Hackney Programme Manager

Reporting to:
Location: / Senior Programme Manager
Office in Finsbury Park (with travel throughout Hackney and surrounding area)
Salary: / NJC Scale SO2, sp 32 £30,351 – sp34 £31,935 +5% pension contribution.
Hours: / 35 hours per week full time. Weekend and evening work are regular and mandatory requirements for which time-off in-lieu may be taken.
Holiday: / 25 days per annum, statutory holidays + 4 additional days over Christmas/New Year.

Supervision:

/ Monthly with an annual appraisal of progress.
Probation: / This post is subject to six months’ probation, during which time a one week notice period applies for both the post holder and employer.
Notice Required: / One month, excluding the probation period.

The overall objective of this post is:

To effectively and efficiently manage all aspects of a programme with a maximum of 20 relationships providing early intervention mentoring to vulnerable primary school aged children referred to Chance UK, who are at risk of long term conduct problems, anti-social behaviour and criminal offending.

It is possible that a small portion of the 20 cases are Islington residents.

The specific responsibilities of the post are to:

1.  Review, assess and follow-up all referrals against agreed selection criteria.

2.  Support, supervise and monitor 20 volunteer mentors, participating children and their families, within an agreed framework, through the course of mentoring.

3.  Provide one-to-one supervision and support to 20 volunteer mentors through monthly supervision meetings.

4.  Ensure that all programme work is clearly within child protection guidelines and that any child protection issues which arise are referred to the Senior Programme Manager and Chief Executive, and the appropriate agency promptly and sensitively.

5.  Document and maintain accurate records of supervision sessions, meetings and contacts with families, schools and other agencies.

6.  Prepare quarterly programme reports incorporating qualitative and quantitative information relating to the programme - including summaries of progress of all mentoring relationships, meetings/liaison with schools and other agencies, number of children and mentors analysed according to relevant characteristics (age, gender, school, ethnic background, etc.), programme highlights and challenges.

7.  Prepare annual programme reports encompassing all aspects of the programme managed.

8.  Prepare and present selected cases, programme reports and highlights at internal and external meetings, seminars and conferences.

9.  Contribute to the development and implementation of monitoring, review and evaluation processes to enhance programme quality and impact.

10.  Liaise with schools, education services, social services, health authorities, other statutory agencies, community and voluntary sector organisations, donors and a range of individuals, as necessary.

11.  Obtain and share information with referring and/or other relevant agencies working with the children and their families about Chance UK’s work with the child.

12.  Plan and conduct briefings about Chance UK, its programmes and referral process for schools, community groups, other organisations and families.

13.  Ensure that parents are fully briefed about Chance UK, so that they can make informed decisions about the implications of participating in the programme, are aware of the role of a Chance UK volunteer mentor within the life of their child and have the motivation and ability to participate fully.

14.  Contribute to the process by which children are matched with a suitable volunteer mentor.

15.  Facilitate the process by which realistic targets for change are developed, formally agreed and reviewed in each mentoring relationship, usually via a meeting with the mentor, child and family on a quarterly basis.

16.  Facilitate the contribution of children’s and their families’ feedback and viewpoints toward further programme development and quality.

17.  Contribute to the design, development, delivery and evaluation of training for volunteers.

18.  Contribute to the design, development, implementation and evaluation of new programme initiatives and interventions, as may be required from time to time, such as parent mentoring and other projects.

19.  Contribute to the development of educational and publicity materials relating to the work of Chance UK.

20.  Research and collate materials and resources for supporting mentors and for programme development purposes.

21.  Carry out all tasks and responsibilities in accordance with Chance UK’s ‘Principles and Practices’, and contribute to the development of these in the light of organisational experience and learning.

22.  Contribute effectively as a member of the Chance UK team towards the development, quality, sustainability and impact of programmes and the organisation.

23.  Carry out other duties, which may be assigned from time to time by the Chief Executive and/or Senior Programme Manager.

PERSON SPECIFICATION

Essential

Qualifications

·  A recognised degree or professional qualification in social work, child development, psychology, education or related fields or significant professional experience within those fields.

Experience

• Minimum 2 years experience working with children in social work, education, voluntary sector or related area

• Minimum 2 year’s experience of volunteers or staff management and supervision

Skills & Aptitude

• Effective communication skills - oral, written, presentation and report writing

• Good organisational and planning skills

• Excellent inter-personal skills

• Demonstrated ability to handle multiple tasks effectively

• Sound computer skills, including word processing

Knowledge

• Awareness of Child Protection procedures, including relevant legislation

• Awareness of and commitment to children’s rights

• Knowledge of family dynamics and child development

• Understanding of principles of working in partnership with children, families and professional colleagues

• Skills and/or experience in facilitating training courses, workshops and seminars
