d.Anindicativelayoutofproposedsitesandthelocationofbuildingplatforms.

e.Identificationofthemainpedestrianandcyclepathsthroughpublicopenareasthatgivesaccesstotheexistingtownship,streamsandcoastalmargins.

f.Thelocationofstormwater,wastewaterandwatersupplyinfrastructure.

g.Thelandscapingplanfortheapplicationarea.

h.Theproposedlocationofresidentialandnon­residentialactivities.

i.Whereajointframeworkplanisnotpreparedtheapplicationwillneedtoshowhowthedevelopmentintegrateswithothersiteswithintheprecinctincludingdetailsofanydevelopmentproposalsonadjoiningsitesandanyotherapprovedframeworkplanfortheprecinct.

j.Howthedevelopmentprovidesorfacilitatesadequatetransportconnectionsacrosstheprecinctand/orsub­precinct,includingconnectionstothesurroundingroadnetwork.

2.AnapplicationforaframeworkplanmustbeaccompaniedbyasitedevelopmentandbuildingdesignguideforPrecinctPlan1showing:

a.Anindicativelayoutofproposedsites,includingtheindicatedlocationofbuildings.

b.Theexactlocationanddesignofproposedroadsandareastobedeveloped.
