The Illinois Secretary of State Data Systems
The Illinois Secretary of State’s Office maintains several databases related to subjects and vehicles that provide information to justice decision-makers. The Driver Header Database contains the information found on a drivers license. The Drivers History Database contains information on drivers’ revocations, suspensions, cancellations, previously issued instruction permits and licenses, accidents, DUI summary suspensions and police sworn reports, traffic and DUI supervisions and convictions, auto emissions suspensions, and actions against school bus drivers.
In addition, “Master Registration” tables contain comprehensive vehicle information including: license plate and sticker number, type, and status; vehicle registration status; vehicle owner information; automobile make, model, and description; and registration suspensions or revocations. Finally, the “Titles” tables contain information on vehicle identification numbers (VIN), vehicle status (e.g., salvaged), title status, vehicle description, purchase date and price, and owner identification.
How the Illinois Secretary of State Data Systems Work
Drivers license, vehicle registration, and title information is generated by SOS field offices. Law enforcement agencies transmit to SOS: sworn reports, incident reports resulting from traffic and DUI violations, license confiscation reports (suspended/revoked/stolen/fictitious/invalid), DUI Summary Suspension Reports, and requests for re-examination of subject’s driving privileges. Court clerks submit to SOS reports of court supervision and reports of felony conviction involving motor vehicle offenses.
Most clerks’ offices report automated conviction data initially to the Administrative Office of Illinois Courts (AOIC) through the Automated Disposition Reporting (ADR) Program; the data is then forwarded to SOS. Cook County reports directly to SOS, and 27 offices continue to report on paper. Accident data is reported from the Illinois Department of Transportation (IDOT), which is later matched to the disposition data from the courts.
The subject identifiers used for driver information are drivers license number and social security number (not mandatory). Beginning in 1998, SOS began to capture digital photographs of all licensees, and now have 85% of all drivers’ photos on file. They estimate that they will have 100% by December 2006. The digital photos are not presently linked to the driver license data, however, and are only available to SOS employees, law enforcement officials, and the subject.
SOS also receives “failed inspection” data from EPA, truck emissions data from IDOT, and data on tollway violations from the Illinois Tollway Authority.
Participants
SOS sends data pertaining to subject driving status to the Illinois State Police (ISP), which is then made available to criminal justice agencies via the LEADS network. Status information is provided on overall driving privileges, commercial drivers’ license privileges, temporary license status, and school bus drivers’ status. Vehicle registration and title information is available through LEADS, and can also be obtained by justice agencies via SOS terminals. Not all information contained in the database is available, however, in those searches. Law enforcement agencies can obtain digital photos from the Secretary of State’s Department of Police. By calling in, they can obtain a photo via fax. ISP, however, has five SOS terminals they can use to get photos directly. Future plans call for greater access to digital photos via LEADS, but in order to be able to respond to a large volume of requests, the SOS will require an increased storage capacity.
