Part I

Mission Statement –

We shall operate a safe, high-quality, attractive airport with the leadership, operating skills and financial strength for successfully balancing aviation user needs and the community’s expectations.

To operate, maintain and preserve an airport facility that:

  • Delivers high-quality aviation services by providing customer – focused and efficient operations, facilities, staff, finance and administration.
  • Safe, secure, and compliant
  • Responds to community preferences for aviation related services

Indy Jet Holding’s, LLC was founded in 2008 with a mission to support and grow the aviation business sector in central Indiana. With the mindset and understanding that businesses are not built by brick-and-mortar, a model was created with a keen emphasis on the customer experience. Coupled with a strict dedication to safety/security and strong local, state, and national partnerships Indy Jet has quickly become one of the larger FBO and aviation asset management groups in Indiana.

Bob Palmer (Managing Partner) - Bob recently retired as the Vice President and General Manager of FedEx after a 35 year career. Bob is an alumnus of the University of Kentucky; he started as a maintenance mechanic with FedEx in the Memphis Hub and has held numerous management positions in Ground Operations, Properties, Hub Operations and Air, Ground and Freight Services.

Bob is actively involved with many community organizations. He is the past Board Chair of Junior Achievement of Central Indiana, Greater Indianapolis Chamber of Commerce, and the Indianapolis Workforce Investment Board. He is currently the Board Chair of IU Health West and President of the Crossroads of America Boy Scout Council. He also serves as a Board Member of United Way of Central Indiana, University of Indianapolis Board of Trustees, Conexus Indiana Partnership and Central Indiana Corp. Bob is a pilot and aircraft owner that has logged over a 1,000 flight hours.

Ryan Maxfield (General Manager) -Ryan earned a Bachelor’s Degree in Professional Flight Technology and Aviation Administration from Indiana State University in 2005. While at ISU he competed, then later coached the ISU flight team for the National Intercollegiate Flying Association competition. He was also a supervisor of flight for the school where he additionally instructed students in instrument flight, tail wheel, commercial flight, multi – engine, and, aerobatics.

Ryan went on to work for the Indiana Department of Transportation as Indiana’s Chief Airport Inspector and later as the Operations Managers of the Indianapolis International Airport. Ryan also holds a Master’s Degree in Business Administration from the University of Indianapolis with concentrations in marketing and finance. Today Ryan is a corporate pilot and General Manger for Indy Jet Holding’s; based out of the Indianapolis Regional Airport (MQJ).

Whether learning a new aspect of the business aviation or helping an aspiring pilot earn his wings, Ryan is fully immersed in aviation.

  • He currently holds ratings in the C-525, C-550B, and C-560XL.

Indy Jet Located is located at the Indianapolis Regional Airport KMQJ (formerly Mount Comfort Airport) just east of Indianapolis, 1.5 miles north of I-70 at exit number 96, and just minutes from downtown Indianapolis. The services we provide are fixed base operations, fuel sales, aviation asset management, development and leasing of airport properties, and aircraft maintenance. Along with these services we strive to meet the needs of all of our customers, no matter how unique they may be.

Part II

Indy Jet, d/b/a Indy Flight Training, also provides a wide selection of flight training programs that suite the needs recreational and professionally oriented pilots alike. With eight flight training aircraft IFT can accommodate private pilot, instrument, commercial pilot, airline transport pilot, and CFI(I) ratings. Indy Flight Training has also created a Jet Flow Through Program with our sister company Indy Jet Management which currently manages and provide pilot services for seven (7) Cessna Citation jet aircraft and several piston airplanes. This program provides a key marketing advantage and point of differentiation for the flight school by creating a career path from CFI to Jet First Officer.

Line Service and Operations continued:

  • We strive to maintain a high level of safety by having an intimate understanding of the myriad of regulations and requirements from INDOT’s Aviation Division and the FAA’s Airport Districts Office. We understand the importance of:
  • Indiana Administrative Code 105-3-3-11
  • Updating of the Airport CIP
  • Pavement condition inspection reports
  • Indiana State Aviation System Plan (ISASP)
  • Fuel Quality Control standards are in place to ensure compliance with current industry standards and best practices for aviation fuel handling and storage for aviation fuel handling and storage.
  • We follow the strict ATA 103 standards
  • Spill prevention control Countermeasures (SPCC)
  • Our staff attends yearly QC seminars presented by Shell Aviation
  • “upstream/downstream” simultaneous Millipore testing is completed to ensure both ATA 103 and DOD refueling standards.
  • Daily, monthly, quarterly and yearly inspection are completed and logged for all fuel trucks.

