The governing body met in regular session at 7:30 p.m., March 7, 2018 in the council room. Mayor Joe Mitchell and council members Alice Lackey, Ray Shinn, Mike Stallbaumer, Jim Mitchell, Steve Bennett and Kylee Luckeroth were present. Also present were City Administrator Matt Rehder, City Attorney Martin Mishler, Brian Rusche, Jordan Weaver, JagoLivengood, David Hutfles, Ed Meade, Kathy Ganstrom, Diane Yunghans, Dennis Henry, Bob Hamilton and Alane Bloom and reporters Matt Diehl and Heidi Wolfgang.

Jim Mitchell made a motion and Alice Lackey seconded the motion to approve the minutes of the February 7, 2018 council meeting. All six voted aye.

Ed Meade was present for public comment regarding the underground fence ordinance for residential areas.

Police Chief Jordan Weaver on behalf of the Seneca Police Department received the Community Traffic Safety Platinum Award from AAA Kansas.

Ray Shinn made a motion and Steve Bennett seconded the motion to approve Appropriation Ordinance No. 1362 paying all bills. Alice Lackey, Kylee Luckeroth, Steve Bennett, Ray Shinn and Jim Mitchell voted aye, while Mike Stallbaumer abstained as he received a payment this month.

Jim Mitchell made the motion and Mike Stallbaumer seconded the motion to approve Ordinance No. 1385, rezoning Lots 5 – 6, Block 2, Seneca Original Plat, from I-1 Light Industrial to R-1 Low Density Residential. All six voted aye.

Recommendations from David Hutfles, Seneca Aquatic Center Manager for the 2017 staff is as follows: Assistant Managers – Theresa Koch, Katie Wassenberg and Bryant Stallbaumer; Lifeguards – Claire Deters, Matthew Feldkamp, Justin Ferron, Katie Kuhlman, Allison Koch, Leah Shinn, Donavan Blagg, Sydney Schmelzle, Mahalie Allen, Paige Menninga, Lindsay Heideman, Riley Rottinghaus and Madison Lueger; and Concessions/Admissions – Abigail Buessing, Aydan Bass, Miles Stueve, Casey Huber, Landen Baker, and Joshua Kuhlman. Jim Mitchell made the motion and Alice Lackey seconded the motion to approve the recommendations from David Hutfles as presented. All six voted aye.

There were two bids received for the Seneca Aquatic Center pool painting: J. F. McGivern, Inc., in the amount of $51,325.00 and Fort Scott Coatings LLC – Pool Option 1 - $93,971.00; Pool Option 2 - $51,560.00 and Pool Option 3 - $18,794.00 per year for five years. Jim Mitchell made the motion and Steve Bennett seconded the motion to approve the bid from J. F. McGivern, Inc. after checking warranty and references. All six voted aye.

Diane Yunghans of the Nemaha County Senior Services was present to discuss the proposed Seneca Senior Center.

At 8:10 p.m., Jim Mitchell made the motion and Ray Shinn seconded the motion to go into executive session for a personnel matter with Mayor, Council, Matt Rehder, Jordan Weaver and Martin Mishler for twenty minutes until 8:30 p.m. All six voted aye.

After executive session Kylee Luckeroth made the motion and Alice Lackey seconded a motion to approve the hiring of Lane Beck to fill the Police Officer position vacated by Warren Dupont’s retirement. Lane Beck will begin employment as of April 23, 2018. All six voted aye.

At 8:30 p.m. Alice Lackey made the motion and Jim Mitchell seconded the motion to adjourn the meeting. All six voted aye.
