The Board of Commissioners of the Tensas Basin Levee District met for its regular meeting
Tuesday, at 9:30 A. M. in its office located at 505 District Drive Monroe, Louisiana.
Mr. Drew Keahey, President, called the meeting to order and requested the Secretary
call roll with the following present and answering: Mr. Drew Keahey, President, Caldwell
Parish; Mr. Reggie Peters, Vice President, Franklin Parish; Mr. Rodney Hutchins, Catahoula
Parish; Mr. James Mayo, Mr. Charles Venable and Mike Calloway, Ouachita Parish; Ms. Ramona N. Haire, Richland Parish and Mr. Venoy Kinnaird, Morehouse Parish. Absent: Mr. Robert Neal Harwell, Richland Parish; Mr. Harlon Nobles, LaSalle Parish and Mr. Shelton Ruffin, West Carroll Parish.
Commissioner Reggie Peters opened the meeting with prayer.
Others in attendance were: Mr. Paul Colquette, Department of Transportation and Development, Monroe, La.; Mr. Steve Tew, Attorney, Monroe, La.; Mr. John Stringer, Executive Director, Tensas Basin Levee District; Mr. Johnny Trisler and Mr. Tracy Hilburn, Maintenance Supervisors, Tensas Basin Levee District.
The following resolution was introduced by Commissioner Rodney Hutchins, seconded by
Commissioner Reggie Peters, and passed unanimously by the Board of Commissioners of
the Tensas Basin Levee District, after President Drew Keahey called for public comments
and there were none, to-wit:
RESOLUTION
WHEREAS, the Board of Commissioners of the Tensas Basin Levee District advertised for surface leasing for hunting purposes for a five year period for the following:
NE ¼ of Section 6, Township 22 North, Range 6 East, containing 161.16 acres more or less located in Richland Parish.
NW ¼ of SE ¼ of Section 7, Township 17 North, Range 5 East containing 40 acres more or less located in Catahoula Parish.
WHEREAS, the time having arrived for the opening of bids, the following bids were received, opened and read aloud:
Morgan Woods, 652 Cantwell Road, Jonesville, Louisiana 71343 bud $15.00 per acre per year for the Catahoula Parish, Louisiana 40 acre property.
Stephen Mitchell, 150 Ewing Lane, Jonesville, Louisiana 71343 bid $11.50 per acre per year for the Catahoula Parish, Louisiana 40 acre property.
Tracey Tam, 10763 Deville Lane, Pineville, Louisiana 71360 bid $12.00 per acre per year for the Catahoula Parish, Louisiana 40 acre property.
Paul Mercer, 2040 Highway 132, Mangham, Louisiana 71259 bid $18.00 per acre per year for the Richland Parish, Louisiana 161.16 acre property.
Blake McManus, 865 Campbell Lane, Winnsboro, Louisiana 71295 bid $1,724.41 annual bid for the Richland Parish, Louisiana 161.16 acre property.
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the Tensas Basin Levee District does hereby accept that certain bid of Morgan Woods, 652 Cantwell Road, Jonesville, La. for $15.00 per acre per year and Paul Mercer, 2040 Highway 132, Mangham, La for $18.00 per acre per year.

The following resolution was introduced by Commissioner Venoy Kinnaird, seconded by
Commissioner Mike Calloway, and passed unanimously by the Board of Commissioners of the
Tensas Basin Levee District, after President Drew Keahey called for public comments and there
were none, to-wit:
RESOLUTION
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the Tensas
Basin Levee District does hereby declare that the reading of the minutes of the regular meeting
held March 11, 2014 is hereby dispensed with and declared approved as published in the official journal of this board, The Richland Beacon News.

The following resolution was introduced by Commissioner Reggie Peters, seconded by
Commissioner Mike Calloway, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after President Drew Keahey called for public comments and there were none, to-wit:
RESOLUTION
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the Tensas
Basin Levee District does hereby approve all bills approved by the claims committee for March, 2014.

The following resolution was introduced by Commissioner Mike Calloway, seconded by Commissioner Venoy Kinnaird, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after President Drew Keahey called for public comments and there were none, to-wit:

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the Tensas Basin Levee District does hereby authorize the President and Secretary to advertise for bids for sale of surplus equipment as follows:

BE IT FURTHER RESOLVED that bids shall be received up until 7:30 A. M., May 13, 2014 at the office of the Tensas Basin Levee District, P. O. Box 68, Rayville, La. 71269 and 708 Julia Street, Suite 101B, Courthouse, Rayville, La. and up until 9:30 A. M., May 13, 2014 at the office of the Tensas Basin Levee District, 505 District Drive, Monroe, La. 71202-6862, at which time bids shall be opened and read aloud.

Financial reports were reviewed and discussed after President Keahey called for public comments and there were none.

The following resolution was introduced by Commissioner Venoy Kinnaird, seconded by Commissioner Mike Calloway, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after President Drew Keahey called for public comments and there were none, to-wit:

NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of the Tensas Basin Levee District does hereby set aside rules which will enable same to discuss:
Retirement of Mr. Paul Colquette from Department of Transportation and Development

The following resolution was introduced by Commissioner Venoy Kinnaird, seconded by Commissioner Mike Calloway, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after President Drew Keahey called for public comments and there were none, to-wit:
RESOLUTION
WHEREAS, Mr. Paul Colquette served as engineer of the Tensas Basin Levee District for approximately thirty-seven years while being an employee of Louisiana Department of Transportation and Development; and
WHEREAS, it is the desire of the Board of Commissioners of the Tensas Basin Levee District to express to Mr. Paul Colquette its appreciation for services rendered; and
WHEREAS, Mr. Paul Colquette was considered an asset, friend and dedicated supporter of the Tensas Basin Levee District.
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the Tensas Basin Levee District does hereby express its gratitude and appreciation to Mr. Paul Colquette for serving as engineer for some thirty-seven years and wish him well in his retirement from Louisiana Department of Transportation and Development.

Mr. Paul Colquette expressed his thanks to the Board of Commissioners of the Tensas Basin Levee District for having worked with them for some thirty-seven years. Mr. Colquette further stated the most enjoyable part of his job with Louisiana Department of Transportation and Development was working directly with the Tensas Basin Levee District.
President Drew Keahey declared that there being no further business to come before the Board of Commissioners of the Tensas Basin Levee District at this time, the meeting
is adjourned.
