The Board of Commissioners of the Tensas Basin Levee District met for its regular meeting

Tuesday, at 9:30 A. M. in its office located at 505 District Drive Monroe, Louisiana.

Mr. Rodney Hutchins, Vice President, called the meeting to order and requested the Secretary

call roll with the following present and answering: Mr. Rodney Hutchins, Vice President, Catahoula Parish; Mr. Charles Venable, Ouachita Parish; Mr. Harlon Nobles, LaSalle Parish; Ms. Ramona N. Haire and Mr. Robert Neal Harwell, Richland Parish; and Mr. Ashley Peters, Franklin Parish. Absent: Mr. Drew Keahey, President, Caldwell Parish; Mr. James P. Mayo and Mike Calloway, Ouachita Parish; Mr. Shelton Ruffin, West Carroll Parish and Mr. Venoy Kinnaird, Morehouse Parish.

Others in attendance were: Mr. Ryan McMillian, Department of Transportation and Development, Monroe, La.; Mr. Steve Tew, Attorney, Tensas Basin Levee District; Mr. John Stringer, Executive Director, Tensas Basin Levee District; Mr. Johnny Trisler and Mr. Tracy Hilburn, Maintenance Supervisors, Tensas Basin Levee District and Mr. Brandon Waggoner, Levee District Police

Vice President Rodney Hutchins opened the meeting with prayer and Mr. Tracy

Hilburn, Levee Maintenance Supervisor led the Pledge of Allegiance.

The following resolution was introduced by Commissioner Harlon Nobles, seconded by

Commissioner Ramona N. Haire, and passed unanimously by the Board of Commissioners of the

Tensas Basin Levee District, after Vice President Rodney Hutchins called for public comments and there were none, to-wit:

RESOLUTION

WHEREAS, the Board of Commissioners of the Tensas Basin Levee District advertised for sale of the following surplus equipment:

1-One thousand gasoline tank with electrical pump

1-One thousand diesel tank with electrical pump

1-3715 Bush Hog Serial Number 1202293

1-3715 Bush Hog Serial Number 1202599

WHEREAS, the time having arrived for the opening of bids, the following bids were received, opened and read aloud:

McCartney Oil Co., P. O. Box 656, Jonesville, La. 71343 bid $700.00 each for the one thousand gallon diesel tank and one thousand gallon gasoline tank with bid being disqualified as 10% of bid was not included with bid.

Rig Masters, Inc., Richard Young, 6601 Highway 565, Monterey, La. 71354 bid $750.00 each for one thousand gallon gasoline tank and one thousand gallon diesel tank, $5,050.00 each for the 3715 Bush Hogs serial numbers 1202293 and 1202599.

Jerry Johnston, 628 Bigbuck Road, Sicily Island, La. 71368 bid $5,261.00 for the 3715 Bush Hog serial number 1202599 and $3,976.00 for 3715 Bush Hog serial number 1202293.

Van Strebeck, 276 Highway 3203, Monterey, La. 71354 bid $5,250.00 on the 3715 Bush Hog serial number 1202293 and $900.00 for the one thousand gallon diesel tank.

Dave A Hudspeth, 181 Saler Lane, Jena, La. 71342 bid $5,201.00 for 3715 Bush Hog serial number 1202293.

Frank Martinez, 152 Wiggins Road, Columbia, La. 71418 bid $5,023.95 for 3715 Bush Hog serial number 1202293.

David Catching, 18873 U. S. Highway 82, Sherman, Texas 75092 bid $4,265.00 each for 3715 Bush Hog serial number 1202293 and for 3715 Bush Hog serial number 1202599.

NOW, THEREFORE, BE IT RESOLVED that the following bids were accepted:

Rig Masters, Inc. bid of $750.00 for one thousand gallon gasoline tank.

Van Strebeck bid of $900.00 for one thousand gallon diesel tank and $5,250.00 for 3715 Bush Hog serial number 1202293.

Jerry Johnston bid of $5,260.00 for 3715 Bush Hog serial number 1202599.

