This form permits the applicant to apply for a permit for the discharge of oil during the course of offshore operations controlled under the Petroleum Act 1998.

Application forms must be completed in full, and submitted toDECC at least 28 days before the permit is required to ensure that determination of the application does not delay the proposed activity. The preferred method of submission is in electronic format (using the e-mail address below). For further information in relation to completing the application form and applying for a permit, please consult the Guidance Notes (https://www.og.berr.gov.uk/environment/opaoppcr_guide.htm).

Up-dates to the oil discharge permit application, and requests for variations to the oil discharge permit, should be made by revising the appropriate sections of the original application. All the changes must be clearly highlighted. Application up-dates will retain the same reference number, and will replace the previous submission. Requests for permit variations will be automatically assigned an amended permit reference number, by adding a suffix to the original permit reference number (e.g./1, /2, /3 etc).

Section C: Schedule Requirements

Separate copies of Section C should be completed for each Schedule identified in Section B, and all sections of the form should be completed for each Schedule. Where separate schedules are required for similar waste streams, for example a host installation with two produced water streams discharging via separate outlets, separate copies of Section C should be completed for each waste stream. Where it is not possible to provide all of the requested information, for example, it may not be possible to provide fully-completed Sections C3 – C6 for some drainage discharges, an explanation should be provided. Further information in relation to completion of Section C can be found in Annex A of the Guidance Notes. It should be noted that the Department does not expect applications to contain excessive detail, and that the Department will contact the applicant if it requires further information.

Section C1 / Description of sources and types of hydrocarbons, e.g. crude oil, lubricating oil, fuel oil etc.:
Section C2 / Description of any process / treatment system designed to minimise the oil content of the discharge stream, including details of relevant storage and treatment capacities, clean-up specification, etc. Where appropriate, relevant process flow diagrams and specifications, etc should be appended to support the application. Reference should also be made to any treatment of the discharge stream immediately prior to discharge, to prevent the formation of surface sheens:
Section C3 / Taking into account Best Available Techniques (BAT) and Best Environmental Practices (BEP) provide a brief assessment to justify the measures proposed to minimise pollution. Where applicable, details of any improvement programmes planned to reduce the oil content of the discharge stream over time should be provided. The assessment must also provide brief details of any potential environmental impacts associated with the discharge.
For applications associated with existing discharge streams the demonstration of BAT and BEP should focus on how the existing equipment is being managed to minimise oil discharged. Where there is no intention to upgrade equipment to match the performance of more recent technologies a justification should be included within the assessment.
For new applications the BAT element of the assessment must include consideration of the most recent technologies and justify the selected option. Brief details of alternative disposal or treatment options considered should be included.
In all cases, it should be noted that BAT incorporates the concept of “not entailing excessive costs” and, where appropriate, a cost benefit analysis can be included in the justification.
Note: Where any information required within this Section C3has already been submitted as part of another DECC environmental regulatory application associated with the discharge and proposed operation, e.g. Environmental Statement or PON15,the relevant ES or permit reference number should be provided.
Section C4 / For the calendar year of the application and the following two calendar years, or for the duration of the operation, estimatethemaximum and average production of the discharge stream under stable operating conditions (m3/day, or m3/year for liquid waste streams, or kg/day or kg/year for solid waste streams), including details of methods used to calculate or measure production rate, and any anticipated increase in the production rate during the above period. For co-mingled discharge streams it will be necessary to confirm how the aggregate production will be measured or calculated:
Section C5 / For the calendar year of the application and the following two calendar years, or for the duration of the operation, estimate themaximum andaverage oil content of the discharge stream under stable operating conditions (mg/l for liquid waste streams, or mg/kg for solid waste streams), and/or total quantity of oil to be discharged to the sea (kg/day, kg/year or kg/operation). For produced water streams it will be necessary to confirm the average dispersed oil content andthe total quantity of dispersed oil to be discharged to the sea during the above period. For co-mingled discharge streams it will be necessary to confirm how the aggregate dispersed oil content or discharge quantity will be measured or calculated:
Section C6 / Details of the method used to measure the volume discharged, or the method used to calculate (or estimate) the average daily production of the discharge stream (this should include an estimate of the uncertainty of the measurement or calculation, e.g. +/- 10% for produced water discharges).
Section C7 / Details of the discharge stream sampling facilities, current sampling and analysis strategies and the results of the most recent analyses (see relevant section of OPPC Guidance Notes). Applications relating to the discharge of produced water should be accompanied by monthly average dispersed oil concentrations for the previous 12 months, and should be additionally accompanied by the bi-annual produced water sampling and analysis data specified in the OPPC Guidance Notes. For discharge streams other than produced water, applications should confirm whether routine sampling and analysis is feasible, and the results of any relevant analyses. Where possible, the latter should include monthly average oil concentrations for the previous 12 months or, if this is unavailable, data relating to the 6 most recent discharge operations. Where analytical data is submitted in support of an application, the date of the sampling and analyses should be confirmed:
Section C8 / Details of discharge facilities (including details of relevant caisson monitoring, control and alarm systems to prevent over-filling; and details of discharge location in relation to sea surface and sea bed), or injection / re-injection facilities (including well information and details of any monitoring undertaken to confirm integrity of disposal facility):

Operators should therefore carefully check the information provided prior to submission of the application, to ensure that the details provided are correct. Operators should also ensure that they have attached or appended any relevant documents referred to in the application.
