The Common Council for the City of Faith, South Dakota met in regular session on February 7, 2006 at 7:00 P.M. in the Community Room of the Community Center. Mayor Haines called the meeting to order, called roll call, and led the Pledge of Allegiance.

Council members present: Inghram, Sheridan, Clark, and Selby.

Council members absent: Murray

Others in attendance were: Debbie Brown, Ace Inghram, Mike Merriman, Loretta Passolt, Donn Dupper, Tim Bernstein, Arlen and Cindy Frankfurth.

Inghram made motion, seconded by Clark to approve the agenda. Motion carried.

Inghram made motion, seconded by Selby to approve the minutes from the January 24, 2006.

Clark made motion, seconded by Selby to approve all claims as presented. Motion carried.

Appointment:

Mayor Haines would like to appoint Mike Merriman to the seat of Council Member – At Large. Sheridan made motion, seconded by Inghram to accept the appointment. Motion carried.

Oath Administered:

Mayor Haines administered the Oath of Office to Mike Merriman for the seat of Council Member – At Large.

Missouri River Scan Testing:

The Finance Office received a letter from Missouri River stating the amounts it would cost for different packages to do an annual distribution infrared scanning. It has been done before for no charge so the office is waiting on a call back to see why. Council will table until further information is received.

Chips for Streets:

Donn Dupper will ask for quotes on chips for the street project to bring to the next meeting. After it is decided where we will purchase the chips, we will bid out the hauling of the chips.

Wedding Dance – February 18:

Inghram made motion, seconded by Sheridan to pay the bartenders that serve at the dance $10 an hour. Motion carried.

Gym Use – Summer of 2008:

There is an opportunity for Faith to have a dinosaur display for the summer of 2008 and the gym is the best place for it. Debbie Brown has talked with Mel Dutton at the school and he thought it could be worked out for practice in August.

Approve Bar Equipment:

Murray had given the mayor a quote on some bar equipment of $4500.00. Inghram made motion, seconded by Selby to approve the purchase. Motion carried.

FEMA – February 21 – 23:

Arlen Frankfurth would like to go to some classes on the new FEMA testing that is going to be mandatory. Arlen is looking into a grant to pay for the lodging and mileage. Council agreed he should go.

Approve New Members on Fire Department:

The Fire Department would like to add some members. Selby made motion, seconded by Clark to approve Mike Stocklin, Jim Sheridan, Jim Fiest and Brandon Medrud. Motion carried.

Lake – Shooting Range:

Some of the Council members looked the site over where the shooting range could be and thought it could easily be done. There will have to be a change in the ordinance on firearms. Selby made motion, seconded by Sheridan to go ahead with the project. Motion carried.

Copier:

A&B Business has dropped the maintenance agreement with the Finance Office for their copier due to parts becoming unavailable. Debbie Brown checked with Dakota Graphics, the same company the School and Lynn’s has, and they will be sending quotes on leasing, trading in and purchasing. The quotes will be brought to the next meeting.

Library:

Clark stated that the siding on the library really needs something done. The area that is broken up is getting bigger and the wood is exposed. Donn Dupper will get it checked out. The siding that is on there is no longer available so will have to see what they can do.

Janitorial:

Inghram stated she would like to see some things change immediately in the janitorial department.

Fire, Police and Ambulance:

Sheridan stated that he had met with Arlen and handed out a police report for the year. An ambulance is needed and pagers for the ambulance department. Sheridan also had been at the fire meetings and some of the fire department had met with Russ Hendricks from Fisher Rounds on getting the fire rating down. Another pumper is needed. Council would like to meet with the Meade County Commissioners on some of these items. Debbie Brown will set up the meeting.

Selby made motion, seconded by Clark to adjourn. Motion carried.
