SECTION A THE CONSTITUTION

1. Title

(1.1) The club shall be known as ‘Hull Victoria Titans Youth Rugby League’

(1.2) The club’s official colours will be ‘Maroon & White

2. Aims and Objectives

(2.1) The aims and objectives of the club will be;

(2.2) To provide a safe and enjoyable environment for our members.

(2.3) To be responsible for the organisation and day to day running of the club.

(2.4) To be responsible for the health and safety of our members and to provide adequate facilities and equipment to ensure this.

3. Constitution

(3.1) The club will be run by a Committee.

(3.2) The Committee will meet to discuss relevant issues on a monthly basis or in some circumstances when the occasion demands.

(3.3) Issues which the Committee decide are major to the clubs future may be voted on by the Full Members of the club.

4. Membership

(4.1) The members of the Committee voted in at the AGM will be known as ‘Club Committee’. These members will be entitled to attend all Committee meetings.

(4.2) Players registered with the club, along with coaching and matchday staff will be known as ‘Full Members’. These members will be entitled to vote on major club issues and also entitled to have their views discussed at Committee meetings through Team Managers

(4.3) Full Members will be expected to not participate in any competitive fixture for any other clubs other than Hull Victoria.

(4.4) All members will be bound by the rules and constitution of the club and will be expected to follow and enforce them at all times.

(4.5) No member will be allowed to officially withdraw from the club without first fulfilling any financial obligation to the club. After this members will be free to withdraw without discrimination and with the full support from the club.

(4.6) At any time, the Committee may decide to select ‘Life Members’ to award people for their services to the club. These members will have the full rights of a Committee Member without having to secure their place by annual vote at the AGM.

(4.7) No member of the club shall at any time receive payment for their services.

5. Management & Committee

(5.1) The Head Coach will be fully in control of on the field affairs along with any other staff e.g. Assistant Coaches as support.

(5.2) The Coaching staff will receive the full backing of the Committee.

(5.3) The Committee will preside over the general running of off field matters. The Committee will be structured as follows. Chairperson, Secretary, Treasurer, Team Managers and Committee Members.

(5.4) Each Committee member and all Coaching staff will have to attend the annual AGM to secure their position for the season.

6. Meetings

(6.1) The club AGM will be held before the commencing of pre season training each year. Each member will have ample opportunity to put forward issues to be voted on at the meeting.

(6.2) The election of the Club Committee will take place at the AGM.

(6.3) Any amendments to League or Club rules or constitution will be communicated at the AGM

(6.4) There will be an opportunity to conduct ‘any other business’ at the AGM.

(6.5) The monthly Committee meeting will be held monthly and arranged to

the satisfaction of all members.

(6.6) In the event of an Extraordinary General Meeting having to be arranged, Committee will be notified appropriately.

7. Subscriptions

(7.1) The weekly subscription fee will be £2 per week paid to the Team

Manager.

(7.2) Subs will be paid by Summer League players (U8’s – U12a’s) from mid-

January until the end of the season in September.

(7.3) Subs will be paid by Winter League players (U12’s and above), all year round excluding a ‘payment break which will take place from mid-

December to mid-January.

(7.4) For their subscriptions, each member will also be covered by public liability insurance through B.A.R.L.A which covers players and spectators at all games.

(7.5) Club accounts shall be available to at any time with appropriate notice to

the Treasurer.

(7.6) If at any time extra monies should become available, it will be decided by

the Club Committee where to spend these funds.

8. Sponsorship

(8.1) It will be essentially up to the Committee to secure sponsorship and funds for the club

(8.2) All members will be expected to ‘Fully Support’ any fundraising activities organised by the Committee. Failure to do so may result in members being asked to make a donation to the club.

(8.3) ANY donation large or small received by the club will be treat and recognised with equal gratitude by everyone at the club.

SECTION B THE RULES

1. Regional and National Cup Competitions

(1.1) The Committee of the club may decide to enter the club into Regional or National tournaments depending on the current standards of the club. All players will be fully notified of these intentions and will be allowed a right to vote on these matters.

(1.2) The financial situation of the club may require Players or Supporters to make a small donation towards travel costs. This will hopefully be covered by sponsorship.

2. Representative Rugby

(2.1) Any player achieving Representative Honours whilst at the club will have the full backing of ALL members to raise any funds they may need during their representative matches for travel or equipment.

