EXECUTIVE SUMMARY:

The Third National Multi-Sectoral AIDS Conference (3rd MAC) in Tanzania, was held from 18th to 21st December, 2006 at the Arusha International Conference Centre (AICC). The goal of the Conference was to bring all sectors of the society, communities and policy makers to share and learn from current research findings and best practices and strategize on prevention, control, care, support and treatment of HIV and AIDS in Tanzania. The theme of the conference was “Delivering comprehensive HIV and AIDS Interventions for All.”

The theme was chosen in order to address the shortcomings of the current interventions which were far from reaching all risk population groups in communities and individuals in the country. The conference was intended to review progress achieved in responding to the challenges brought about by HIV and AIDS since the 1st and 2nd MAC held in 1998 and 2002 respectively and the National HIV and AIDS care, treatment and support conference held in 2004.

The Scientific and Community Forum Committee of the Conference came up with several sub-themes (tracks) and different topics within each sub-theme which were presented orally or by poster to cover the identified important issues and constraints preventing faster reduction of the HIV and AIDS epidemic in the country.

The 3rd MAC 2006 was held under the auspices of the Tanzania AIDS Society (TAS) in close collaboration with other conference organizers which were the Tanzania Commission for AIDS (TACAIDS), Zanzibar AIDS Commission(ZAC), Muhimbili University College of Health Sciences (MUCHS), Ministry of Health and Social Welfare (NACP) and Zanzibar Ministry of Health and Social Welfare (ZACP). The Conference was made successful through financial support and contributions received from the Government of the United Republic of Tanzania, Revolutionary Government of Zanzibar, Development Partners Group on AIDS (DPGAIDS), the United Nations Theme Group on AIDS in Tanzania and other stake holders.

The 3rd MAC, 2006 was opened by the Vice President of the United Republic of Tanzania the Hon. Dr Ali Mohamed Shein in the presence of the Tanzania First Lady Mama Salma Kikwete and other dignitaries on 18th December, 2006. The Conference was closed on 21st December, 2006 by the Zanzibar Minister for Health and Social Welfare the Hon. Sultan Mohamed Mugheir (MRC) on behalf of the President of the Revolutionary Government of Zanzibar, the Hon. Amani Abeid Karume. Both Guests of Honour witnessed an audience of about 1300 delegates drawn from different sectors within and outside Tanzania.

At the end of the conference, the delegates adopted a conference declaration with several resolutions and recommendations which require appropriate measures to address the identified challenges and issues requiring action. It was intended that the deliberations at the conference will influence the revision of the National Multi-Sectoral AIDS Strategic Frame Work for the coming 2008-2012 and contribute to the midterm review of the Zanzibar AIDS Strategic Plan.
