Site Description and Background

The Texas Commission on Environmental Quality (TCEQ) Remediation Division is investigating the City View Road Groundwater Plume Proposed State Superfund Site in Midland, Texas. The groundwater beneath the City View Road area is contaminated with perchloroethylene (PCE) of unknown origin. The contamination was discovered in 2003 during an investigation of a crude oil spill from a pipeline.

The City View Road Groundwater Plume site is located southwest of the intersection of Farm to Market Road 307 and Farm to Market Road 715 in Midland County, Texas. The City View Road area is bordered by Jackson Street to the west, Cloverdale Road on the north, Fairgrounds Road on the east and properties one block south of City View Road.

Past Activities

The TCEQ-funded construction of a drinking water pipeline to provide safe drinking water for residents in the area. The drinking water pipeline was completed in May 2009. Residents who signed the alternative water connection agreement have now been connected to this drinking water pipeline.

In July 2009, the TCEQ conducted a bench-scale (in-laboratory) treatability study to see if a particular remediation method would work in a laboratory setting. The bench-scale study determined that chemical oxidation by sodium permanganate may be a potential remedy for reducing the perchloroethylene concentrations.

The TCEQ held a community meeting at the Cogdell Learning Center on March 24, 2011 to propose the future activities at the site.

Future Activities

The TCEQ will begin pilot scale (in-field) treatability study activities at the City View Road area in Spring 2011.

The pilot-scale treatability study will evaluate the use of in-situ (in-place) chemical oxidation by injection of sodium permanganate to remediate the perchloroethylene (PCE) in groundwater beneath the City View Road area.

The TCEQ plans on conducting the pilot study in a vacant area near the intersection of New York Avenue and Fairgrounds Road.

The objectives of the pilot study are to:

1) Determine the effectiveness of chemical oxidation technology, when applied in the field, to the site’s subsurface soils and groundwater;

2) Determine how far the sodium permanganate will migrate once injected into the contaminated groundwater;

3) Determine the best flow rate and pressure for injecting the sodium permanganate in this setting; and

4) Determine how long it takes for the sodium permanganate to breakdown after it has been injected into the contaminated groundwater.

The TCEQ plans on sampling the water wells within a quarter mile radius of the pilot study injection point near the intersection of New York Avenue and Fairgrounds Road.

During the injection of sodium permanganate, residents using their private water well may see a faint purple color in the well water. If you notice a color change, please contact Subhash Pal or John Flores.
