Message from the President . . .

It is only March, but we arein the planning stages of our TOAL Annual Meeting in Tulsa. The theme for this event is TOAL Renaissance – The Art of Purchasing. Steve Smith eloquently stated that “Now is the time to revive learning in light of the significant changes to our profession.” I wholeheartedly agree and I can assure you that there will be great learning opportunities at our event in Tulsa. Mark your calendars now for the TOAL Renaissance on September 24-27. We will be providing you more information on this in upcoming Newsletters, so stay tuned.

NAEP will be celebrating its 85 year anniversary at the National Annual Meeting in Baltimore on May 7 – 10. This will be an exciting event with John Miller serving as the keynote speaker and The Disney Institute providing the closing session. All of the educational information in between will be excellent as well, including mini-institutes on diversity and leadership, plus a live pre-proposal conference for an RFP for Technology Products, co-hosted by Mary Sue Goldwater and Dick Scharff.

There will be plenty of celebration with a gala event featuring an awards banquet, formal dinner, and dancing. See the NAEP web site for registration and program information.

We are pleased to welcome Philip Cervantes, Director of Purchasing at Parker College of Chiropractic in Dallas as a new member to our region. Philip, welcome to TOAL and to NAEP!

Nita Roberts, Director of Purchasing, atBaylor College of Dentistryretired in February after 19 1/2 years of service with the College. Nita, we hope that you will continue to join us at TOAL annual meetings…you always have a smile for us all. Good luck and enjoy your retirement!

Take time to enjoy the arrival of the spring season.

TOAL Scholarship . . .

The TOAL Board wants to provide financial assistance to its regional members for professional development through a regional scholarship. The 2006 TOAL Officers and Past Presidents voted to award ten $285 scholarships in 2006.

The scholarships are intended to assist members who would benefit by attending a TOAL Regional meeting, NAEP Annual Meeting or NAEPAcademy. Please encourage employees at your institution to apply for the TOAL scholarship. You may download the application form at Scholarship applications must be received by the cutoff deadline of April 15, 2006. An evaluation committee will review and awards will be made on April 30, 2006. If you have any questions, you may contact me at . Good luck to all applicants!

Treasurer’s Report . . .

TOAL 2005 in Little Rock produced an income of $61,734. We had expenses of $53,941.19 for a difference of $7,792.81. The Professional Institute that we allowed TOAL members to attend at no cost following our meeting brought in an additional $1,069.28, but had expenses of $10,382.36. So, overall for the meeting and institute we lost $1,520.72.

Although we showed a loss this year – TOAL members all gained from this opportunity to attend a professional institute at no additional cost to them based on our healthy bank account.

The treasury is still in great shape with total funds of about $72,000. We will have no financial problem supporting an outstanding program in Tulsa and will again allow our members to attend the next professional institute at no charge.

I encourage each of you to start making plans now to attend TOAL 2006 in Tulsa. It is a great location, and you will enjoy the program and social events that are being planned. I look forward to seeing each of you there.

Report on the February 6, 2006 Strategic Sourcing Committee

Meeting . . .

The aggressive 2006 goals and objectives were discussed by E&I participants and a group ofindividuals representing member institutions.

  • Achieve a 33% increase in member purchases
  • Strengthen organization capacity
  • Continue to diversify contract portfolio
  • Continue government compliance efforts
  • Increase and improve E-commerce solutions
  • Develop a social responsibility initiative
  • Improve benchmarking and analysis of future business opportunities

The technology strategy team is soliciting for a desktop/laptop solution that hopefully will cover several manufacturers. Upon completion, wehope toreplace the current negotiated H-P agreementwith several competitively bidcontracts. A pre-bid meeting is scheduled during the NAEP national conference in Baltimore.

Another team, concentrating on scientific supply strategies, has developed a list of the top spend companies. Now that team is preparing to issue a RFP for microscopes, and will likely follow with centrifuges and freezers. Additionally, the team is researching chemicals and the brand Corning, in preparation for solicitations.

In my opinion, members of the Strategic Sourcing Committee (SSC)are enthusiastic and motivated to get competitively bid contracts in place that serve both large and small institutions. Please take advantage of any opportunity you have to provide input to this group about your specificneeds. Any information you might provide to me will be shared with the SSC. I promise to continue providing updates on our contracting initiatives. -Steve Smith, C.P.M.