3. Transfers

(3.1) Any player who believes that they would be happier playing for another club will be free to transfer at any time with the full support of the club and without discrimination.

(3.2) A transfer will only be contested if the player leaves the club without fulfilling any financial obligations.

4. Equal Opportunities and Fair Play

(4.1) The club will adopt a ‘zero tolerance’ stance against ANY type of discrimination.

(4.2) The club will adopt the equal opportunities policy of our league and governing bodies and therefore are bound to the following statement;

(4.3) BARLA and The Hull & District Rugby League are committed to eradicating all forms of racial discrimination and racism, a commitment that will enhance equality of opportunity in all aspects of the game. Racist language or behaviour has no part to play within the game and as a result will not be tolerated. Anyone that engages in racist behaviour will be dealt with promptly through the relevant procedures. We must all be responsible for tackling racism and ensure that Rugby League is a game that can be enjoyed by everyone.

(4.4) The club will be responsible for making sure that it can be enjoyed by ANYONE without question.

(4.5) Anyone found guilty of Racial Abuse or any kind of discrimination, will be immediately suspended by the club.

5. Drugs

(5.1) The use of either banned substances for the purpose of enhancing performance or the use of illegal substances for recreational use are both illegal. The club therefore not condone either of these practices.

(5.2) Any player caught in breech of rule 5.1 will be suspended by the club.

6. Discipline

(6.1) The club expects all players to represent the club fittingly both on and off the field. Failure to do so will result in disciplinary action by the club.

(6.2) All personal and club fines will be paid by the club.

(6.3) All players will be adequately represented by the club at disciplinary meeting and appeals with full co-operation.

7. Training

(7.1) Training will be scheduled by the Head Coach and any changes will be

communicated in good advance to parents

8. Supporters and Families

(8.1) The club will ALWAYS strive to encourage families and friends to attend all club events including training, matches and fundraisers.

(8.2) The club will do it’s up most to provide facility for those with special needs to enjoy the clubs hospitality equally.

(8.3) In return the club requires its guests to promote the same rules as its members and conduct themselves within the constitution of the club.

9. Child Protection – in accordance to the BARLA policy

(9.1) The Club, including all it’s members, will adopt the ‘Rugby

League Child Protection Policy’ and Implementation procedures as follows:

(9.2) Any act, statement, conduct or other matter which harms a child or children, or poses or may pose a risk of harm to a child or children, shall constitute behaviour which is improper and brings the game into disrepute.

(9.3) In these Regulations the expression “Offence” shall mean any one or more of the offences contained in Schedule 1 to the Children and Young Persons Act1933 and any other criminal offence which reasonably causes the Association to believe that the person accused of the offence poses or may pose a risk of harm to a child or children.

(9.4) Upon receipt by the Association of:

(9.4.1) Notification that an individual has been charged with an offence; or

(9.4.2) Notification that an individual is the subject of an investigation by the

Police, Social Services or any other authority relating to an Offence; or

(9.4.3) Any other information which causes The Association reasonably to

believe that a person poses or may pose a risk of harm to a child or

children then The Association shall have the power to order that the

individual be suspended from all or any specific Rugby League activity

for such period and on such terms and conditions as it thinks fit.

(9.5) In reaching its determination as to whether an order under regulation 4

should be made, the Association shall give consideration, inter aila, to

the following factors:

(9.5.1) Whether a child is or children are or may be at risk of harm;

(9.5.2) Whether the matters are of a serious nature;

(9.5.3) Whether an order is necessary or desirable to allow the conduct of

any investigation by the Association or any other authority or body to

proceed unimpeded.

(9.6) The period of an order referred to in 4 above, the Association shall bring and conclude any proceedings under the Rules of the Association against the

person relating to the matters as soon as reasonably practicable.

(9.7) Where an order is imposed on an individual under Regulation 4 above, the Association shall bring and conclude any proceedings under the Rules of the Association against the person relating to the matters as soon as reasonably practicable.

(9.8) Where a person convicted, or is made the subject of a caution in respect of an Offence, that shall constitute a breach of the Rules or the Association and the Association shall have the power to order the suspension of the person from all or any specific Rugby League activity for such a period (including indefinitely) and on such terms and conditions as it thinks fit.

(9.9) For the purpose of these Regulations, the Association shall act through the Rugby League Child Protection Disciplinary Panels.

(9.10) Notification in writing or an order referred to above shall be given to the person concerned and/or any club with which he/she is associated as soon as reasonably practicable.
