The Minutes of the Special Meeting of the Carterton District Council
held in the Auditorium of the Carterton Events Centre, Holloway Street, Carterton
on7 November 2014 at6.00pm

The Pōwhiri
Carterton School Kapahaka filled the auditorium with haka pōwhiri and waiata, as the Booth family, the Carterton community,and councillors and staff were called into the auditorium.
The Chief Executive then opened the formal business part of the meeting by welcoming the Mayorelect and Council and members of the public to the Special Meeting of the Council for the mayoral declaration by Mr Booth.
1.Apologies
Cr Elaine Brazendale apologised for being unable to attend.

2.Mayoral declaration
The Chief Executive invited Mayor-elect John Booth to read and then sign the declaration for the Office of Mayor.
The chain of office was then placed around his neck by the former Mayor Ron Mark.
Mayor Booth assumed the chair, to the resounding echo of a haka performed by the Carterton School Kapahaka.
3.Election of Deputy Mayor
The Chief Executive advised that the Local Government Act 2002 requires a Council to have one of its councillors to be its deputy mayor. The deputy mayor is to perform the responsibilities and duties of the mayor during the temporary absence of the mayor, or while there is a vacancy in the office of the mayor.
Mayor Booth has declined to exercise his option under legislation to appoint the deputy mayor.
The Council has previously resolved for this triennium to use a voting system for deputy mayor that requires the successful candidate to receive more votes than any other candidate.
Mayor Booth nominated Cr Elaine Brazendale as Deputy Mayor, and said he had discussed the nomination with her before the meeting.

That Cr Elaine Brazendale be appointed Deputy Mayor of the Carterton District for the remainder of the current triennium.

4.Changes to Appointments
The previous mayor was the Council’s appointment on several organisations and therefore these appointments needed to be reconsidered.

5.Thank you to previous mayor
Mayor Booth thanked Ron Mark for his service to the Carterton District as the previous Mayor, and wished him well in his new role as Member of Parliament. The Mayor presented Mr Mark with an engraved silver tray to commemorate his time as mayor.
Mr Mark responded, reflecting on his time as mayor, thanking the previous mayoress, the councillors, the Chief Executive, and staff. He acknowledged the new mayor’s lineage of former councillors and mayors, and the appropriateness of Mr Booth as Mayor.
Mayor Booth thanked Mr Mark and presented the previous mayoress, Christine Tracey, with flowers.
Mr Wright presented Mayoress Julie Booth with flowers.
6.He whakamutunga
Carterton School Kapahaka performed a set of waiata, haka, and himene to embellish the occasion, and honour the new and departing mayors.
A karanga in response cried out from the audience.
Mayor Booth thanked his family, the councillors and staff, and the community for attending the function, and again expressed his gratitude to the Kapahaka for enriching the event with their involvement.
The gathering retired to the foyer for a light supper and refreshments.
The meeting concluded at 7.00pm
