HAZARDOUS MATERIALS TECHNICIAN

The Hazardous Materials Technician is responsible for performing the various hazardous materials functions for the team during incident operations. The Haz-Mat Technician reports to the Senior Medical Manager or the Incident Command Team.

Description of Duties

The Hazardous Materials Technician is responsible for:

1. Providing an initial and ongoing survey (detection, monitoring and sampling) for and identification of the presence of hazardous materials at search and rescue sites.

2. Provides emergency care and patient stabilization to contaminated victims. Conducts triage of exposed victims based on degree of exposure, degree of injury, and need for critical interventions. Assists the in health surveillance of exposed persons.

3. Assists in the decontamination of any team member, K-9 or victim. Monitors

the containment of the agent and product runoff.

3. Performing basic mitigation operations when indicated.

4. Providing assistance and information to medical personnel regarding WMD exposure and injuries.

5. Documenting all related information.

6. Adhering to all safety procedures.

7. Performing additional tasks or duties as assigned during a mission.

8. Form conclusions based on Haz-Mat assessment and make recommendations for dealing with Haz-Mat in assigned rescue area.

Position Requirements and Criteria

Individuals who meet the following requirements and criteria will be eligible to become Hazardous Materials Technician on WDMRT. The intent of these requirements is to select personnel fully capable of providing medical care required by the team in austere/disaster environment. General Requirements and Criteria

1. Must be at least 21 years of age.

2. Must be physically fit according to the standards of the organization. However, there cannot be any Physical or mental handicaps, limitations or conditions which would preclude the ability of an individual to safely perform any required tasks. Agree to a team physical, given by your provider.

3. Must have successfully completed the certified Hazardous Materials Technician as per OSHA Standard 29 CFR 1910.120 Hazardous Waste Operations and Emergency Response.

4. Must complete K-9 Decon Training.

5. Must be aware of the signs, symptoms and corrective measures of critical incident stress syndrome.

6. Must be available on short notice to mobilize and be selfsufficient for at least 72 hours for a response assignment of up to 3- 10 days.

7. Must be capable of improvising and functioning for long hours under adverse conditions.

8. Must hold current EMT- Basic license.

9. Must be currently certified First Aid and in America Heart Association (or equivalent) Cardiopulmonary Resuscitation - Basic Life Support.

10. Must have a working knowledge of KERT/WDMRT, organizational structure, operating procedures, safety practices, terminology and communications protocols.

11. Must be certified working in the Incident Command System including successful completion of the IS-100, IS-200, IS-700 and IS-800 on-line courses

12. Successful completion of the DOJ Emergency Response to Terrorism, Basic Concepts or equivalent online course.

13. Must understand the needs of and provide support to their counterparts within the team for specific operations, techniques and application of tools and equipment.

14. Must understand and adhere to safe working practices and procedures as required in a disaster environment.

15. Must maintain current inoculations for Diphtheria/Tetanus (or Tetanus only if there is a contraindication to Diphtheria), Hepatitis B, Measles/Mumps/Rubella (if born after 1957). and Polio.

16. Successful completion of Respiratory Protection training and quantitative fit test per 29 CFR 1910.134.

17. Must complete Tier II training requirements.

HAZARDOUS MATERIALS TECHNICIAN

Specific, Requirements and Criteria

The Hazardous Materials Technician:

1. Must properly utilize the detection monitors and devices in the US&R cache

2. Must properly doff and don all personnel protective equipment in the US&R cache

3. Must be proficient with the set up and use of the decontamination system in the US&R cache

4. Must be proficient in building triage and US&R marking systems

The Hazardous Materials Technician shall be capable of:

1. Working well with technical experts, local officials, and other organizations.

2. Working together as a team to accomplish the tasks assigned.

3. Working extended durations in CPC during disaster operations.

4. Analyze pertinent information relative to the presence of hazardous materials and make recommendations regarding mitigation techniques and personal protective equipment.

5. Able to function safely at heights and on or around rubble. Have experience and training in personal safety in confined spaces, and in belowgrade, compromised conditions.
