Program Manager

Job Description:

The Program Manager will be responsible for day-to-day management of all Raytheon Technical Services Company (RTSC) training and mentorship efforts in Afghanistan as well as the focal point of contact with Coalition and Afghan officials. The candidate will interface directly with senior defense department, state department, and military leadership. In this role, the Program Manager will demonstrate effective leadership, communications and interaction at the executive, SES and flag level of industry and government. This person will maintain continuous personal contact to establish mutual trust, confidence, and confidentiality with counterparts in the Government civilian and military ranks.

The individual will also ensure development, implementation and oversight of policies and processes that will enable staff to fulfill their individual and organizational professional responsibilities. The Program Manager will supervise security operations in Afghanistan at a very senior level, and will as well as a familiarity with Combined Security Transition Command- Afghanistan (CSTC-A). The Program Manager will also offer assistance for the application of policies and processes to current priority challenges. The selected candidate must be capable of managing large complex organizations performing mission essential duties in a hazardous environment.

Responsibilities:

  • Profit-and-loss responsibility for assigned programs, could be in excess of $1B per year
  • Responsible to represent RTSC at all governmental meetings pursuant to our Afghanistan security operations, including meetings in-country with CSTC-A
  • Responsible to interface with senior CSTC-A staff on contract issues related to planning, resourcing, executing and assessing contract requirements, modifications and performance
  • Responsible to ensure task orders compliance with all contractual requirements and deliverables while maintaining operational status of all task orders
  • Responsible to coordinate and manage operational and administrative activities for all contractor and subcontractor personnel by providing direction and guidance to Program Management Officers
  • Provides daily status reports on all assigned contracts, program activities and emerging business opportunities to Raytheon
  • Responsible for development and implementation of a Quality Assurance (QA) Plan to reduce likelihood of in-country employee and subcontractor misconduct, to improve safety and security of in-country employees and subcontractors, and to ensure compliance with contract performance objectives and to execute a QA Surveillance Plan compiling monthly Subcontractor Evaluation Reports and conductingscheduled Program Management Reviews
  • Responsible for the effective and responsive management of subcontractors related to customer satisfaction and the professional and ethical behavior of contract personnel
  • Responsible to ensure timely problem identification and development of corrective action plans impacting the contract
  • Responsible to adhere to all scheduled timelines, milestones, delivery schedules and administrative requirements to include on-time delivery of reports, data products, billing invoices, staffing of personnel and action item completion

Required Knowledge, Skills and Experience:

  • Minimum of 14 years experience leading organizations, including senior leadership positions that require management and coordination of large complex programs or missions requiring coordination of people, equipment, supplies and various resources
  • Superb past performance as a senior leader in industry, government, or the military
  • Able to interface directly with senior defense department, state department, and military personnel
  • Superb understanding of counterinsurgency operations in Afghanistan and the role of police training and mentoring in those counterinsurgency operations
  • Experience preparing written correspondence and information products for senior officers
  • Excellent organizational and management skills
  • Solid computer skills, including Microsoft Office Suite
  • Excellent problem solving skills and ability to develop and implementimplement new solutions timely
  • Position requires extensive travel, primarily to Afghanistan, with some extended periods in-country possible

Required Education:

Bachelor's degree at an accredited institution, or 8 additional years of relevant work experience in lieu of a degree

Other Requirements (Clearance, Travel & Special Work Environment):

  • Must be able to obtain and maintain a US secret security clearance

Desired Knowledge, Skills and Experience:

  • Brigade or above command experience
  • Active secret clearance or active within last 24months