  • Shell Aviation Aero Class Program: This rewards program provides a unique opportunity for airport and FBO promotion. We have the ability to offer fixed and transient operators bonus points for signing up at your location during introductory period or for minimum uplift.

  • Fuel and Services advertising: In today’s highly competitive marketing, an airport/FBO’s fuel price and promotion strategy must be continually evaluated. To ensure the various private, charter, and fractional operators and their respective despatchers are suing the correct information we will promote Putnam County Regional to the following:

Hosted 30th Anniversary for HEDC (Hancock County Economic Development Council)

  • 125 total attendees
  • Greater than a dozen local business leaders and Greenfield Mayor in attendance
  • Provided platform to educate business leaders on the benefit the airport has to the community and how to leverage the asset to grow their businesses

Host Flight 1

  • Provides aircraft for this Indianapolis based charitable organization that provides a confidence-building experience for children whose families struggle with the loss of confidence and emotional toll of facing a serious health challenge or losing an immediate family member to illness.
  • Program cost is free for the children and their family.
  • Provides confidence for children through the joy of flight thorough the programs Courageous Flyer Journey.

Civil Air Patrol

  • Indy Jet supports and offers space to the Indiana wing of the CAP by providing their conference room for cadet training programs, as well as hosting the CAP “Camp-In” located at Indianapolis Regional Airport.

EAA chapter

  • Hosts EAA Chapter 1121 out of MQJ, which embodies the spirit of local aviation enthusiasts to the community and the world.

Part IV

For services offered we propose the following:

 Term will be for three (3) years with two (2) one (1) year options.

 Turnkey airport and FBO management will be provided at the yearly rate of: $225,000

This “management fee” was created by way of the following operational budget.

  • Labor - $180,000 which includes:
  • One (1) full time Airport Operations Director
  • One (1) full time Line Technician Supervisor
  • Two (2) full time Line Service Technicians
  • Payroll processing, Workmen Compensation, and benefits paid by Indy Jet Holdings, LLC
  • Normal hours of operation will be expanded to 0700 to 2000 local
  • Supplies, Repair, and Maintenance (FBO Building) - $30,000 which includes:
  • Office supplies
  • Gas for equipment and vehicles
  • Janitorial and cleaning supplies
  • Repair and maintenance supplies
  • Accounting services and software
  • Communication and Information Technology - $11,000 which includes:
  • Telephone system (landline and mobile)
  • Internet access
  • Computer support/software
  • Color digital multi-function imaging system
  • Print and Advertisement - $5,000 which includes:
  • Direct and targeted marketing campaigns with emphasis on trackable, measurable responses
  • Display ads, database marketing, fliers, and promotional letters

The following will be provided at the sole expense of Indy Jet Holdings, LLC:

  • A 2,200 gallon jet fuel truck ($50,000 valuation) –
  • This refurbished unit will be branded through Shell Aviation
  • Single point and over wing fueling capabilities
  • Non-prist (fuel will be premixed allowing for lower cost of ordering and maintaining prist injector on truck)
  • $.02 per gallon flowage fee for use of fuel farm system
  • $.08 per gallon flowage fee for use rights for into-plane fueling
  • 2% payment for all gross receipts outside of fuel sales
  • Nextiva voice-over-IP phone system with associated hardware ($4,600 valuation)
  • Greater mobility and flexibility with cloud-based business VoIP services
  • Unified communications platform allows for calls to be received 24 hours, 7 days a week.
  • Call forwarding and voicemail@nextiva provide dependability and ensures all customers calls are answered
  • Lectro aircraft tug ($30,000 valuation)
  • Towbarless aircraft tow tractor capable of towing up 50,000 lbs
  • Ideal for single engine aircraft as well as most large-cabin corporate jets and turboprops
  • Argus/Traq Pak ($9,000 per year subscription)
  • Software tool used to accomplish aircraft activity analysis and market intelligence reporting
  • Provides the ability to assess & analyze current & historical flight activity trends
  • Updated website with better customer interface and usability ($3,500 valuation).
  • Indy Jet will create a monthly/quarterly newsletter to better engage existing, potential clients as well as the community.
  • Indy Jet will provide flight training and aircraft rental services within the first 12 months.

