PURPOSE

PURPOSE
To close a portion of 23 Avenue. Once closed, the area would be consolidated with a remnant parcel to the north to create a single detached residential lot.

PURPOSE
Toapply appropriate zoning to lands in the Baranow area in conformance with the recently amended land use concept under the Castle Downs Outline Plan (Baranow Area). The AP Zone will accommodate lands for park space, and the PU Zone will accommodate a stormwater management facility.
There were no persons present to speak to the passing of Bylaw 13571.

L.1.e.Bylaw 13574 – To amend Bylaw 7044, as amended, being the Yellowhead Corridor Area Structure Plan
PURPOSE
To redesignate two sites from Highway Commercial to Highway Commercial/Prestige Business Industrial and one site from Highway Commercial to Prestige Business Industrial; to recognize existing industrial business uses and allow for further industrial business development or highway commercial redevelopment; to revise Section 5.3.3.2(iii) of the ASP according to the land use changes; to remove the designation of Special Study Area #1 from the development concept map and adjust the ASP boundary accordingly; and to reflect the intent of Bylaw 7815, approved by City Council in May 1985, that removed all reference of Special Study Area #1 in the text of the ASP as a result of adopting the Dunvegan ASP.
L.1.f.Bylaw 13575 – To amend the Zoning Bylaw from (AGI) Industrial Reserve Zone to (IB) Industrial Business Zone; located west of 170 Street and north of 118 Avenue, Armstrong Industrial
PURPOSE
To allow the development of an indoor storage facility as a westward expansion of an existing industrial business.
There were no persons present to speak to the passing of Bylaws 13574 and 13575.
L.1.g.Bylaw 13578 – To close a portion of north/south lane located between 79 and 80 Avenues, east of 104 Street, Strathcona
PURPOSE
To close a portion of north/south lane located between 79 and 80 Avenue, east of 104 Street. Once closed, the area will be consolidated with the abutting property to the west to reconfigure the existing accesses and accessory parking lot.
There were no persons present to speak to the passing of Bylaw 13578.

PURPOSE
To designate a site for institutional uses and realign the collector roadway connection to 167 Avenue.
L.1.i.Bylaw 13580 – To amend Bylaw 7044, as amended, being The Palisades Area Structure Plan, through an amendment to the Carlton Neighbourhood Structure Plan
PURPOSE
To re-designate a portion of land from low density residential to institutional and realign 139 Street to the east.
L.1.j.Bylaw 13581 – To amend the Zoning Bylaw from (AG) Agricultural Zone to (US) Urban Services Zone; located south of 167 Avenue, east of 142 Street, Carlton
PURPOSE

PURPOSE
To re-designate the lands south of Whitemud Drive in The Meadows from Business Employment Area to Suburban Area and to re-designate lands located along the eastern boundary of The Meadows from Transportation Utility Corridor to Suburban Area.
L.1.n.Bylaw 13531 – To adopt The Meadows Area Structure Plan
PURPOSE
The proposed plan will result in:
- re-designation of the business and medium industrial area for use as residential, commercial, and business industrial;
- adjustments to the size and number of neighbourhoods;
- changes to the arterial and collector roadway network;
- adjustments to the plan boundary to reflect changes in land requirements for Anthony Henday Drive, and
- the introduction of a transit-oriented mixed use development opportunity.

PURPOSE
To allow for 65 sleeping units as boarding and lodging housing on three parcels. The proposed building would have five storeys and be a maximum of 15 metres in height. RF4 zoning is proposed for the fourth northernmost parcel.

2.8SMART CHOICES
At the time Bylaw 13531 was adopted, the City of Edmonton had completed a document entitled Smart Choices for Developing Our Community. This document is a catalogue of nine ideas for accommodating future growth and redevelopment in Edmonton, while sustaining the quality of life Edmontonians enjoy. Three of these ideas are related and relevant to The Meadows ASP, and are integral to its associated development principles and concept.
2.8.1Transit Oriented Development
Transit oriented development (TOD) refers to a mixed-use residential and commercial area designed to maximize use of transit and non-motorized transportation. TODs offer lifestyle choices (for accommodation, workplace and shopping), reduce reliance on auto ownership, and reduce transport costs for individuals and households. TODs also create more diverse neighbourhoods, enhance the potential for increased transit ridership, and contribute to environmental sustainability.
The Meadows ASP provides for a transit oriented / mixed use development to be located in the north central portion of the plan area.
2.8.2Multi-Use Trail Development and Mixed Use Development
The Smart Choices catalogue describes a hierarchy of multi-use trails. Multi-use trail corridors occupy abandoned rail corridors and utility rights-of-way that extend from one end of the city to the other. The nearest multi-use trail corridor to The Meadows is located along 91 Street (immediately west of the Mill Woods community). Multi-use trail connections provide links between corridors and to significant activity nodes and features throughout the city. A multi-use trail connection is designated along the major power transmission corridor that bisects The Meadows plan area. Together multi-use corridors and connections intersect multi-use river valley and ravine trails to create a citywide network of routes to accommodate non-motorized modes of transportation (e.g., bicycles and pedestrians).
Mixed-use development potentially includes residential, commercial, office, civic, and transportation uses within walking distance of each other. Locating multi-use trails and mixed use development in proximity to each other increases the range of amenities and services available to residents in an area and promotes the use of alternative methods (to motorized transport) of access to these features.
Beyond the multi-use trail connection specified for the major power transmission corridor, The Meadows ASP provides for additional multi-use trail development throughout the plan area that will provide routes for non-motorized transportation between the designated multi-use trail connection, the transit oriented / mixed use development area and various other destinations (e.g., parks, natural areas) located in the plan area.
