3.Delegation / The purpose of the CERES Committee of Management is:
  • To encourage active examination and assessment of the problems of the urban environment particularly those that relate to energy and resource usage, the social and economic impact of technological change and the nature of work and unemployment.
  • To foster wider public education and research on the aforesaid problems and carry out programs of research, education and training to this end.
  • To explore and assess strategies for development and change that could provide solutions to the aforesaid problems and with the intention of:
-providing an equitable access to energy and resources;
-increasing the availability of socially useful and meaningful work;
-increasing community self-management and participation and decision making; and
-establishing a more environmentally sound sustainable pattern of life.
  • To assess skill and knowledge gaps within current disciplines, professions, careers and jobs arising out of the exploration and assessment of the said strategies and to foster new training programs to meet perceived future needs.
  • To foster community involvement in all of the aforesaid objects with the intent of encouraging a more integrated and responsible community.
  • Solely for the purpose of furthering the purposes set out above.
  • To issue such certificates of competence as shall from time to time be deemed appropriate provided, that every certificate, on the face of it, shall show that it is merely a certificate granted on an examination or upon other qualifications and that it does not take effect under any statutory or public power.
  • To subscribe to, become a member of and co-operate with or amalgamate with ant other association or organisation, whether incorporated or not, whose objects are similar to the Association, provided that the Association shall not subscribe to or support with its funds or amalgamate with any association or organisation which does not prohibit the distribution of its income and property among its members to an extent at least as great as that imposed on the Association under or by virtue of the Association’s rules.
  • To buy, sell and deal in all kinds of apparatus and all kinds of provisions, liquid and solid, required by the members of the Association or persons frequenting the Association’s premises.
  • To purchase, take on lease or in exchange, hire or otherwise acquire or privileges which may be requisite for the purpose of, or capable of being conveniently used in connection with, any of the purposes of the Association, provided that in case the Association shall take or hold any property which may be subject to any trusts the Association shall only deal with the same in such manner as is allowed by law having regard to such trusts.
  • To enter into arrangements with any Government or authority, supreme, municipal, local or otherwise that may seem conductive to the Association’s objects or any of them and to obtain from any such Government or Authority any rights, privileges or concessions which the Association may think desirable to obtain; and to carry out, exercise and comply with any such arrangements, rights, privileges and concessions.
  • To appoint, employ, remove or suspend such managers, clerks, secretaries, servants, workers and other persons as may be necessary or convenient for the purposes of the Association.
  • To establish and support or aid in the establishment and support of the association, institutions, funds, trusts and conveniences calculated to benefit employees or past employees of the Association or the dependents or connections of such persons; to make grant pensions and allowances; and to make payment towards insurance; and to subscribe or guarantee money for charitable or benevolent objects, or for any public, general or useful object.
  • To construct, improve, maintain, develop, work, manage, carry out, alter of control any houses, buildings, grounds, works, or conveniences which may seem calculated directly or indirectly to advance the Association’s interests and to contribute to, subsidise or otherwise assist and take part in the construction, improvement, maintenance, development, working, management, carrying out, alteration or control thereof.
  • To invest and deal with the money of the Association not immediately required in such manner as may be admitted by law for the investment of trust funds.
  • To borrow or raise or secure the payment of money in such manner as the Association may think fit and to secure the same or repayment or performance of any debt, liability, contract, guarantee or other engagement incurred or to be entered into by the Association in any way and in particular by the issue of debentures, perpetual or otherwise charged upon all or any of the Association’s property (both present and future) and to purchase, redeem or pay off any such security.
  • To make, draw, accept, endorse, discount, execute and issue promissory notes, bills of exchange, bills of lading and other negotiable or transferable instruments, offer to sell, improve, manage, develop, exchange, lease, dispose of, turn to account or otherwise deal with all or any part of the property and rights of the Association.
  • To take or hold mortgages, liens and charges to secure payment of the purchase price or and unpaid balance of the purchase price of any part of the Association’s property of whatsoever kind sold by the Association or any money due to the Association from purchasers and others.
  • To take any gift of property whether subject to any special trust or not, for any one or more of the purposes of the Association.
  • To purchase, take on lease or in exchange, hire and otherwise acquire any lands, buildings, easements or property, real and personal and any rights or privileges which may be requisite for the purpose of, or capable of being conveniently used in connection with, any of the purposes of the Association.
  • To take such steps by personal or written appeals, public meetings or otherwise, as may from time to time be deemed expedient for the purposes of procuring contributions to the funds of the Association in the shape of donations, annual subscriptions or otherwise.
  • To print and publish any newspapers, periodicals, books or leaflets that the Association may think desirable for the promotion of its purposes.
  • To purchase or otherwise acquire and undertake all or any part of the property, assets, liabilities and engagements or any one or more of the companies, institutions, societies or associations with which the Association is authorised to amalgamate.
  • To transfer all or any part of the property, assets, liabilities and engagements of the Association to any one or more of the companies, institutions, societies or associations with which the Association is authorised to amalgamate.
  • To make donations to organisations having objects similar to the Association provided that the organisation prohibits the distribution of its income to an extent at least as great as is imposed on the Association or for charitable purposes.
  • To do all such other things as are incidental or conductive to the attainment of the purposes and the exercise of the powers of the Association.

  • Councillors are appointed annually at the Ceremonial Council Meeting.

Support CERES interests at Council.
7.Meeting frequency / 4th Tuesday of the month

8.Timeline for involvement / Meetings require an hour’s reading of Agenda and associated background papers.
Members of the Committee are generally involved in a Sub-Committee, which takes about 2 hours per month.
9.Accountability of committee and committee members / The Committee is accountable to CERES members through CERES’ Annual General Meeting.
10.Reporting requirement / The Committee reports to CERES membership through CERES’ Newsletter and at the Annual General Meeting.
11.Any other relevant information / Decisions are made at monthly meetings held at CERES’ Education Centre.

14.Achievements of committee / CERES Management Committee has managed and evolved the diversity of projects on the present site. Projects include education, job creation, training, festivals, enterprises (Café, Nursery, Organic Market, etc), community programs.

Selection Process

To apply for an appointment to the CERES Committee of Management, a person must submit a copy of their curriculum vitae and address the following selection criteria to assist in the recruitment process.

  • Able to prepare for and attend monthly meetings.
  • Work experience in community development, education or sustainability.
  • Demonstrated commitment to community and social issues.
  • Be willing to contribute at meetings and work constructively as a committee member.
  • Demonstrated networks within the Moreland community.
  • Able to link and network CERES with a broader community.
  • Understanding of local and global equity issues.
