JANUARY 22, 2008

The Faribault County Board of Commissioners met pursuant to the recess of January 8, 2008 at the Courthouse in the City of Blue Earth at 9:00 a.m. on January 22, 2008. The following members were present: Butch Erichsrud, Bill Groskreutz, Barb Steier, Tom Loveall, and Tom Warmka, Commissioners. County Auditor John Thompson and County Attorney Brian Roverud were also present.

The meeting was called to order by Chairman Steier.

The pledge of allegiance was recited.

Groskreutz/Warmka motion carried unanimously to approve the synopsis and official proceedings of the January 8, 2008 regular meeting as corrected.

Groskreutz/Warmka motion carried unanimously to approve agenda of January 22, 2008.

The calendar was updated.

No member of the public appeared during public comment.

Public Works Director John McDonald met regarding office business. McDonald informed the board that an agreement would be formulated to spread Faribault County’s share of overlay on roadwork being done by Waseca County. An agreement will be forthcoming in February.

Warmka/Groskreutz motion carried unanimously to approve the following low bids for 2008 box/hoist and snowplow equipment:

Box and hoist sole bid from Crysteel for $26,513.64;

Sander from Crysteel for $2,815.28, other bids received were $3,969.26 from Aspen and $5,457.06 from J-Craft;

Underbody plow from Crysteel for $7,190.39, other bids received were $8,215.40 from J-Craft and $8,408.18 from Ruff-Johnson; and

Plow, hitch, and wing from J-Craft for $15,603.33, one other bid received was $15,839.92 from Crysteel.

Warmka/Loveall motion carried unanimously to advertise for bids on seal coating material on March 13, 2008 at 11:15 a.m.

Legislative initiatives were discussed.

Treasurer Dave Frank met regarding SSTS business.

Warmka/Loveall motion carried unanimously to approve an SSTS loan for Parcel No. 03.007.0501 in Brush Creek Township to Jenni Reading Etal in amount of $9,520.00.

Erichsrud/Groskreutz motion carried unanimously to approve a subordination agreement for SSTS loan recorded as #327780 for Kevin and Marjorie Chaffee.

Probation Officer Joe Fox met regarding Court Services business. Amber Porter was introduced as an intern in the office.

Warmka/Groskreutz motion carried unanimously to approve expenses for Amber Porter during her internship with the Court Services office.

Erichsrud/Loveall motion carried unanimously to approve request from D. Hanson, J. Franzen, M. Durkee, and J. McDonald to attend a one-day bridge safety inspection seminar in Mankato; K. Boettcher and D. Killion to attend a one-day “The Bullet Proof Mind” seminar in Windom; C. Anderson to a four-day West Central & 5th District Jail Admin. Assoc. conference in Morton and a three-day 911 communication conference in Brainerd; J. Christenson to a one-day basic civil process course in Freeborn County.

County Attorney Brian Roverud reviewed an annual report provided by the Drug Court program.

Central Services Director Brenda Ripley met regarding office business.

Groskreutz/Loveall motion carried unanimously to approve a three year contract with ACS for CAMA USA software.

Assistant District Manager Brandee Douglas and Feedlot/Zoning Technician Bruce Blakesley met with the board regarding Soil & Water office business.

An update was given on SSTS compliance issues.

Mike Kearns of CAM Inc. met to discuss issues relating to the plumbing bid awarded to Kaduce Plumbing on the Law Enforcement Center. Kaduce has claimed that the bid he submitted was flawed and he cannot satisfy the bid. Kaduce provided his bid worksheets which seem to confirm the inaccuracy of his original bid. The contractor claimed that it was only found when the letter of intent sent out by CAM Inc. was reviewed. Kaduce was asked several times before that by CAM Inc. if the bid was all inclusive of the materials required. Discussion was held on the possibility of collecting on the contractor’s bid bond.

Warmka/Groskreutz motion carried unanimously to approve the bid received from Javens Mechanical Contracting Co. for the plumbing at the Law Enforcement Center of $1,163,400 due to Kaduce Plumbing withdrawing their bid.

Warmka/Loveall motion carried unanimously to reject the bid received from Kaduce Plumbing for the plumbing at the Law Enforcement Center and to keep their bid check pending review by the County Attorney.

Erichsrud/Groskreutz motion carried unanimously to approve the quote received from Electric Service Co. of Blue Earth for a new boiler in the courthouse in amount of $5,385.00.

Committee reports were presented. Warmka reported on Association of Minnesota Counties and Greater Blue Earth River Basin Assoc.; Erichsrud, Groskreutz, Loveall, and Steier reported on County Library Board meeting; and Warmka and Steier reported on Southeastern Faribault County Law Enforcement.

Groskreutz/Warmka motion carried unanimously to pay bills totaling $706,582.29 as follows:

COUNTY REVENUE FUND $ 352,033.39

PUBLIC WORKS FUND 166,052.35

HUMAN SERVICES FUND 151,058.83

COUNTY LIBRARY FUND 26,979.22

DITCH FUNDS 10,458.50
