The Promotion System will be introduced within the Imperial Armed forces of the Empire to allow all officers and enlisted personnel to be awarded for performing and outstanding duty for the Empire and also to sanction those ones who don’t act upon the Imperial standards.

Procedures

The Promotion System relays on the Imperial Merit and Demerit system currently in place. According to that system, an officer or enlisted men receives merit points for performing his duty in an outstanding way. He also gets demerit points if he neglects to perform his duty properly. According to the merits and demerits he will be promoted or demoted accordingly.

It is important to notice that the list provided here is for minimum merit requirements for promotion. If the CO of the person believes he’s not ready for the promotion, he has the power to hold the promotion even though that person has already reached the number of merits for a promotion. The CO will be the judge if that person is ready or not.

Promotion for Enlisted personnel

In the case of enlisted ranks, the Army/Fleet CO will be the one responsible to give the promotions or demotions according to the table. In case of exceptional duty, the Commanding Officer will be able to promote a person to the next rank without the enlisted man having the required merits for such promotion.

For example, if Crewman Test only have 25 merits but he promotes activity within the Fleet and has a remarkable performance during a Fleet RPG, he wouldn’t get the 10 merits he needs to be promoted to Flight Corporal. However, his Fleet CO is able to skip that procedure and promoted him. Once promoted, the new number of merits will be 35.

The same way if Sergeant Trial only has 15 demerits but he defies and offends his Legion CO in a public forum, then he can be demoted to Corporal without the need for him to score 10 more demerits. Once demoted his new number of merits will be 35 and his demerits will equal to 25.

I’m not including here the promotions granted by the Imperial Academy to the graduates of the Boot Camp since there is some rethinking about the role of the Imperial Academy. Hopefully that should be solved very soon.

Promotion for Officers

The promotion to the officer level (O-1) should be achieved after the Candidate to Officer has been recommended by his CO to the Officer’s College (after having reached the required amount of merits, 160). Once in the Officer’s College, he’ll be trained in the several subjects that will prepare him to be the leader an officer should be and also tactics, Branch traditions and many more subjects alike. According to the results of the final exam, the Candidate to Officer could be promoted to O-1 (90% or better) or O-2 if he has an outstanding performance (98% or better).

In case the Candidate to Officer fails the exam (scores below 90%) he won’t be promoted and he’ll have to wait 2 months before trying to take the exam again.

In order to be recommended to the Officer’s College, the candidate should meet the following requisites:

-  Participation in the unit

-  Good conduct

-  Basics on branch tactics

The Promotion of officers above the rank of O-3 will be proposed by the CO (once the officer has reached the number of merits required for promotion) and reviewed by the Branch HQ that will decide by majority. However, the CO of the branch will be able to veto. The same would apply for demotions.

For promotions to the rank of O-4 (and above), the candidates to promotion should meet the following requisites:

-  Leadership

-  Advanced skills in branch tactics

-  Organization

-  Communication

-  Be able to encourage and motivate his subordinates

-  Be able to promote activity

In case of exceptional duty and work above the call of duty, a CO can request to the Branch HQ about the promotion for a certain officer even if he hadn’t reached the required number of merits. In his request, he has to submit all the relevant information about the candidate and a detailed explanation why is he requesting this advance promotion.

Promotion for Command Officers

The promotion of Officers to Command level should be proposed by the Branch CO to the Imperial High Command once he has reached the required number of merits. The promotion will be approved by the Emperor. The same goes for demotions.

As in the case with officer levels, the same exception applies here.

Note: Every demerit will represent 2 less merits in the personal record.

Interim Procedure

Due to the fact that the Officer’s College is not ready yet, the promotions to Officer level (O-1) will be discussed in the Branch HQ.

Since awards will be given more often now, there shouldn’t be a lot of exceptions to the promotion system.
