“Interactive Technologies” PLC (short name - ITV)

Priorities, Capacity, and Advantages for CIP ICT-PSP Call 1 – 23.10.2007

I. General advantages of ITV for the ICT-PSP Call 1

1. “Interactive Technologies” PLC owns and operates “ITV Partner” – the first

Bulgarian satellite Interactive DTV broadcaster, which offers about 350 DTV

channels and 250 digital radio channels via satellite to its subscribers.

2. ITV disposes with its own telecommunication infrastructure:

o satellite digital communication (uplink & broadcast) with coverage of all

Europe, the Mediterranean, Middle East, and North Africa

o own teleport & teleport services - incl. uplink & downlink,

digitalization of

signal/data, etc.

o ITV applications development unit

o Internet via satellite capacity

3. ITV disposes with a large number of end-users/subscribers to its DTV and

IDTV services (more than 55 000 as of June 2007). Significant number of

them are users of all the targeted ICT-PSP Call 1 types. This is a very good

testing and piloting services situation.

4. ITV has expertise, experience, and realized projects in

telemedicine/eHealth, eInclusion, Risk Management, security & Border control,

Interactive TV, realtime

large data/video exchange, and interoperability

5. The TV penetration and utilization by all citizens is about 98%

worldwide, as

compared to (at highest level) 70% penetration of Internet in the most

developed world/Europe regions. In fact all citizen groups (incl. and

especially elderly, disadvantaged, and disabled people) are much more

accustomed to, familiar with, and have the lowest psychological-barrier to

accept and work with, TV-based services than with computer-based services. The

consequence is that, especially for the groups listed above, it will be much

more userfriendly and usability-effectively to integrate as much as possible

e-services within the TV-set services, than within the computer offered

services.

II. Specific priorities of ITV concerning the ICT-PSP Call 1, and company’s

distinctive capacities/advantages for these priorities

Call 1 Company Priorities 1:

Objective 2.1. Accessible digital Audiovisual (AV) systems

The ITV can:

1. Develop Europe wide specific DTV solutions for accessible program guides,

subtitling and audio description, interactivity, accessible information

delivery through TV, etc with all the necessary & intended accessibility

characteristics / features

2. Test and pilot interactive and non-interactive applications and content for

DTV. The broadcasting can cover all EU countries, EFTA countries, Associate

countries, Middle East, the Mediterranean, and North Africa.

3. Provide (Interactive) DTV services to end users of any target group

4. Broadcast via satellite any specialised DTV channel with

enhanced/interactive features aimed at the Call 1 targeted groups

Objective 2.2. ICT for ageing well

The ITV can:

1. Provide Satellite telecommunication services where there is no other

appropriate/feasible coverage (e.g. mobile, cable, telephone, etc.) meeting

the

goal of ACCESSIBILITY TO ALL

2. Contribute to the enhancement of the TV set as a personalised communicative

device, through e.g.:

a. Remaindering through the TV-screen

b. Filling in and uploading to the STB/central teleport a daily reminder event

schedule/agenda, which turns the TV set in an intelligent personalized device

(reminders for medicine taking, meeting/scheduled events, everyday

life/household security & safety warnings, etc.)

c. Local weather forecast warnings/allerts (about strong winds, storms,

floating, etc.)

3. Contribute to complementary accessibility for all, e.g.:

a. Reference information provision (e.g. for hospitals, care/social centres,

transportation, necessary documents/procedures to be followed, etc.)

b. Interactive TV meetings arrangement and scheduling (for hospitals, local

government offices, consultancy, etc.)

Call 1 Company Priority 2:

Objective 1.3. Innovative solutions for inclusive and efficient eGovernment

Specific interest: Pilots B – b) and c) type goals

Specific advantages that can be developed and implemented by ITV:

1. Retrieving and showing person/household-related information and

documents on

the TV screen (taxes, bills, household/personal record, statute, situation,

local government information, etc. (high security assured – at household

level;

can also be at personal level through personal pin-code)

2. Personal messages from eGov. to a citizen appearing on his/her TV screen

(secured at household/subscriber level, can be secured at personal level

through a personal pin-code)

3. Interactive - Filling in TV-screen forms/docs and ITV-submission (through

the TV/STB Remote control, or through a special keypad)

4. Provision & delivery of Satellite Internet

Call 1 Company Priorities 3:

Objective 3.1. EU wide implementation of eHealth services to support

continuity

of care: patient’s summary and ePrescription

1. Personal ePrescription – received on the TV screen

2. Full Patient summary – received by the doctor at a home visit on the TV

screen at the patient’s home
