Background

FHI 360 is looking to hire an International Consultant for an estimated 40 days to collect information and create documents on the capitalization of the USAID / Nutrition and Hygiene project. The consultation will be done remotely, mainly through long distance communication, using skype, telephone and internet.

The USAID / Nutrition and Hygiene project is being implemented under the leadership of CARE International, in Mali, by a consortium consisting of Rescue Committee (IRC), Family Health International (FHI 360) and YA.G.TU (Yam-Giribolo-Tumo or Association for the Promotion of Women). The project aims to improve the nutritional status of women and children, with a particular focus on building resilience through the prevention and treatment of malnutrition while targeting the "window of opportunity": the first 1,000 days of the child. The USAID / Nutrition and Hygiene project operates in 81 communes in the regions of Mopti, Segou and Koulikoro, divided between the health districts of Koro, Bandiagara, Bankass, Djenne, Mopti, Tenenkou, Youwarou, Niono, and Nara. The project focuses on integrating Agriculture-Nutrition-WASH good practices into community-specific interventions and seeks to demonstrate a replicable model of how Agriculture-Nutrition-WASH programs can be effectively delivered and implemented by civil society agencies and local governments. Initially the USAID / Nutrition and Hygiene project had three strategic objectives which, are among others:

  1. Increase the accessibility and consumption of diversified and quality foods.
  2. Improve behaviors and attitudes related to Nutrition and Hygiene.
  3. Increase the use of promotional services & high-impact treatment, related to nutrition, water, hygiene and sanitation.

In May 2016, the project benefited from an additional fund that strengthened activities under Strategic Objective 1 and added a fourth strategic objective: Strengthen the institutional andtechnical capacity of the “La Direction Nationale de l'Assainissement et du Contrôle de la Pollution et des Nuisances” (DNACPN),The National Directorate of Sanitation and Pollution Control, and Nuisances in implementing the national Post Open Defecation Free (ODF)strategy.The USAID / Nutrition and Hygiene project has a wealth of experience that it wishes to capitalize on to make

it a legacy for regional and national actors working in the fields of agriculture, and the integration of Agriculture-Nutrition-WASH for improving the nutritional status of children under 2 and pregnant women.

Scope of Work

The purpose of the service to be conducted by the international consultant is to produce a package of documents that capture and capitalize knowledge and skills to meet the following objectives:

  1. Document and share experiences (successes and failures) for learning from other current and future organizations and similar projects and local, regional and national actors working in the field of Agriculture-Nutrition-WASH and recognize those achievements, expertise and actors (all organizations involved: NGO partners, Technical Services).
  2. Publicize and publish USAID's investment in Mali.

In the process of implementing its mission, the international consultant will work with a national consultant (to be hired by CARE Mali and is familiar with the project, stationed in Mali, and has easy access to documents and people)to do the following:

  • Make an inventory of the documents available and produced within the USAID / Nutrition and Hygiene project (these documents will be made available to the international consultant by the project team, at CARE).
  • In the light of the inventories made, the international consultant will proceed to perform a review of the documents provided by the project team. The international consultant will provide the information required for capitalization according to the capitalization themes detailed in the "Expected Deliverables" section of this RFP.
  • Engage in discussions and exchangesabout the evolution of the reports with the national consultant, the social and behavioral change specialist (SBC) within FHI 360, the project team (CARE), as well as representatives of the project stakeholders. These exchanges and discussions with the national consultant and the SBC specialist (FHI 360) will be by skype or through email.
  • Participate in the drafting and formatting of the capitalization documents (see Expected Deliverables below) according to the expectations of the project. Incorporate feedback from the USAID / Nutrition and Hygiene project
  • Organize, from a distance, (the international consultant will not have to travel to Mali, but will work at distance) a "Learning Event" in Bamako, Mali that brings together project stakeholders (internal and external) to share captured learning in the implementation of the USAID / Nutrition and Hygiene project.

