The Texas Rising Star (TRS) Quality Child Care Award honors Local Workforce Development Boards (Boards) that have improved the quality of Child Care Services (CCS) through the creation of exemplary projects that foster the implementation and growth of quality child care,including strategies that focused on quality improvements, enhancements, and/or expansion through the TRS program to areas most in need and to encourage replication of best practices across the state.

1.Provide data in the following three tables with respect to Texas Rising Star mentoring, technical assistance, and growth. (40 points)

Data Table 1 Instructions

  • Enter the number of TRS providers (including 2-, 3-, and 4-star) at the time of the stated date.
  • Enter the number of contracted CCS providers at the time of the stated date.
  • Find the percentage of contracted CCS providers that were TRS providers for each of the stated dates. Use the total number of contracted CCS providers and the number of TRS providers (including 2-, 3-, and 4-star) for each corresponding date to find the percentage for that date.
  • Find the percentage of growth by taking the difference of the data from April1, 2017, and March 31, 2018, then divide the increase(or potential decrease) by the original number (April 1, 2017) and multiply the answer by 100. If the difference is a negative number, then there was a decrease in growth, which should be stated.
  • Note that “regulated” in Table 1meanslicensed centers, licensed homes, registered homes, and military-operated facilities.

Year 1: April 1, 2016, through March 31, 2017

Year 2: April 1, 2017, through March 31, 2018

2a.In no more than 350 words, provide a brief overview of the quality initiativeprojects implemented that focused on quality improvements, enhancements, or expansion through the TRS program. These projects could include, but are not limited to, consumer education, professional development, technical assistance and mentoring, and/or a targeted strategy to improve monitoring and compliance with Child Care Licensing. (5 points)

2b.In no more than 350 words, provide specific details on the individual project your Board is highlighting for application of this award. Include innovation, partnership, and collaboration that the Board used to create an outstanding, inventive project focused on the implementation and growth of quality child care,including strategies used to expand TRS to areas most in need of high-quality child care options (25 points).

3.Identify theparties directly involved, including collaborators, both in and beyond your local workforce development area (workforce area), and the benefits receivedbecause of the individual project. (10 points)

4.Describe the scope of this individual project, including the budget, administration, and operations requirements; time invested; and time period. In terms of any or all of the elements identified above, what was the approximate cost of this endeavor? (10 points)

5.In reflection of the individual project, explain how others may replicate these efforts within their Board workforce area to include successes/challenges within the project, the ability to scale the size of the project to their needs, and/or potential barriers that could hinder implementation. (10 points)

Mystery Company ABC is the largest operator of blankety blank in Texas. It also directly supports workforce development through its membership on the Workforce Solutions Imaginary Board X, aligning with X’s initiative to attract, develop and retain a quality workforce for the Imaginary X area. ABC currently employs 7,500 team members in Location A and is a strong proponent of developing a highly skilled future workforce. To support the Texas workforce system’s goal of ensuring that both employers and workers have the resources and skills needed to remain competitive in the global market last year, Mystery Company ABC initiated and created the Texas Two-Step Education Alliance. This partnership resulted in the direct hiring of eight veterans.