Eastern Aviation Fuels was founded by Robert L. “Buddy” Stallings, III in 1975 in New Bern, North Carolina. For nearly 40 years, Eastern Aviation Fuels has exclusively served the aviation industry. Serving aviation is our only business.

Eastern Aviation Fuels is strategically aligned with major oil companies to bring its Fixed Base Operator (FBO) customers a secure supply, a professional image, and clean, high-quality fuel.

Eastern Aviation Fuels is one of the largest distributors of aviation fuel products in the United States. Our Shell Aviation network is nearly 500 FBOs strong. In addition, we serve airlines, corporate flight departments, and aerial applicators.

A professional “flying” aviation sales staff assures top-notch, highly personalized customer service and a greater understanding of your FBO business. We provide a high level of quality service and consider our customers to be our partners. You will not find this level of service anywhere else in the aviation industry.

For consideration of a Shell branded location Eastern Aviation will provide:

  • Branded and lighted signage for both the FBO and Airport to include a lighted Shell “Pectin”
  • Contract fuel and AeroClass participation
  • Marketing Co-Op dollars used for cobranded marketing campaigns based on gallons sold
  • Install Avgas Tank modification to convert to self-service fueling using credit card terminal (approx. $60,000 valuation)
  • To be installed at Eastern Aviation’s Cost and paid by Putnam County Airport.

FBO growth:

  • Fuel sales are up 34% year-over-year
  • *Transient fuel uplift is up nearly 80% and now accounts for 65% of total volume
  • Marketing through the use of Passur/TraqPak have enabled us to attract greater than 22 aviation businesses that have not used our facility before this year
  • Net Jets and other fractional jet traffic have grown 45%
  • Five new companies have relocated their aircraft operations to our facility in the last 12 months.
  • Brokering of charter flights has grown revenue and provided a value-added service at MQJ
  • We have experienced growth and increased margins of contract fuel sales by adjusting into-plane rates and volume discount structure
  • Local and national market benchmarking revealed lower than average facilities fees which have been adjusted leading to higher revenue.
  • Creation of an incentive plan to move customers from using credit cards to Shell purchase cards lowering retail cost to customers and reducing our processing fees thus allowing us to be more competitive
  • Greater leverage and use of programs such as “Shell AeroClass” to incentivize crew members to purchase more fuel
  • Awarded INDOT Office of Aviation contract to provide aircraft rental for the period of two years

Cost Cutting

  • Installation of reclamation tanks recently installed offer a $9,000 savings yearly by recycling sumped fuel
  • Removal unnecessary/costly contracts saving thousands:
  • Lowered cable/phone/internet provider fees by eliminating redundant phone line and moving to voice-over-ip
  • Lowered insurance cost for flight training aircraft
  • Reduced 2015 insurance policy cost by 20% by sending bid to market

Safety

  • We have hosted FAA sponsored FAAST Team safety seminars to help promote GA safety
  • NATA safety first certification for all line staff
  • Quality Control and Aviation Competency Education – General Aviation (ACE-GA)
  • Updated airfield gate access and security camera system
  • Installed 3” AvGas and 4” Jet Fuel off load couplings to protect against possible fuel mixing
  • Review and implementation of “standards of service” and “standard operating procedures.”
  • Passed Eastern Aviation Fuel Safety/Quality audit with zero faults
  • IAA Fire Safety and Fuel Truck Inspection with zero faults
  • Passed INDOT Office of Aviation inspection with zero discrepancies

T- Hangar Tenants:

  • Creation of “30 for 15” service goals for t-hangar tenants. If we don’t arrive within 30 minutes of fuel request each customer receives a 15 cent per gallon discount.
  • Submitted online customer service surveys to all customers with fuel saving incentives.
  • Shell purchase card incentive program to lower customer’s fuel purchase price while reducing our processing fees while allowing us to offer competitive fuel prices.

  • Accomplished 500’ runway and parallel taxiway extension
  • Relocated localizer antennas in coordination with runway extension