The following resolution was introduced by Commissioner Charles Venable, seconded by

Commissioner Robert Neal Harwell, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after Vice President Rodney Hutchins called for public comments and there were none, to-wit:

RESOLUTION

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the Tensas

Basin Levee District does hereby declare that the reading of the minutes of the regular meeting

of October 14, 2014 is hereby dispensed with and declared approved as published in the official journal of this board, The Richland Beacon News.

The following resolution was introduced by Commissioner Harlon Nobles, seconded by

Commissioner Charles Venable, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after Vice President Rodney Hutchins called for public comments and there were none, to-wit:

RESOLUTION

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the Tensas

Basin Levee District does hereby approve all bills approved by the claims committee for October, 2014.

The following resolution was introduced by Commissioner Robert Neal Harwell, seconded by Commissioner Harlon Nobles, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after Vice President Rodney Hutchins called for public comments and there were none, to-wit:

RESOLUTION

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the Tensas Basin Levee District does hereby authorize the Vice President and Secretary to advertise for bids for surface leasing for farming purposes the following described property:

Northwest Quarter of Southeast Quarter (NW ¼ of SE ¼), Section 21, Township 7

North, Range 5 East, containing 40.40 acres, Franklin Parish, Louisiana

BE IT FURTHER RESOLVED that bids shall be received up until 7:30 A. M., January 13, 2015 at the office of the Tensas Basin Levee District, P. O. Box 68, Rayville, La. 71269 and 708 Julia Street, Suite 101B, Rayville, La. and up until 9:30 A. M., January 13, 2015 at 505 District Drive, Monroe, La. 71202-6862, at which time bids shall be opened and read aloud.

The following resolution was introduced by Commissioner Ramona N. Haire , seconded by Commissioner Robert Neal Harwell, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after Vice President Rodney Hutchins called for public comments and there were none, to-wit:

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the Tensas Basin Levee District does hereby authorize the transfer of the following campsites:

BHB-23 from Paul Smith to Clayton Harmson.

WBS-12 from Steve Bernard to Tommy and Bonnie Ponthier.

JB-10 from W. L. Parker to Justin Allen Paul.

BHB-8 from Rabon Fisher to Brian Christopher Barrett.

SB-16 from Minnie Cross to Stephanie Chamberlain.

SB-3 from James Roger Jolly to Myra Joy Jolly.

The following resolution was introduced by Commissioner Robert Neal Harwell, seconded by Commissioner Harlon Nobles, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after Vice President Rodney Hutchins called for public comments and there were none, to-wit:

RESOLUTION

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners does hereby authorize the Tensas Basin Levee District Police to monitor, patrol, and provide enforcement efforts regarding trespass and vandalism of Government property and write citations for violators as needed over, across, in and upon land of the United States on property known as Long Branch Drainage Structure, Catahoula Parish, Louisiana in compliance with all applicable Federal, state, parish and municipal laws, ordinances and regulations wherein the premises are located.

BE IT FURTHER RESOLVED that the Board of Commissioners does hereby adopt a certain licenses between the Department of the Army and the Tensas Basin Levee District, Long Branch Drainage Structure, Catahoula, Louisiana being Contract No. DACW38-3-15-3 to commence November 01, 2014 and ending October 31, 2019 being revocable at will by the Secretary of the Army.

BE IT FURTHER RESOLVED, that Mr. Drew Keahey, President, Tensas Basin Levee District is hereby authorized to sign all necessary papers with the United States Army Corps of Engineers to institute said law enforcement.

BE IT RESOLVED, the Board of Commissioners of the Tensas Basin Levee District does hereby set aside rules which will enable same to discuss:

Pledge of allegiance.

The following resolution was introduced by Commissioner Harlon Nobles, seconded by Commissioner Robert Neal Harwell, and passed unanimously by the Board of Commissioners of the Tensas Basin Levee District, after Vice President Rodney Hutchins called for public comments and there were none, to-wit:

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the Tensas Basin Levee District does hereby authorize the Pledge of Allegiance at the beginning of each and every meeting of the Board of Commissioners of the Tensas Basin Levee District being effective immediately.

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the Tensas Basin Levee District does hereby authorize the next regular meeting of the Board of Commissioners of the Tensas Basin Levee District shall be held at 9:30 A. M., January 13, 2015 at 505 District Drive, Monroe, Louisiana.
