3. MINUTES OF PREVIOUS MEETING

To confirm and sign the minutes of the meeting held on Wednesday 20th of November 2013 as a true and correct record.

To note matters arising from minutes of Wednesday 20th of November 2013 and review actions.

5. PLANNING APPLICATIONS

a) To note determinations received.

b) Any other planning matters.

7. ENVIRONMENT

a) To note the record of the Environment Committee Meeting held on 2nd of December 2013.

b) To consider the Environment Committee’s recommendation to approve of Mr Leech's quotation of £350 to remove asbestos from the allotments and that the work be carried out as soon as possible.

c) To consider the Environment Committee’s recommendation that of Eye Flowers replaces faulty hanging basket brackets at a cost of £24.50

d) To consider the tenders for the Cemetery and church yard maintenance for a maximum of £15,000.

This agenda item will be held at the end of the meeting and members of the public will be asked to leave.

Pursuant to the Public Bodies (Admission at meetings) Act 1960, the meeting will be closed to the press and public in order to discuss confidential matters relating to financial tenders for the maintenance of churchyard and cemetery.

8. BUILDINGS

a) To note the record of the Buildings Committee Meeting held on 2nd of December 2013.

b) To consider delegating authority to Councillor Byles with the consent of the Mayor and a member of the Building Committee to authorise a further £2,000 towards any extra work if required to repair the walls of the main hall of Eye Town Council.

OR

To consider resolving that should extra work be required to repair the walls of the main hall the decorating works will be reduced so that the total amount to be paid by Eye Town Council towards the cost of gas central heating and decoration shall not exceed £20,000.

c) To arrange for the inspection of defective guttering, and arrange for quotes to urgently rectify the situation.

d) To note that alternative tasks for caretaker must be arranged while the Town Hall is closed.

e) To authorise payment to Sarah Hucklesby for work carried out on Cross Street project.

a) To note that there was no Finance and Governance Committee meeting in December.

a) To receive a report on recent discussions concerning Neighbourhood Development Plan Strategies.

a) Letters to the Council

  • Angela Kilmartin made a formal written offer to the Town Council of the Robert Mendham painting collection.
  • Resident requesting parking white line in Church Street
  • Resident expressing concerns about the Eye Wind Turbines which seem not to be turning and hence not generating any electricity
  • James Hayward from Thorndon Parish Council sent a copy of a letter explaining why the new scrap metal proposals could be a threat to the continuation of the Brome Recycling centre.
  • Citizen’s Advice Bureau asked if they could come to the January Council Meeting to explain their work.
  • A resident requesting greater transparency in council business, including publishing draft minutes

  • Suffolk Highways road closure for resurfacing on the B1117 10th 11th and 12th of December
  • Suffolk Highways road closure B1077 Cranley Road, Eye – At the junction with C528 Cranley Road for emergency carriageway repairs 16/12/2013 (08:30 to 17:00 hours)
  • Invitation from Suffolk County Council to invite representatives from the Town Council to meet with the Planning Inspectorate on the 22nd January 2014 to explain in more detail the application and consenting processes involved in the consideration of the Progress Power.
