Patient Participation Group Meeting

6th June 2016

Welcome and introduction took place - new member Michael Heaps

Fiona reminded the meeting with the ground rules by reading them out - everyone were grateful of this timely reminder however did not want any more rules added

Susan reported on the appointment availability and demand on GPs. A question and answer page will be printed on the back page of the Leys news where it explains about the issues the surgery is experiencing. The Leys news will be delivered to residents of BBL later this week

Update regarding doctor recruitment is:

New doctor starting July working Mon and Fri mornings

Another doctor starting in September working school/term hours each week

Still trying to recruit a minor illness nurse though the recruitment process has started in the quest to find someone

There was a discussion within the meeting about appointments and recruitment

·Michael asked about advertising at present and suggested hospitals within the Oxford area - community part of the GP service/medical support

·Susan stated adverts have been in the British Medical Journal

·Ann asked about what it meant by seeing ‘on the day appointment’. Ian gave an example on how well it worked for him, called in morning, chatted to doctor in afternoon which resulted in an evening appointment

·Peter asked about ambulances with crew to be based at the surgery to assist with medical emergencies, Susan said she would check it out - Michael stated in Glasgow the voluntary Red Cross'sambulance would be available with qualified first aider. This additional resource had been running for 2 years

·Sporting and community events also had this facility

·There is a finite level of volunteers within Oxford and there needs to an initiative for other community groups, local authorities, health professionals and general public to be promoted to encourage buy in

·OXFed (group for all doctor's surgeries within Oxford) is now working effectively together. New leader of the group had come from the National Trust and has excellent experience working with volunteers

·To organise a meeting with OXFed leader to develop local focus so patients can see how OXFed is developing

·Other clinician roles still need to filled

·At present the surgery only has one nurse who assists with diabetic issues which has created a high demand for her service, ensure to make a booking - pre-check can be done by health assistant

·‘On the day appointments’ how patients can help, any ideas

·Appointment cancellations how to manage - regular offenders have beenpatients who are in a vulnerable situation and the surgery needs to support them

·Unable to cancel appointment by using the out of office phone as it directs callers to phone the 111 service

·Can cancel by text

·Michael reported he had got a number of Friends and Family texts to his mobile (Fiona to check why this is happening)

·Could patients ask for a timed ring back from doctor, helpful not to be in waiting for call if arrives later in afternoon

·Issue with 111 service, once connected can state caller is on a list. Peter has suggested redialling and you should find you are higher up the list

·Use internet for repeat prescriptions and appointments

·Doctor's call back will show as either restricted or private number this is for security reasons

·Use the local pharmacist - there is a Minor Ailment Scheme which, once registered, patients can visit the pharmacist for such things a rashes, headaches etc - better use of resources

·Survey for purely about the appointment system will be sent out in June, available online, phone and a few sent out by post

·Log in machine too high for wheelchair users - can it be adjusted or a pointer to be provided

PPG election process

Ian ran through the vacancies:

Chairman

Deputy Chairman

2 secretaries(though more can apply)

2 publicity managers (though more can apply)

Nomination forms are available and basic outline of officer roles available. Ian pointed out this information is only very basic and once in situ the successful officers can enhanced the role to suit their capabilities

Since 2011 there has been a virtual PPG group and there have been 250 members. Emails are sent to them 2 or 3 times a year as it makes the quest for information more representative

·The election process will start in August

·Nomination forms with a short history saying why they would be the best person for this role (showing community experience etc)

·Shape the election by showing the list of candidates in the Leys news, surgery, website, chemist, children centre (Teresa will deliver), church, shops and other venues

·PPG general meeting in September for voting to take place

·Set up an election meeting to develop process and review options, Peter will help with publicity etc

·Could schools holiday have any impact on the recruitment

·After discussion nomination date should be end July

·Michael will assist as well

·Mini meeting/core group to set up the practicalities of the election, get the details set in place

Other

Edward reported how unhappy he was to see The Leys Health Centre bottom of the league in the Oxford Mail. Other members agreed with him. The score was low for the new phone/appointment system though higher for doctors, nurses, reception etc.Waiting time for appointments being an issue

So many changes at the surgery, with doctors retiring, appointment and phone system setup and issues with recruitment were part of the impact for the survey

Article in the Oxford Mail did have a counter response from patients from the surgery stating better than represented. Fiona and Susan both found anomalies in the report

Feedback

Teresa offered good feedback for the Saturday surgery

Patient survey

Survey will be developed with the aid of the PPG members to ensure the view of the service within the surgery is covered (appointments survey already done) Peter and Michael to help produce the survey

Side gate

Gate to avoid walking up and through the Spar car park would be beneficial - Susan state landlord has said boundary cannot have a side gate due to safety issues
