Your request asked for :

I am writing to request the percentage and number of employees from the BME that are currently working for Cardiff County Council.

Can I also please have breakdown of permanent, part-time, casual, agency workers? How long they have been in employment and by gender?

Using the criteria for the Quarterly Public Sector Employment Survey for the Office of National Statistics whereby we take a snapshot of all staff paid as at the 15th March 2013, we had the following BME staff broken down by Employment Type, Gender and Full Time/Part Time:

Unfortunately our current HR database cannot provide an accurate length of service date without the information being checked for breaks in service, other posts etc, so at this time we are unable to provide this information as we estimate that the cost of complying with your request will exceed £450. We have made this calculation in accordance with Regulation 4 of the Freedom of Information and Data Protection (Appropriate Limits and Fees Regulations) 2004. This calculation was based on:

856 employees with an estimated check time of 5 minutes each would take 71 hours to accomplish.

Under Section 12 of the Freedom of Information Act we are not obliged to comply with a request for information if we estimate that the cost of complying with the request would exceed £450. This part of the request is therefore refused under section 17(5) of the Act.
