Winterset Annual Budget Meeting

Meeting minutes from November 16, 2005, 7pm @ the new location of The New Rival Kingdom Church (1304 Ritchie Road, Capitol Heights, MD)

6 of 7 Board members were present.

1 Representative from the management company.

Various Homeowners were present.

Meeting Called to Order @ 7:18pm

Meeting Adjourned @ 8:52pm

It was determined that a quorum was not established. Fewer than 12 homes were represented at the meeting. Elections will be held at the next open meeting.

Reading of Minutes

The minutes from the last Annual meeting were approved.

2006 Budget

A 10% increase in the budget was proposed. Improvements to the storm water management pond (SMP), community security and the increased cost in doing business, were identified as reasons for the increase.

The 2006 budget was adopted by all Board members present.

Fence Proposal

The proposed fence along Brooke Lane was discussed. Various questions were posed by some of the homeowners present.

Homeowners asked the following questions regarding the fence:

  • Did we contact Home Depot?
  • Did we contact Medallion Security?
  • Will PG County assist with the funding?
  • What about the 500-foot fence extension in back of Alamance Way?

The Boards final decision will be communicated in writing to the entire Winterset community.

Power Point Presentation

A power point presentation listed the following board accomplishments for 2005.

  1. Collected over $8,000 in architectural fines.
  2. Repaired walkways around the tot lots and basketball courts.
  3. Replaced wood on picnic tables and benches at the playground and soccer field.
  4. Painted all playground equipment and benches.
  5. Installed new mulch in tot lots.
  6. Lighting project at front entrance is 70% complete.
  7. New trees were planted in the community.
  8. We expanded our Winterset neighbors e-mail database to over 100 e-mail addresses.
  9. Successfully communicated security concerns to our residents in a timely manner.

The Board has the following future goals:

  1. Raise the security awareness in the Winterset community.
  2. Review all contracts with our Management Company, Law firm, CPA, Landscaping Company etc…
  3. Explore new investments for our reserves fund.
  4. Maintain and strengthen our relationship with county officials and our neighboring community leaders.

Architectural Control Committee

The committee is responsible for inspecting the exterior of homes in our community. There is a maximum 30 day waiting period for approvals. This allows time to review the application, comment and mail a response to the homeowner. Most applicationsare approved before 30 days.

Landscaping Committee

It was noted that the storm water management pond is experiencing erosion and drainage problems.

Newsletter Committee

The next newsletter is scheduled to go out before Christmas.

Social Committee

It was noted that no community event was held this summer, due to lack of committee members. A homeowner present volunteered to plan a holiday event in December.

New Development Committee

Willistine Brown stated that she plans to talk to the committee chairperson, Michael McMiller. Delton stated that there was a hearing for Marlboro Pointe on 12/1/05. The developer presented plans to the county commission. The Board plans to write a letter addressing the need for a tot

lot, basketball court and tennis court in this community. The Board is concerned that the kids from Marlboro Pointe will use our facilities if they don’t have their own facility.

Community Taskforce Update

An update was not given. The phone tree was mentioned as a means of reporting incidents in our neighborhood.

Old Business

A homeowner asked about the power outages?. It was stated that Pepco is doing a detail study and they are monitoring why service is constantly going out in PG County. Winterset homeowners are urged to write letters to Pepco regarding the power outage issue.

New Business

Various questions were asked:

Q. Could we tour the new high school before it opens?.

A. The Board will ask the School officials about a tour.

Q. What happens to the fines collected for architectural violations?

A. The money collected goes back into our budget to fund the reserves account, minus the attorney fees.
Q. Are large birds damaging the roofs of homes at the end of Foyette Lane.

A. The Board is not aware of this issue, but will keep a look out for large birds.