Expected Deliverables

Three documents in French of about 15-20 pages each, will be produced to highlight the different work themes of the project (note that the content of each of these documents will be discussed and reviewed in detail with the CARE local team and the national consultant. The international consultant will be responsible to provide the final products). The themes for each document are as follows:

Document 1: Strategies developed by the project to promote the growth, access and consumption of a varied and quality diet:

  1. Improvement of production / productivity (technical itinerary, cultural techniques, APRON STAR treatment and Micro Fertilizer Dose, Deep Placement of Urea);
  2. Promotion of vegetable gardens and irrigation techniques to reduce labor time and hardship for women collecting water;
  3. Promotion of improved varieties adapted to the area of intervention;
  4. Producer capacity building in the storage, processing and preservation of agricultural products;
  5. Support of small producers in the marketing of their products;
  6. Capacity building of women in literacy in the local language.

Document 2: Approaches developed by the project to integrate Agriculture-Nutrition-WASH:

  1. CLTS (triggering, relaunching, monitoring mechanism put in place, certification, integrated training of masons and women leaders, mitigation actions);
  2. Strategies developed for certification of villages with high rates of existing open pit latrines;
  3. Promotion of sanitation shops;
  4. Tree planting (plant with nutritional value).
  5. Small Doable Actions (Petites Actions faisables) approach; Integrated Tools Agriculture-Nutrition-WASH;
  6. Nutritional demonstration;
  7. Awareness sessions on Nutrition essential actions (NEA);
  8. Screening and referral of malnourished children;
  9. The care of malnourished children in the Unit of Recovery and Nutritional Education. Severe Ambulatory(Unité de Récupération et d'Education Nutritionnelle. Ambulatoire Sévère (URENAS) and in the Intensive Nutrition Recovery and Education Units Unités de Récupération et d'Education Nutritionnelle Intensive (URENI);
  10. Preventive Child Surveillance (PES);
  11. Communication for Behavior Change: Integrated Agriculture-Nutrition-WASH Toolboxes; Production and broadcasting of radio programs; The promotion of WASH-Nutrition during the media events and the awareness caravan;
  12. Rehabilitation of modern water points;
  13. Training report of the repair craftsmen on the maintenance of the water points;
  14. Water treatment with chlorinated products.

Document 3: The approaches developed by the project to support the DNACPN in the implementation of the ODF post

  1. Institutional support to the DNACPN through the institutional audit, the hardware and travel equipment of the DNACPN and its regional dismemberments;
  2. Assistance to the DNACPN in setting up a procedure manual and training managers in the use of the DNACPN manual of financial and accounting administrative procedure;
  3. Development of partnership with projects / programs to support DNACPN and regional dismemberments;
  4. Support of the DNACPN in setting up and running the Mali SANIYA database related to the Mapping of Mali with extension on the web;
  5. Promotion of the implementation of the post ODF through the contest "ODF own villages”.

Each of the three main documentswill be treated and presented according to the structure below:

Description (definition, process [setting up, valuation, sustainability ...], human, financial and material resources ...)

Results (final statistics + narrative descriptive figures ...)

Lessons learned (analysis results + good practices and pitfalls to avoid ...)

List of internal documents (strategic documents, tools, manuals, training material, workshop report, balance sheet document ...) which will be included in the appendices.

In addition to the development of the three documents, an additional two or three "success stories" of two pages, each, that highlight the tangible personal impact the project has had on an individual, family or community level should also be submitted as part of deliverables.

Location of Work

The site of this consultancy will be at the convenience of the consultant. There is no travel expected; all communications will be done at distance, confirming with working hours in Mali.

The consultancy agreement is estimated to start mid-April 2018 but has to be completed by June 8, 2018 at the latest.

