FOSTER CARE SEARCH SYSTEM (FCSS) - DCFS 280 AUTOMATION
RELEASE 3.3 IMPLEMENTATION
Release 3.3 of the FCSS - DCFS 280 Automationwill be implemented on December 17, 2017.
As a result of the Continuum of Care Reform (CCR) and Resource Family Approval (RFA)process implemented in LA County on January 1, 2017, the State has mandated that all 58 Counties in California start approving Relative/NREFM, Licensed Foster Family Homes (FFH) as Resource Family Homes (RFH) in CWS/CMS. Therefore, DCFS-FCSS 280 Automated System has implemented the following changes to accommodate the mandates.
In the Placement Packet Request, the following enhancements have been made:
  1. The home type of “Resource Family Home” was renamed as: “Resource Family Home (includes Relative and NREFM).”
  1. The home types listed below have been removed from the drop-down menu:
  • Relative Placement
  • Non-Relative Extended Family Member (NREFM) (Check KATS for completed SOC 815)
  1. When selecting the home type of Resource Family Home (includes Relative and NREFM), FFACH, or FFARFH, a mandatory drop-down menu labeled “Relationship” will now appear above the “Phone” field. The “Relationship” menu will offer these options:
  • Nonrelative Guardian
  • Nonrelative Nonguardian
  • NREFM Guardian
  • NREFM Nonguardian
  • Relative Guardian
  • Relative Nonguardian
  1. A placement rate of “AE” has been added to the Placement Rate drop-down menu for Resource Family Home (includes Relative and NREFM), FFACH, and FFARFH.
  1. A placement rate of “ISFA – ISFC – FFA” has been added to the Placement Rate drop-down menu for Foster Fam Agency Cert Resource Fam Home and FFA/Certified Home (Non-Contracted FFA requires DCFS-4213).
  1. The home type of “Short Term Residential Therapeutic Prgm” has beenrenamed as “Emergency Short Term Residential Therapeutic Prgm.”
  1. The Placement Rate drop-down menu has been modified to include the following placement rate for home type “Emergency Short Term Residential Therapeutic Prgm”:
  • STRTP
  1. A new, optional field entitled: “Substitute Care Provider DOB” has been added next to the “Vendor ID” field.
In the Caregiver Home Profile, the following enhancements have been added:
  1. Vendors are allowed to log onto the system using a Vendor ID. They will no longer be able to log in with a license number.
  1. Large vendor organizations are provided with a drop-down menu that lists their home types.
  1. Each home type is provided with a drop-down menu that lists the facilities.
  1. Each facility reflects the corresponding license.
A new module called Caregiver Voucherhas been added to FCSS to replace the manual voucher. The new module allows FFA homes, Group Homes/STRTP, and Transitional homes to do the following:
  1. Enter placement end dates
  1. Enter notes in a comment field

  1. Provides a comment field for vendors.
