MINUTES OF A MEETING OF THE SAARF TAMS COUNCIL HELD ON THURSDAY 26 JULY 2012 AT 14:30 AT THE SAARF OFFICES, 54 QUEENS ROAD, BRYANSTON

2.  APPROVAL OF THE MINUTES OF THE MEETING OF 28 JUNE 2012:

The minutes of the 28 June 2012 meeting were approved by the Council and signed by the chair.

3.  FINALISING OF THE AGENDA

4.  WEIGHTING LSM 1 – 4 AND REST SEPARATELY

Data from tests 1 and 2 has been presented to the TAMS Council previously and data from the third test was shown to the Council on 26 July 2012. This third test ungrouped all interlaced RIMS both on a household and individual level. As previously discussed LSM 1-4 will be grouped due to the sample size on the panel.

The test data shows that the range between the minimum and maximum weights has been reduced by ungrouping all the interlaced RIMS. There is also more stability within the main targets of LSM, age and language.

Further runs will be produced and sent to the Council for scrutiny. SAARF will confer with Janet Proudfoot as there was nobody from etv present at the Council meeting. If Janet is also happy then the new RIM structure could be released on Monday 6 August 2012. SAARF will prepare a communication notifying the industry of the change.

5.  TAMS INCOME LEVELS AND AGES 50+

At the TAMS Council meeting of 28 May 2012, the Council requested that the income levels above the R16000 threshold be extended, preferably to be more in line with AMPS income intervals. It is estimated that there should be sufficient sample in the upper ranges after the DStv booster sample is installed.

Once the income details have been collected from the panel, and the sample is big enough, testing will begin.

In theory it will also be possible to split the 50+ age group into 50-64 and 65+. We just need to look at some logistical details and hope to implement this early in 2013.

6.  PANEL STATUS AND VIEWING TRENDS

Time shifted viewing showed a peak in June, probably as a result of school holidays. In July, the difference between live and consolidated viewing for the DStv market has settled slightly higher than May 2012 levels, but slightly lower than June 2012.

There are currently 1813 households installed, including 744 DStv households, of which 103 are SAARF PVR panel homes. There are 29 Top TV households installed. The DStv HD PVR booster panel comprises 111 homes.

Polling is up following a dip due to cold weather.

7.  AOB

The following item was added to the agenda:

-  Update on DTT progress

ICASA has sent out regulatory guidelines for the transition to DTT. Some broadcasters noted they will be objecting to some of the clauses.

Sentech has been setting up the network and has progressed quite far. However no costs have been agreed with the broadcasters as yet.

The specifications for the boxes had been agreed until the Minister required that return path capability be included. Currently the specifications are not finalised. Once the specifications have been finalized the boxes will have to be produced in bulk.

It has also been decided to distribute the set top boxes through the South African Post Office.

The Council estimates that DTT will be launched mid- 2013.