Qualifications

a-Level of studies of at least a Bachelor’s degree +4 years

b-Experiences in developing and designing knowledge capitalization documents. At least 10 years of experience in development.

c-Ability to work remotely with other people.

d-Good adaptability allowing a quick impregnation of the project and its experiences.

e-Strong drafting ability in French; ability to draft in English is highly recommended.

f-Experience in facilitating workshops, learning events, etc.

g-Professional photography skills and layout and graphic design of documents. (Professional illustration of documents: aesthetics, key messages, etc.)

h-Proven capacity in word processing, photo processing, etc.

i-Familiarity with context, environment, and culture of Mali (not required, but highly preferable)

Evaluation Criteria

Proposals will be evaluated by the Specialist in Communication for Social Behavioral Changes (SBCC) at FHI 360, with all the necessary expertise to decide on the selected Offeror. Final award decision will be based on a best value determination (a combination of qualifications per the submitted Technical Offer and proposed daily rate). The proposed daily rate will be reviewed to ensure it is supported based on past work completed per the submitted bio-data sheet and curriculum vitae, as well as a consideration of the availability of funds and reasonability per the local market and expected work to be performed.

Required Documentation

Proposals must include the following components:

•Offer letter including a detailed interpretation and analysis of how the prospective international consultant may complete the tasks and products explained in this RFP;

•Methodological implementation plan;

•Proposed chronogram/timeline of activities;

•Completed and Signed FHI 360 Biographical Data Sheet;

•Curriculum vitae (updated to include activities no more than 3 months old); and

•Proposed Daily Rate.

If possible, the following shall be submitted along with the Proposal (not required, but highly recommended):

•A copy or part of a document that has been developed and designed by the prospective international consultant to show a sample of the Offeror’s experience in completing similar work as those tasks described in this RFP.

Certification of Independent Price Determination

(a) By submitting an offer, the offeror certifies that--

(1) The prices in this offer have been arrived at independently, without, for the purpose of restricting competition, any consultation, communication, or agreement with any other offeror, including but not limited to subsidiaries or other entities in which offeror has any ownership or

other interests, or any competitor relating to (i) those prices, (ii) the intention to submit an offer, or (iii) the methods or factors used to calculate the prices offered;

(2) The prices in this offer have not been and will not be knowingly disclosed by the offeror, directly or indirectly, to any other offeror, including but not limited to subsidiaries or other entities in which offeror has any ownership or other interests, or any competitor before bid opening (in the case of a sealed bid solicitation) or contract award (in the case of a negotiated or competitive solicitation) unless otherwise required by law; and

(3) No attempt has been made or will be made by the offeror to induce any other concern or individual to submit or not to submit an offer for the purpose of restricting competition or influencing the competitive environment.

(b) Each signature on the offer is considered to be a certification by the signatory that the signatory--

(1) Is the person in the offeror's organization responsible for determining the prices being offered in this bid or proposal, and that the signatory has not participated and will not participate in any action contrary to subparagraphs (a)(1) through (a)(3) above; or

(2) (i) Has been authorized, in writing, to act as agent for the principals of the offeror in certifying that those principals have not participated, and will not participate in any action contrary to subparagraphs (a)(1) through (a)(3) above; (ii) As an authorized agent, does certify that the principals of the offeror have not participated, and will not participate, in any action contrary to subparagraphs (a)(1) through (a)(3) above; and (iii) As an agent, has not personally participated, and will not participate, in any action contrary to subparagraphs (a)(1) through (a)(3) above.

(c) Offeror understands and agrees that –

(1) Violation of this certification will result in immediate disqualification from this solicitation without recourse and may result in disqualification from future solicitations; and

(2) Discovery of any violation after award to the offeror will result in the termination of the award for default.

FHI 360 Disclaimers

  • FHI 360 may cancel the solicitation and not award
  • FHI 360 may reject any or all responses received
  • Issuance of the solicitation does not constitute an award commitment by FHI 360
  • FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions
  • FHI 360 will not compensate any offeror for responding to solicitation
  • FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion
  • FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities
  • FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition
  • FHI 360 will be contacting each offeror to confirm contact person, address and that bid was submitted for this solicitation.
