The National Academy for State Health Policy (NASHP) is seeking an individual to join the Chronic and Vulnerable Populations Policy Team as a Research Analyst. The primary focus of this work will be on state and federal health policy issues including major state healthcare delivery system reforms, state policies related to the integration of physical and behavioral health care systems, and other issues related to state mental health and substance use policy.

NASHP is a non-profit, independent academy of state health policymakers working together to identify emerging issues, develop policy solutions, and achieve excellence in state health and long term services and supports policy. NASHP provides a forum for constructive, nonpartisan work across branches and agencies of state government on critical health issues facing states. NASHP has offices in Washington, DC and Portland, Maine.

General Description:
The Research Analyst is responsible for a wide range of activities in support of specific projects designed to support state officials and program administrators develop and implement effective health policy. This work includes assisting other members of the project team with planning and implementation of both virtual and face-to-face meetings and symposia, providing support at those meetings, assisting in the design and conduct of studies and analyses including literature reviews and syntheses, key informant interviews, case studies and focus groups. The Research Analyst will also participate in the design, drafting and editing of written analyses, briefs, fact sheets, proposals and presentations to be shared with stakeholders, funders and the general public.

Specific Responsibilities Include:

·  Assists in planning and implementing project-specific face-to-face, audio and web-based meetings, symposia and training sessions, including assisting in development of agendas

·  Assists with scheduling, developing agendas, preparing and disseminating materials, taking notes, drafting meeting summaries, developing and updating work plans, and related administrative duties, as required

·  Assists in the design and conduct of studies and analyses including literature reviews and syntheses, summary descriptions of state programs, surveys, key informant interviews, case studies and focus groups.

·  Compiles and presents data and information in formats amenable to analysis and presentation, including tables, graphs, charts and reports

·  Assists in developing and implementing NASHP annual conference sessions; this work may extend to planning workshop content and securing speakers

·  Provides support to NASHP Committees

·  Assists in researching and developing funding proposals and applications

·  Assists in developing and implementing activities designed to assist and support state officials and program administrators such as Medicaid directors and other agency staff, Governors’ advisors, state legislators, public health program directors and other state officials in addressing policy and program challenges

·  Expected to stay abreast of relevant literature, national policy and state activity relevant to project work, taking the initiative to both identify emerging trends in policy and practice among leaders an innovators in state government and health policy

·  Participates in the design, drafting, editing and publication of written materials, including analyses, briefs, fact sheets, reports, proposals, blogs, and other types of information for dissemination

·  Assists colleagues with speech and document preparation by conducting background research, formatting documents and tables, preparing presentations and other related activities, as required

·  Carries out necessary follow-up project activities, including working with NASHP Communications staff to ensure that NASHP website is current

·  Represents NASHP at meetings and conferences

·  Actively participates in efforts to improve individual and team quality of performance; participates in staff/team meetings and training; works with colleagues to coordinate organization-wide communications and problem solving

·  Some travel required

Qualifications:

·  Minimum qualifications include a Bachelor’s degree; familiarity with public policy, public health or a related field – through additional academic qualifications or comparable work experience – is desirable

·  Excellent organizational skills and keen attention to detail

·  Strong analytical skills

·  Excellent writing and communication skills

·  Ability to balance multiple assignments and competing demands to achieve quality results in a timely manner

·  Experience with state government, either through direct work experience or policy/analytic experience closely tied to state programs is highly desirable.

·  Knowledge or and experience in one or more areas of state health policy, including Medicaid and behavioral health systems, is preferred.

·  Ability to create and sustain positive working relationships with staff and diverse constituencies – working independently and collaboratively – is required

·  Computer proficiency including demonstrated ability to conduct effective web-based research, as well as proficiency with Microsoft Office Suite products (Word, Excel, PowerPoint, Access and Outlook)
