BOROUGH COUNCIL MEETING MINUTES

NOVEMBER 13, 2017

Meeting was called to order 7:00 PMby President Cathy Hawk, followed by the Pledge of Allegiance.

Other members present were:Ralph Washburn,Sharon Hinkle and Secretary-Treasurer Dana Brubaker.

Members not present: Penni Szoke,Kevin Greenzweig, Mayor Dean Emrey and Solicitor Robert Frycklund.

PUBLIC COMMENTS:

Members of the Planning Commission, Kathi Wolters, Adam Christman and Duane Dellecker (advisor to the Commission) were present to review the draft copy of the new zoning ordinance presented at the last meeting. The discussions centered around the language of “adult related facilities” and the Emerald Campground. Hawk mentioned she has some grammatical corrects. Hawk requested the council email any suggestions to the Commission and committed to having final review by January 2, 2018. Dellecker explained the process for adopting a new zoning ordinance.

PRIOR MONTH ACTIVITY:

MOTION: Ralph Washburnmade and Sharon Hinkleseconded a motion to approve the prior meeting minutes, November 4, 2017 and September 14, 2017 All in favor. Motion passed.

MOTION: Ralph Washburn made and Sharon Hinkle seconded a motion to approve the Treasurer’s Report for the period ended October 31, 2017. All in favor. Motion passed.

MOTION: Ralph Washburn made and Sharon Hinkleseconded a motion to approve the list of bills submitted for paymentin the amount of $8,269.86. All in favor. Motion passed.

Department Reports:

  1. Zoning and Building Committee – Washburn reported he has taken pictures of seven properties with potential code violations – he will be submitting the list to Marty Sowers within the next few days for him to investigate.
  1. Sewage Enforcement – Borough is still waiting on the response from the three property owners on Main Street regarding the dye testing.
  1. Code Enforcement – No written report submitted by Marty Sowers
  1. Solicitor – No report. Solicitor had a conflict and was not present at this evenings meeting.

Board Reports:

  1. Planning Commission – Draft Zoning Ordinance Discussed earlier in meeting
  2. Zoning Hearing Board – No Report

Committee Reports:

Building and Lights – Washburn ordered a replacement light from PPL for the streetlight on North Fireline at and a whole new light assembly for South Fireline at a cost of $150.00

MOTION: Ralph Washburn made and Sharon Hinkle seconded a motion change the street lights to LED at an approximate cost savings of $6.00 per month per street light. All in favor. Motion passed.

Health and Sanitation - No report

Roads – Doug Hawk rented a roto rooter for $145 with assistance from two workers from Palmerton to assist unblocking the storm drains on Fireline (either Wed/Thurs)

Washburn provided an update of cleaning of the storm grate at the corner of Main and Center.

MOTION: Ralph Washburn made and Sharon Hinkle seconded a motion rent a portable bathroom at the cost of $80.00 per month. All in favor. Motion passed.

The council continued its discussions on purchasing security cameras. This task has been assigned to Greenzweig.

Discussions took place regarding changing the speed limit in the curve on N. Fireline where it is currently marked as 15 mph. Washburn suggested 5 mph. Hawk would prefer to see a guardrail installed. Washburn is waiting on a cost estimate. Hinkle is concerned about snow plowing in that area with guard rails. Hawk would like the engineer to do an assessment and provide some recommendations.

  1. Status of MS4 Waiver – No update from engineer
  2. ACT 172 – Hawk reported the CCCOG is working on a consistent policy
  3. 2018 Proposed Budget – Brubaker reported it has been advertised, placed on the website and posted at the borough hall.
  4. Status of ACT 537 - No update from Barry Issett
  5. Dye Testing On Main Street – 2 of the 3 return receipt cards were returned to the Borough
  6. Proposed Zoning Ordinance – Covered earlier in meeting

New Business

MOTION: Ralph Washburn made and Sharon Hinkle seconded a motion to adopt Resolution 2018-01: Appointing the Auditors for the 2017 Records. All in favor. Motion carried.

MOTION: Ralph Washburn made and Sharon Hinkle seconded a motion to adopt Resolution 2018-02: Setting Solid Waste Fees for 2018. All in favor. Motion carried.

MOTION: Sharon Hinkle made and Kevin Greenzweig seconded a motion to advertise the 2018 Planning Commission Meeting Dates. All in favor. Motion carried.

MOTION: Sharon Hinkle made and Kevin Greenzweig seconded a motion to advertise Ordinance 2018-01: Real Estate Tax Millage for 2018 for adoption at December 11, 2018 meeting. All in favor. Motion carried.

MOTION: Ralph Washburnmade and Sharon Hinkleseconded a motion to approveadjourn the meeting at 8:50 PMALL IN FAVOR.
