Sub: Regarding issue of eligibility certificates to the Foreign/SAARC/
Indian Students studied abroad.

I am directed to state that:
1. The RGUHS has evolved a new format of application for students of
Foreign/SAARC/Indian students studied abroad to apply for issue of eligibility
certificates to join Degree Courses in RGUHS. Each application form priced
Rs. 100/- is made available at the Reception Counter of the University Office /
Regional Centers of the University at Belgaum and Gulbarga.
2. The candidates may collect the application after submitting a D.D. for Rs. 100/-
drawn in favour of the Registrar, RGUHS, Bangalore. The Principals of colleges are
also permitted to collect the applications not exceeding 20 (twenty) at a time, for each
college, by submitting the Demand Draft(s) for the required amount at the Reception
Counter of RGUHS, Bangalore or at the Regional Centers in Belgaum and Gulbarga
and supply the same to the students who seek admission in their colleges.
3. The candidates should apply for eligibility certificates only in the prescribed original
application and will have to paste their latest photo to the application in the place
provided on page 1 and furnish attested copies of all the relevant documents such as
marks card/(s)of the qualifying examination, Pass Certificate, Conduct Certificate,
Valid Passport, Degree/Diploma Certificate, Accreditation Certificate of the School,
Table showing the equivalent marks for the Grades awarded by the examinations
conducting authority, Physical Fitness Certificate, Demand Draft for the required
amount towards the eligibility fee, and enclose 3 (three) stamp size latest photos.
4. The applications for issue of eligibility certificates in other forms (mode), such as
hand - written or typed representations by the candidates or letters from the Principals
of colleges without enclosing the completed individual original applications of the
candidates, will be ignored. The University will not entertain any correspondence in
such matters.

5. The Principals of colleges may forward the applications of the candidates who seek
admission to the Health Science Courses offered by their colleges to the University
strictly in the format appended to the letter. The University will appreciate if
thorough scrutiny of the relevant documents, certificates and all the entries made in
the applications and forward only such applications which are completed in all
respects and found eligible to enable the University for speedy disposal.
6. The candidates may also submit their applications completed in all respects to the
Public Relation Officer (PRO), RGUHS, Bangalore - 560 041 for verification and
onward transmission to the Registrar, RGUHS, Bangalore.
7. The College should admit only those students who have submitted the
Eligibility Certificates issued by the University.
8. The University will ensure the disposal of applications on the basis of “First come,
first served”, within a reasonable time.
9. The Principals shall ensure that they should not forward the applications of the
candidates for issue of eligibility certificates after the last date for admissions notified
by the university for the academic year concerned.
10. The university has also designed a new format of Eligibility Certificate in which
the photo of the candidate is attested and stamped which will be issued from
December 2004.
This will come into force with immediate effect.
Note: In respect of candidates who have already applied to the University for issue
of eligibility certificates for the academic year 2004-05 and issue of eligibility
certificates are pending, they will have to submit three latest stamp size
photos to the University.

SALIENT GUIDELINES FOR STUDENTS WHO WISH TO APPLY FOR ISSUE OF
THE ELIGIBILITY CERTIFICATES
1. All Foreign Nationals /SAARC / Indian students who have studied abroad shall obtain Eligibility
Certificates from Rajiv Gandhi University of Health Sciences before seeking admission to any
Health Science Course in the colleges affiliated to this University.
2. They shall apply in the prescribed application form to the Registrar, RGUHS, Bangalore and
obtain the eligibility certificate to the course concerned and produce the same to the Principal of
the college to seek admission.
3. Applications in the prescribed format and complete in all respects only shall be considered.
4. Candidates seeking admission to 1st year Health Science courses should have passed the two
year Pre-University Course examination conducted by Pre - University Education Board of
Karnataka with English and Physics, Chemistry and Biology as optional subjects or any other
equivalent examination recognized by RGUHS. The candidates should have secured the
following minimum percentage of marks in the optional subject groups in their qualifying
examination.

5. The candidates should have completed 17 years of age, as on 31st December of the year of
admission.
6. Candidates should have passed their qualifying examination under 10+2 pattern, or any
other pattern of 12 year schooling duration. (Candidates who have passed 10+1 exam of
11 year duration are not eligible).
7. There should be a specific mention of the subject 'English' in the marks sheet. Just
"Foreign Language" mentioned in the marks sheet, will be a disqualification for eligibility.
8. The candidates who have passed the subject "Physical Science" comprising the subjects
Physics and Chemistry, cannot be accepted as equivalent to the individual subjects viz.
Physics and Chemistry.
9. In case of candidates who have passed the 11th & 12th Grade examinations and declared
their result on the basis of marks obtained in the 11th & 12th Grades put together such
students should have studied and passed the subjects English, Physics, Chemistry &
Biology / Mathematics / Computer Science / Electronics both in the 11th Grade & 12th
Grades to be eligible for issue of 'eligibility certificates'.
10. All foreign national students shall produce along with their applications, the conduct
certificate issued by the Head of the School from which they passed the qualifying
examination for issue of eligibility certificate.
11. The candidates shall submit the marks sheets in the format prescribed duly bearing
authenticated signature of the examination conducting authority. The marks sheets such as
"Provisional Marks Sheet" or "Statement of Result Sheet" submitted by them as marks
sheets are not acceptable for issue of eligibility certificate.
12. The documents such as Marks Sheets, Passports, Date of birth which are submitted for the
first time with their applications shall be considered and based on the these documents their
eligibility will be determined and communicated. The documents effecting
corrections/change of particulars, received thereafter will not be considered.
13. The candidates who have passed the 3 year Proficiency Certificate in Nursing from
Tribhuvan University, Nepal and having not less than 3 years Professional Experience as a
Nurse only are eligible for B.Sc. Nursing (Post Certificate) course in Rajiv Gandhi
University of Health Sciences.
14. In respect of students to whom certain grades are awarded for the subjects passed in the
qualifying examination by the examining body and, if the range of marks has been
indicated for those grades, the mean (average) shall be taken into consideration for
assessing eligibility. Example: If a students' grade in the subject is "B" and Grade "B" is
explained as being in the range of 60 to 70 marks, the mean marks will be 65, which shall
be taken for the purpose of calculation and to determine the eligibility.
15. The documents like Marks Sheets, Transfer Certificates, Degree / Diploma Certificates,
Date of Birth etc., which are in the languages other than English shall be translated into
English and certified by a competent authority, shall be furnished to the University to
consider the eligibility.

17.a. The University shall not process the application of the candidate who has
not paid the requisite eligibility fee.
b. Once the eligibility certificate is issued, the candidate cannot claim refund of fee under
any circumstances.
c. If found ineligible after processing the application, 2/3rd of eligibility certificate fee will be
refunded to the candidate.
d. Once the eligibility certificate is issued, the eligibility fee paid by the candidate for that
course shall not be adjusted to another course.
e. The eligibility certificate issued to the candidate will be valid only for the academic year
concerned. The said certificate shall be renewed for another academic year on payment
of renewal fee of Rs.500/-
18. The candidate shall fulfill the eligibility criteria as prescribed in the Ordinance of the course
concerned.
19. The Candidate shall enclose three self signed stamp size photos with the application.
