THE COMMITTEE OF SENIOR LABOUR INSPECTORS
MANDATE
WORKING GROUP STRATEGY
Background
1. – In its 67th plenary meeting in Rome, held on 14th November 2014, it was agreed that at the following plenary a new mandate for the working group Strategy would be submitted.
2. – In the meeting held on 24 March 2015 the SLIC Bureau agreed on the proposal put forward by the SLIC Secretariat and decided to submit it to the SLIC 68th plenary for its consideration.
3. - The current SLIC plan of work covers the period 2013-2015, according to article article 4 of the Commission Decision of 12 July 1995 setting up a Committee of Senior Labour Inspectors (95/319/EC) as amended by Commission Decision of 22 October 2008
4. – The European Commission Communication on an EU Strategic Framework on Health and Safety at Work 2014-2020[1] includes better enforcement as one of its key priority objectives and identifies a number of specific actions to be undertaken in this domain.
Legal basis
The above mentioned Commission Decision of 12 July 1995 setting up a Committee of Senior Labour Inspectors (95/319/EC) as amended by Commission Decision of 22 October 2008 states
· Article 2
The Committee shall give its opinion to the Commission, either at the Commission's request or on its own initiative, on all problems relating to the enforcement by the member States of EU law on health and safety at work.
· Article 4
The Committee shall set up a three-year programme, whereby the individual activities to be undertaken shall be specified each year, taking into account the evaluation of the activities undertaken the previous year.
· Article 9
The Committee may, in accordance with the representative of the Commission, set up working groups.
Working groups shall be chaired by a member of the Committee or an expert of the labour inspection services of the Member States, and shall consist of members of the Committee and/or experts, as the case may be. Working groups shall report to the Committee in plenary session.
Objective
The objective of this working group is: a) to issue a draft opinion or statement on the role of the SLIC and on enforcement aspects of the EU OSH Strategic Framework; b) to draft a plan of work of the committee for the term 2016-2018.
Organisation and working methods
The working group will consist of seven members and will be chaired by United Kingdom.
The working group will meet two or at most three times in the premises of the European Commission in Luxembourg.
The working group shall be convened by the Committee's Secretariat in agreement with its chairman.
Meetings will be communicated by e-mail and/or CircaBC.
English will be the working language.
Time
These terms of reference are set for the year 2015, and 2016 if need be. The working group will be immediately disbanded once the task is finished.
Reporting arrangements
The chairman of the WG will report the SLIC plenary on the activities carried out since the previous meeting.
