Standard Not Met: Standard 1: Candidate Knowledge, Skills and Dispositions (initial teacher preparation level)
Standard 1. Candidate Knowledge, Skills, and Dispositions
(Initial Teacher Preparation) Fewer than 80 percent of teacher candidates pass the state licensure test in their content areas.
The state of Marylanduses the passing of both Praxis I and Praxis II as the state licensure tests in the teacher education content areas. With few exceptions (i.e., Agriculture, Family and Consumer Sciences) both tests are required to be passed in order to count as meeting the state licensure requirements.
When the NCATE Team reviewed UMES’ Professional Education Unit in November 2003, they were presented with program completer data for the 1999-2000, 2000-2001, 2001-2002, and 2002-2003 cohorts of the initial teacher preparation program. For each of the four years the passing rate was below the required 80%. (i.e., 1999-2000 = 59%; 2000-2001 = 45%; 2001-2002 = 31% and 2002-2003 = 45%). These passing rates were reflective of the policy that the Unit had for entrance to Teacher Education and the Internship, based on a recommendation from our State’s Attorney General. However, on August 8, 2003, a new policy was implemented that required all students, regardless of matriculation date into the University, to pass Praxis I for entrance into UMES’ Teacher Education Program,…and to pass Praxis II in order to be admitted into their Internship. These requirements are in addition to others relating to grade point average and course requirements.
This policy has had a major impact on the passing rate for students who are completers in the Teacher Education Program. We are pleased to announce that the passing rate for the 2003-2004 Program Completers is 83.3%.
What follows is a list of UMES’ 2003-2004 Program Completers with their scores and documentation from Educational Testing Service (ETS) that represents their scores. This same list is being submitted to Title II for the 2003-2004 report.

On behalf of the Professional Education Unit at the University of Maryland Eastern Shore, I am submitting documentation that will show that the program completers from the 2003-2004 cohort have met the state passing rate of 80% on the Praxis I and II, the state licensure tests. As you know, in October 2003, the teacher education program was placed on probation by the Maryland State Department of Education and labeled “low performing” due to having three years with a passing rate of less than 80% on the state licensure tests. In addition, for the year 2002-2003 the passing rate was also below 80%. The passing rates as reported to Title II were as follows: 1999-2000 = 59%; 2000-2001 = 45%; 2001-2002 = 31% and 2002-2003 = 45%.
