THE MINUTES OF ROLLESBY PARISH COUNCIL MEETING HELD AT THE VILLAGE HALL AT 7.00 pm ON MONDAY 18thSEPTEMBER2017

1.APOLOGIES

2. DECLARATION OF INTERST

Cllr Tooke declared an interest in the allotments.

3. MINUTES

The minutes of the meeting held on 17thJuly 2017 were agreed to be correct, and were signed by Cllr Tacon as Chair of the Parish Council.

4. MATTERS ARISING

  • The Clerk wrote to 3 residents requesting that the overgrowing shrubs/trees on the footpath between Main Road and Low Road be trimmed. 2 responses were received saying their gardens did not border the footpath. Clerk to walk the footpath to ascertain which properties might be responsible for the overgrowing plants.
  • The Clerk spoke to Mrs Collins regarding the flower pots and whether the WI wished to continue planting them. A resident has asked to take over one and the Horse and Groom wish to plant up the one opposite them. It was suggested that as they were starting to disintegrate they could be replaced with concrete planters. Cllr Braybrooke to obtain prices. Clerk to check with Highways whether the PC needs permission to change the wooden planter to a concrete one on the corner of Martham Road and Main Road.
  • Cllr Tooke reported that the coffee morning for the Sandra Chapman unit raised £965 on the day and a further £350 from a head shave.
  • Cllr Tooke’s coffee morning in August raised £2,100.

5. PUBLIC PARTICIPATION

PCSO Edwardssent a police update: in the 2 months since the last meeting there were 22 calls for Police assistance, resulting in 1 crime recorded for a theft from person to person. Of note there have been 3 road traffic collisions, one involving a cow and one where a person received potential life changing injuries.

CCllr Thirtle reported that as part of his role as a Governor of the James Paget hospital he has had highlighted the problem of bed blocking. They have received a £2million grant from central Government, shared between the James Paget, the Norfolk and Norwich and King’s Lynn, to help reduce bed blocking. It has been working so far with 60 patients reduced to 42. Norfolk CC are to recruit a additional 50 social workers to help but there have been a limited number of applicants. NCC have decided to help local people qualify and are sponsoring potential social workers through relevant courses.

CCllr Thirtle had been contacted by a resident about the overgrown footpath between Back Lane and Main Road. Clerk to report.

Cllr Braybrooke reported concerns over the quality of work resurfacing the pavements along King George’s Avenue. Cllr Thirtle had already reported it to Highways who conceded it was not up to standard. The work was also finished on a Sunday afternoon with no notification resulting in resident’s cars being trapped in their drives.

A resident attended the meeting to inform the Council of correspondence he had had with Norfolk Constabulary regarding speeding vehicles along Main Road. Speed monitoring had taken place recording a larger than acceptable number of vehicles exceeding the speed limit travelling towards Great Yarmouth. Enforcement of some sort has been recommended. The Parish Council were supportive of this initiative.

6. CORRESPONDENCE

  • The Clerk has received several telephone calls from playground equipment companies. No further information needed.
  • A letter has been received from Norfolk Citizen’s Advice asking for a donation. The Parish Council does not give donations.
  • The Broads Authority Parish Forum is on Wednesday 20th September at the King’s Centre, 63-75 King Street, Norwich at 6pm.
  • Campaign to Protect Rural England are promoting their next meeting on Tuesday 7th November in North Walsham. They also asked for Parish Councils to support their pledge and campaign aimed at ensuring no new sites are allocated for house building in revised local plants to 2036 until all existing allocations in current core strategies have been developed. The Parish Council were in favour of this and the Clerk will sign and return the form.
  • A copy of the Broads Plan 2017 has been received.

7. PLANNING

a)06/17/0453/PAD - Lodge Farm Barns NR29 5HL - conversion of agricultural buildings to 3 dwellings. This was received in August and no extension was available. There were no lodged objections.

b)06/17/0507/CU - Jubilee Farm, Fleggburgh Road NR29 5HH - change of use to mixed use coach operation and agricultural. Concerns were raised regarding the narrowness of Fleggburgh Road in places, with lorries no longer allowed to use it as a route, and the added congestion coaches would bring. It is adjacent to a conservation area. Diversification for farmers is needed. The Clerk to report these concerns but not to lodge an objection.

c)06/17/0521/F - 7 Bittern Road NR29 5DY - single storey rear/side extension to form a garden room. No objections.

The Clerk requested to attend a training course on General Data Protection Regulation with the cost to be split between her 3 councils. This was agreed.

10. NEIGHBOURHOOD PLAN

The Parish Council agreed that the subcommittee could spend the monies received in grant funding. The Clerk and Cllrs Day and Braybrooke will meet to complete the funding application.

11. COMMITTEE REPORTS

a)Playing Fields –the facias on the pavilion have been replaced. Cllr Tooke commented on the small supply of cutlery and crockery.

b)Allotments – There have been no problems reported although one plot has not been maintained very well. The Parish Council will reserve judgement to see if the plot holder renews the tenancy in October.

12. FOOTPATHS AND HIGHWAYS

The pavement from Hall Farm to the garage is in poor condition. Clerk to report.

A street light it out at Becks Garage. Clerk to report.

Highways have removed the Ormesby sign on the Fleggburgh Road/Court Road junction.

A 30mph sign on King George’s Avenue with Main Road has been missing for some months. Clerk to report and request a new one.

13. ANY OTHER BUSINESS

  • Cllr Tooke reported that Badger Builders own the land behind Holly Farm.
  • Cllr Day drew the Clerk’s attention to a grant application course on an email.

18. CLOSE AND NEXT MEETING

The Council agreed to meet again on Monday16th October 2017 at 7.00 pm in the Village Hall. The meeting closed at 8.05 pm.
