Emmaus Gloucestershire is a charity and successful social enterprise that provides a home and meaningful work for formerly homeless people. We pride ourselves in financial independence which we achieve by selling second hand and upcycled household goods through our five shops.

We have just approved a four year strategy that will see us double the number of places for companions and double our business turnover to £2million. We want to work in partnership with others to develop outreach services and we will actively campaign to change attitudes and services for homeless and excluded people.

Our self- sufficiency over the past decade has had a down side; we have done too little to raise our profile, to develop service delivery partnerships, to market our retail business, or to attract financial support. We are benefiting from working with specialist communications, marketing, campaigns and fundraising staff at our Federation Office in Birmingham but we need to develop our marketing and publicity materials and make sure that we have an external communications plan that reflects our vibrant and successful organisation. We do not rely on fundraising but we want to look for opportunities to support our growth and development, building on the unsolicited donations that we receive from individuals, organisations and businesses. We want to be up to date and able to influence local and national policy and practice relating to homelessness and poverty.

This is a new post at Emmaus Gloucestershire. It is an integrated role, spanning all aspects of external affairs, reporting to the Chief Executive and working across the leadership team. An external affairs committee, made up of staff, volunteers and companions will support the delivery of the plan and ensure engagement across the whole community. There will be some administrative support.

Being the lead, and only external affairs person in the organisation may seem like a tall order, or it could just be the challenge you are looking for. We are realistic and recognise that we may need to bring additional resources or specialists in for specific pieces of work.

You may have expertise in one or two areas of external affairs and want to extend your reach, or, you may have very broad experience and would like to work in a smaller organisation where you can have a much more direct impact. It would be an advantage if you have worked in a social enterprise or charity and have managed communications across a rural county. It is essential that you can work comfortably in a community rather than a corporate environment, and that you are able to multi task while putting people first.

Main Purpose of the Role
To increase the visibility of Emmaus Gloucestershire so that we can increase our impact on homelessness and social exclusion.
By:
  • Developing and implementing an external relations strategy to deliver the Emmaus Gloucestershire strategy and creating annual operational plans to implement it.
  • Working with the leadership team and across the EG Community to deliver marketing, public relations, media relations, fundraising, events and communications, developing plans and materials appropriate to each area of work.
  • Researching and advising the Chief Executive, and Senior Management Team on external influences and policy changes that will impact on our community and business.
  • Shaping and delivering campaigns to raise awareness of Emmaus, to change the public perception of homelessness, and to influence policy and practice at local and national levels.
  • Collaborating with the Communications, Fundraising and Campaigns teams at the Emmaus UK Federation office to ensure that all activity is complementary and mutually beneficial.
  • Ensuring that external affairs activity is effectively communicated internally to maximise participation.

Key Accountabilities:
  1. Delivering External Affairs Activity
1.1.Develop a proactive external affairs strategy that will deliver on the outcomes prioritised in the Emmaus Gloucestershire four year strategy including profile-raising, campaigning and fundraising, and develop annual plans to implement it. Monitor the implementation of the plans, learning lessons and adjusting the overall strategy and annual plans as necessary.
1.2.Advise the Chief Executive and leadership team on all external relations matters and provide quarterly updates on activity and forward plans.
1.3.Advise, inform and support trustees, staff, companions and volunteers involved in external relations activity. This includes coordination of the monthly External Affairs Committee.
1.4.Identify potential stakeholders, partners and supporters, set up and maintain a data base of contacts and produce a regular newsletter.
1.5.Ensure that appropriate tools and materials are available to support all aspects of external affairs.
1.6.Manage the external relations budget and work with the CEO to ensure appropriate use of resources.
1.7.Hold responsibility for ensuring the organisation complies with all legal requirements in respect of external relations activities.
1.8.Be a proactive member of the management team, working cooperatively with colleagues to ensure that the overall strategy and objectives of the charity are realised.
  1. Public Relations and Communications:
2.1.Identify opportunities to promote Emmaus Gloucestershire and to raise awareness of homelessness and social exclusion.
2.2.Work with the community administrator to ensure the ongoing maintenance and development of the website and other key organisational publications, reviewing them periodically ensuring they reflect the values of the organisation.
2.3.Develop the use of social media and on line communication tools.
2.4.Work with the community administrator to develop and maintain a range of literature to promote EG to the public, business, statutory and voluntary organisations and schools.
2.5.Develop and maintain effective relationships with key personnel in the local media to facilitate the promotion of Emmaus Gloucestershire.
2.6.Develop and maintain effective relationships with the Communications team at Emmaus UK and ensure that activity is mutually beneficial
2.7.Manage the planning and delivery of profile raising events.
  1. Policy and Campaigning
3.1.Monitor and anticipate health and social care issues relating to our activity and develop appropriate responses ranging from quick reactive media comment, to meeting with local politicians, to engaging with statutory services through formal consultations, or engaging other local service providers in common activity.
3.2.Work with senior managers and colleagues in Emmaus UK to develop and deliver proactive campaigns to influence social policy and service provision for homeless and excluded people at local and national levels.
3.3.Manage the planning and delivery of campaigns and related events.
  1. Marketing
4.1.Devise and deliver tools and activities to support the Business Manager in delivering agreed marketing plans for each retail shop.
4.2.Advise and support the Business Manager to develop marketing strategies for new income streams and enterprises.
4.3.Design and deliver specific promotional events.
  1. Fundraising
5.1.Work with the CEO to identify potential funders and supporters and produce relevant materials to engage these audiences.
5.2.Work with the CEO to develop and deliver an income generation plan.
5.3.Deliver agreed fundraising events and activities.
  1. Other responsibilities
6.1.Deliver ad hoc projects and pieces of work as delegated by the Chief Executive.
6.2.Advise when specialist skills and expertise is required to deliver aspects of the external affairs strategy
General
The workload priories will be determined by the strategy and specific objectives for each year and quarter year. It is recognised that we cannot progress across all aspects of external affairs, to any depth, at one time. The post holder will work closely with the leadership team to influence activity and priorities and to advise where we may need additional resources. It is essential that the post holder is able to keep abreast of all aspects, and has excellent communication skills.
Teamwork is essential to the smooth running of the community and all members are required to play an active part. Staff duties include helping to maintain cover in the office, dealing with calls from the public and following all the policies and procedures of the organisation.
Some evening and weekend work may be necessary for which time off in lieu can be taken.
Location
The role is based at Chequers Road, Gloucester, however the jobholder may be required from time to time to work anywhere within the county of Gloucestershire, as such a current UK driving licence and access to a vehicle or access to equivalent transport is required.

Person Specification
Essential / Desirable
  • A diploma / degree or proven equivalent experience in marketing, communication, campaigning or fundraising.
  • Significant experience of delivering external affairs activities.
  • Involvement in strategic planning and objective setting.
  • People management skills and proven ability to deliver through others.
  • Designing and delivering marketing and communication plans, and evaluating results.
  • Proven experience of management of complex projects that have met objectives within budget.
  • Excellent written and presentational skills.
  • Excellent resource management skills.
  • Experience of media management and reputation management.
  • Knowledge and experience of the charitable/not for profit sector.
/
  • Postgraduate marketing and communications qualifications or extensive senior level experience.
  • Membership of either the Chartered Institute of Marketing or the Chartered Institute of Public Relations.
  • Knowledge and experience of working alongside vulnerable people
  • Knowledge and experience of health and social care sector, ideally in homelessness and social exclusion
  • Experience of strategic planning and the production of measurable operational plans.
