Trainers/Consultants/Firms are required for o4 Days Residential Training of VDO/LOs Members and Government Officials under Enhancing Water Sanitation Governance Access Project at Badin

Introduction of the Organization.

Indus Consortium (IC) is a collaborative platform of 03 rights-based development organizations. These are:

 Laar Humanitarian Development Program (LHDP) – based in District Badin[1],

 Doaba Foundation – based in District Muzaffargarh, and

 HELP Foundation – based in District Rajanpur.

The concept of a joint forum of various organizations from different geographical locations in Pakistan, for the holistic socioeconomic development of the least served rural, disaster-prone and marginalized communities residing around Indus River.This association finally materialized into a Consortium in 2008, which was formally registered as an independent entity under Section 42 of The Companies Ordinance, 1984 on July 15, 2014.

Project Purpose and Scope of Work.

Indus Consortium has initiated a project “Enhancing Water and Sanitation Governance Access in Two Union Councils of District Badin” With support USAID Small Grants Ambassador Funds Program. In this project, Through the proposed intervention Indus Consortium (IC) aims to enhance access of local community to water and sanitation resources in 02 UCs of Tehsil/District Badin.

Main Objective of the Project.

To enhance access of local community to water and sanitation resources in 02 UCs of Tehsil/District Badin by:

 Mobilizing Community through the formation of Village Development Organizations (VDO’s) and Lane Organizations (LO’s);

 Strengthening Capacities of VDOs, LOs and Officials from relevant line departments; and

 Creating awareness about water and sanitation status through health sessions, youth involvement, and radio campaign.

Training Features.

In the interest of both building capacities as well as developing linkages between the local community and relevant government line departments, IC plans on undertaking a 04-day residential training exercise involving both members of VDOs/LOs as well as officials from concerned government departments.

Focus of Training / Training Areas, including but not limited to the following, are:
 Leadership and Management:
Under the topic, facilitator should emphasizes on role of leadership in enhancing and strengthening of VDO and Los, conflict mitigation, gender mainstreaming participatory planning, development of village development plans, local resource mobilization. By the end of the session all VDOs and Los will develop their village development plan as an outcome of the training.
 Participatory Planning and Transparent Budget Making
Facilitator should elaborate the budget making process at District level, sharing of budget cycle, opportunities for citizens with especial focus on women needs VDOs, Los for budget influencing and incorporation of schemes in district budget. By the end of training session two priority area for budget proposals/ schemes of drinking water and sanitation should be developed as a training outcome.
 Water Resource Management
The facilitator will refer the farmer guide book (available on Indus Consortium website). The session contents will be developed mainly focused on practical tools for advocacy, lobbying and campaigning on their water rights.
 Sanitation and Hygiene
The session will focus on primarily personal, household and environmental hygiene practices and develop an action plan to improve the sanitation and hygiene situation in their villages. The role of district level authorities shall also be discussed.
 Effective Advocacy Measures
The practical tools of advocacy, right based approach, role of district and provincial authorities, an insight of RTI mainly focused on water rights and health and hygiene issues.
Resource Persons
(Both for Development of Manual & Conducting Training) / Area Experts having required expertise and experience
The firm or The consortiums of individuals or firms are eligible to apply for the assignment. The proposal must contain the VCs of relevant experts of the subjects mentioned above with considerable experience on the subject and training delivery. The trainer must have strong knowledge of local language and culture.
Types of Personnel Trained /  Members of VDOs and LOs; and
 Representatives of relevant government departments such as Sindh Irrigation and Drainage Authority, Irrigation Department, Public Health Engineering Division (PHED) local representatives of UCS etc.
Materials Distributed / Copy of Manual, Stationery, Participation Certificate carrying IC & USAID Logos. The trainers will develop simple Manual in local language 15 before the training which will be distributed among the participants of the training.

a) The organization envisages that following completion of training:

 Each VDO/LO will develop a Village/Town Development Plan vis a vis the water and sanitation situation prevailing thereat. Assistance in this regard will be provided by members of IC’s Project Team;

The two UC Level Alliances will analyze the annual district budget on WASH, and give affordable and feasible solutions for addressing the area’s WASH related problems. Assistance in this regard will be provided both by members of IC’s Project Team as well as the Resource Person conducting training on Participatory Planning and Transparent Budget Process. This process will culminate in the development of two budget reports, one by each Alliance.

  1. Track record of Trainings and practical experience related Advocacy and lobbying, Leadership and Management.
  2. Well understand of issues in Water and Sanitation Sector, specifically in coastal belt of Sindh
  3. Well known about the Right based approaches, Participatory Planning and Transparent Budget Making.
  4. Consultant/Firms should have understanding of cultural diversity and local norms of coastal people
  5. Consultant/ Firms have good training delivery skills in Sindhi Language and developing strategic plans (Village Development Plans; Budget on Wash).

Financial Proposal:

This includes all applicable costs like: Strategic document, Village Development Plan, Action plans,Training Manuals, Training delivery charges, travel etc.

  • Training Manual in Sindhi language as per specific objectives mentioned above.
  • Two budget proposal on water and sanitation for two UCs of Badin
  • Pre-test and posttest/evaluation

4. FACILITATION FROM IC

  • IC shall support the trainer during training (when and where applicable)
  • Logistical facilitation will be entertained by IC; consultant/Firmwill include all relevant expenses from the agreed budget/fees for the training.
  • IC may share relevant information
