SUBJECT: de Fleury Medal Form and General Information
1. Enclosed is a copy of the latest AEA Form 1 dated 21 April 2006; Engineer Regiment Policy for the award of the deFleury Medal and Approval/Request Form.
2. The senior leadership of the EngineerRegiment at both USACEHeadquarters and the Engineer school have recently devoted a lot of time in fine-tuning the policy of this prestigious award. There are a few changes to the medal policy, so please read carefully and become familiar with the submission procedures.
3. Note in particular the amount of time required for processing, and especially for moving requests for approval as a Silver Medal through the system. This is not an offtheshelf award to be purchased like a going away gift. It is expected that a unit’s award program be farsighted in identifying potential deFleury Medal recipients and have a viable suspense system enabling the initiation of local processing well in advance of a planned presentation date.
4. Based on AEA experience in processing medals, here are some suggestions:
DeFleury Medal forms and other information should only be kept in one location within a unit. Since this is not an official DA Award covered by Army Regulations and since it is very special I recommend that the only file folder be kept in the Commander’s desk drawer filing system that is also used to brief and pass on information and “How To’s” to subsequent Commanders. That way there is only one set of forms and guidance and when new information arrives at the unit the PSNCO or Adjutant will know exactly where that information goes.
The Commander’s deFleury file should also contain a copy of each submission, including the narrative and other supporting documents. As medals and certificates are received back from the AEA, a copy of the certificate should be made and attached to the appropriate file copy. This will provide a record for that unit and assist future Commanders in maintaining the consistency and level playing field for the unit.
Regardless of how well you think your unit mail room operates, my experience shows that when I send medals and certificates back to a personal address the process works much more efficiently.
The AEA uses Microsoft Office as our primary computer software. The AEA Form 1 can be sent to your unit via a WINWORD.doc file (6.0 or 7.0) on email. You download the file and save it as a template. When it comes time to process you simply call up the template and save it as another WINWORD.doc file. Then just type in the required information on the form. Add pages as needed for the narrative justification and any special citation. Scan the approving authority’s signature block and signature as a .pcx, .tif or .bmp graphics file. Establish password control for the use of that signature. When ready to submit the form and supporting documents, simply insert the approval authority’s signature and complete the credit card information and email the entire packet as an attached email file to the AEA at: . Units that have used this procedure have found that everything works much smoother and there is less angst about where the paperwork is in the mail system or whether it was even received by the AEA. a submission by email can provide immediate response as to the receipt of the request and whether or not additional information may be required.
This award should represent agreement by the organization’s senior leadership (Commander and Command Sergeant Major or Director, Deputy Director in USACE). Their experience is sufficient in making a determination on whether or not to either approve an award or submit a request for approval to a higher headquarters. Normally staffing requests to various sections or subordinate elements in order to obtain opinions only adds to processing time.
Please destroy all other versions of the AEA Form 1 and make as many copies of this form as you require.

ENGINEER REGIMENT POLICY FOR THE AWARD OF THE de FLEURY MEDAL
GOLD
One Gold deFleury Medal is awarded annually to a distinguished American. The recipient is normally selected by the Commander of the US Army Engineer Center in coordination with the Chief of Engineers. The selection of the individual to receive the Gold deFleury Medal is based on a list of distinguished nominees compiled by an AEA Ad Hoc Committee formed for that purpose. This medal is presented at the Annual Engineer Regimental Dinner.
SILVER
The Silver Medal may only be approved by the Army Chief of Engineers, Deputy Chief of Engineers or Commandant of the ArmyEngineerSchool. In general, persons nominated for the award not assigned within or related in some way to USACE will have their award processed through the Commandant of the EngineerSchool. To be awarded a Silver deFleury Medal, an individual must have personally had exceptionally significant impact on the entire Army Engineer Regiment, over a period that spans numerous assignments, in various units and organizations within the Regiment, or in activities or organizations that directly support the Regiment. As a minimum, the following selection criteria will be met in order for a person to become eligible for the award of the Silver Medal.
Nominee must have performed the service to the Regiment over a period of at least twenty years.
Service performed must have had a singularly outstanding positive impact on each organization or activity in which the individual was assigned, demonstrated by exceptional performance of duty in various positions with progressive increases in responsibility throughout the time frame of the first criteria.
Service performed by the individual must have clearly exceeded that of the majority of those within the individuals peer group; as evidenced by accumulated awards, citations, reputation and selection for promotion to higher rank and increases in levels of responsibility over the time period in the first criteria.
In order for the award nomination to be reviewed for approval/disapproval by the approving authority, the required narrative that accompanies the approval form (AEA Form 1) must clearly and completely substantiate that the nominee meets the above criteria. Waivers to these criteria are not encouraged, but may be considered by the approving authority for extraordinary circumstances.
The award will be presented during very special ceremonies or formal social events.
BRONZE
The Bronze Medal is presented to an individual who has rendered significant service or support to more than one element of the Engineer Regiment. The award is normally presented for service that exceeds ten years. In determining whether or not an individual should be nominated for an award of the Bronze Medal, the following selection criteria should be followed:
The Bronze Medal is designed to be awarded using selection criteria that is separate from that utilized under the Army award system. Like the Silver Medal, the Bronze deFleury Medal is awarded by Army Engineers, normally to other Army Engineers or individuals associated with Army Engineering. Those persons nominated will have demonstrated a high degree of professional competence, standards of integrity and moral character, and a strong devotion to duty and country. Those select few individuals nominated must clearly stand out in the eyes of their seniors, subordinates and peers alike. In consideration of the fact that the Bronze deFleury Medal is the third highest award of the entire Engineer Regiment, it is the responsibility of the approving authority to maintain consistent and exceptionally high standards during the selection and approval process.
The Bronze Medal is awarded to an individual who has performed in a consistently outstanding manner, in positions of increasing responsibility over a period of time that normally exceeds ten years. The award will not be presented as an“end of tour” award that recognizes performance/contributions made during a single assignment.
The Bronze Medal nomination will be processed using AEA Form 1.
The presentation of the Bronze Medal to the recipient should be scheduled during very special events such as formal dinners, retirements, and similar affairs.
Approval authority for the Bronze medal is delegated to an Active (not retired) Engineer Branch Colonel, SES or General Officer of the Active Army, Army Reserve, or Army National Guard, who is a current member of the Army Engineer Association—which administers the de Fleury Medal program for the Engineer Regiment. Organizations or activities that do not have an officer assigned meeting these criteria, may refer the request to the Commandant or Assistant Commandant of the EngineerSchool, or submit it to the Army Engineer Association who will process the award nomination through the EngineerSchool for approval/disapproval. The Bronze Medal approval authority should set a limit on the number of medals awarded annually within his/her organization. This limit should be established as a percentage of the number of potentially qualified outstanding personnel assigned, using the selection criteria discussed above. There are no provisions for the award of more than one Bronze Medal to a single individual; however a Bronze Medal holder may later be nominated for the award of the Silver Medal assuming the nominee meets the exceptionally high degree of qualifications for that award.
