I.General Information

The purpose of this Invitation to Bid is to procure one complete color video pipeline inspection systemfor the Pennsylvania Department of Transportation’s (PennDOT) Construction and Materials Lab located at 81 Lab Lane, Harrisburg, PA 17110. Installation and training will be necessary upon bid award.

The project manager for this contract will be Ryan Ruckle,, 717-787-1327. There will be no pre-bid meeting.

II.Scope of Work

A.Camera/Crawler Televising Equipment Requirements

1.System must meet OSHA and IP standards for operating in wet and damp environments to offer protection for both the equipment and the operator.

a)Two valid certificates from a NRTL (Nationally Recognized Testing Laboratories) must be provided.

i.One certification to comply with Federal OSHA 29 CFR 1910 303 (a) and resulting in UL 60950-1:2003 and CAN/CSA-C2.22 No. 60950-1:2003 electrical safety system standard.

ii.The second to comply with IP68 (IEC 60529 OR NEMA 250) standard for NEMA enclosure Type 6P components that are inserted into the pipeline.

2.System Basics

a)The system must have three main components
(1)Automatic Cable drum with cable
(2)Handheld pendant
(3)Crawler with zoom
b)Ability to connect to a network via network cable port.
c)Camera and crawler operator functions to be able to work simultaneously.
d)The inspection system must be able to fit in the back of a standard sized work van.
e)Laser profilometer capable of providing pipe profile, diameter, and deflection data in accordance with PTM 450 test method.

3.Steerable Motorized Crawler for 8” through 48” Diameter Pipe.

a)The system must have a gear-driven crawler to carry the camera for rapid remote inspection of pipes ranging from 8” through 48” diameter.
b)Wheels must maintain a constant footprint for crawling over debris and offsets.
c)Crawler must have NRTL approval for IP68 (IEC60529) or NEMA 6P (NEMA250) enclosure type ratings.
d)The crawler must have forward, reverse, and left/right steerable movements
e)The crawler must have an electronic clutch.
f)The crawler must provide sufficient traction to tow a minimum of 500” of transmission cable.
g)All axles must be individually sealed.
h)Both the camera and cable must be easily removed from the crawler
i)Crawler must be compatible with multiple accessories.
(1)The crawler must not exceed 70lbs with accessories.
j)The crawler must have an integral sonde to facilitate in location of tractor.

k)The crawler must be no longer than 18” with the pan-tilt-zoom camera attached.

l)All wheels must have tapered edges to conform to pipe wall.

m)The crawler must have removable machined key fitting on all axles.

n)An exact fit with all wheels must be provided and avoid possible axle replacement due to wear.

o)The crawler must include sufficient sets of wheels and spacers suitable to accommodate pipe inspection of 8” through 48” pipes to aid in centering the camera in pipe during inspection.

p)Auxiliary low profile LED performance must be no less than 7100 Lux at one foot, 1500 Lux at five feet, and 900 Lux at ten feet distance in combination with pan-tilt-zoom camera.

q)Crawler must be able to remotely toggle between rear and forward viewing cameras via the handheld controller.

r)The crawler must fit in 12” diameter pipe with rear view camera attached.

s)The crawler must have a visible internal pressure indicator.

t)The crawler must have a tilting rear cable connector that points vertically.

u)The crawler and cable connectors must have a lifetime warranty.

v)The crawler must have an option for a lift that can raise the forward and rear view cameras from its lowest position.

w)The crawler must have an integral inclinometer.

4.Lightweight Crawler Transmission Cable

a)A minimum of 500’ of continuous length multi-conductor cable must be provided.

b)The cable must be Kevlar reinforced and have minimum break strength of 500 lbs.

c)A connector strain relief fixture must be provided.

d)The cable must be able to be removed from cable reel for easy replacement.

e)The cable must have tough outer jacket to resist tears and scrapes.

(1)The outer jacket must be smooth to reduce friction.

f)The crawler connect end must be designed to prevent cable damage while going around pipe bends and during entry.

g)The cable must have easy single twist style connector.

h)A down-hole cable guide roller and aluminum cable guide manhole roller must be supplied.

5.Zooming Pan/Tilt Color Camera

a)There cannot be external wires, connectors, clamps or tie-downs.

b)Camera must be high-definition.

c)The camera must pan a full 360 degrees and tilt +/-135 degrees.

d)Camera must be able to measure observations and gauge pipe diameter.

e)Camera construction must include all solid-state.

f)The camera must have a visible internal pressure.

g)Camera must pan and tilt simultaneously.

h)Camera functions must be able to be controlled by the operator.

i)Pan and tilt must have integrated clutch for pan and tilt motor.

j)Camera must contain laser diodes.

6.Portable Camera Control Unit

a)The unit must include circuit protection for individual electronic components

b)Control unit must be available in configurations that allow portability.

7.Motorized Auto-Sensing Speed/Payout/Retrieval Cable Drum

a)A cable drum must be provided.

b)Cable feed out and retrieval must happen automatically.

c)Cable reel must have a level wind system.

d)The cable drum must have an emergency stop switch.

e)The cable drum must be able to operate in both automatic and manual modes.

f)System must have back-up manual crank arm.

g)System must have outward cable rolling arm

h)The cable drum must have speed and torque rheostat controls.

i)The cable reel must not weigh more than 95lbs. and have a minimum of 500’ of cable.

j)The system must include a footage counter.

k)The footage counter must include the necessary guide wheels.

l)The footage counter must function electronically and transmit footage data.

m)Chain drive must have guard.

n)Cable reel motor must have magnetic clutch.

8.System Installation, Maintenance, and Training

a)The camera supplier must have local representation to support PennDOT’s Materials and Testing Laboratory.

b)Two days of initial hardware set-up and training must be performed at PENNDOT’s Materials and Testing Laboratory by a factory trained specialist.

9.Items 1 through 8 on this list are considered incidentals and must be included in the overall cost.
