Tender Opportunity – for the provision of a Customer Relationship Management System (under a licence agreement) and related ICT support for the Cumbria CVS Getting Cumbria to Work: Barrow and South Lakeland project

Background

Cumbria CVS is a membership organisation providing infrastructure support to the third (community and voluntary/charitable) sector and was established as a result of the merger of 5 District CVSin 2007. We have district offices in Barrow, Carlisle, Kendal, Maryport and Penrith.

We work with a wide range of groups and organisations from small community groups to large voluntary organisations. The special interests of the groups we work with includes faith, environment, equality and diversity, disability, sport, health, social care and social enterprise.

Cumbria CVS is managed by a Board of Trustees drawn from our membership and other organisations. Services are delivered by a team of people experienced in delivering quality support to third sector organisations.

Our Purposeis to nurture and enable a flourishingthird sector for Cumbria by working across 4 key themes:

1. Developing the third sector in Cumbria

Helping the sector to access the resources and support it needs to do a better job for itsbeneficiaries/clients.

Cumbria CVS has a range of services to meet the sector’s needs including:

  • Money – helping to source, manage and report on finances
  • Governance – helping to achieve effective governance, including recruitment and training of Trustees
  • People – supporting recruitment, training and development of a high quality workforce, including volunteers

2. Connecting the third sector in Cumbria

Bringing organisations together to share, support and learn from each other and encourage partnership working that will build relationships and improve the service they offer.

Cumbria CVS will arrange events and opportunities to inform, challenge and connect like-minded organisations and individuals in ways that are relevant to their work and ambitions including:

  • Bringing third sector organisations together in conference
  • Developing communities of third sector organisations and people to promote the sharing of best practice and a culture of support.
  • Bringing third sector organisations closer to authorities, funders and policy makers

3. Giving the third sector in Cumbria a voice

Providing an environment for third sector views to be voiced and listened to

Cumbria CVS will develop policies and practices proactively to source organisations’ opinions and enable them to be heard by policy makers, national and regional umbrella organisations and funders, including:

  • Develop relationships with national umbrella bodies and local and regional policy makers
  • Directly source and represent views on key policy matters, relaying the collective view to effect change
  • Provide forums for third sector organisations to represent their views to those whose policy making influences their ability to deliver

4. Innovating with the third sector in Cumbria

Working with organisations to support innovative service delivery to meet community needs

Cumbria CVS will promote and encourage new ways of responding to need expressed by local communities including:

  • Undertaking research and by being open to new ideas and ways of working
  • Sharing information on innovation from other parts of the country

Assisting with the development of innovative service provision, supporting collaboration where appropriate

Building Better Opportunities -Getting Cumbria to Work: Barrow and South Lakeland

Building Better Opportunities: Barriers to Work (Barrow and South Lakeland) one of three projects in Cumbria being jointly funded by the Big Lottery and the European Social Fund.

This project aims to support and work with individuals who are facing multiple and complex barriers to employment and who are furthest removed from the labour market.It will help them to move towards and into employment by supporting them to play a greater, more productive role in their communities, demonstrate increased skills and confidence and be much more likely to consider employment or volunteering as a viable prospect.

The project will deliver three particular strands of support focused around:

  • Mental Health: providing support to individuals who experience mental health issues – including a joined up response with the range of agencies who already work with such participants.
  • Financial Inclusion: supporting people to overcome financial and digital barriers to employment by providing financial and money management advice to enable participants to manage their money better and make it go further.
  • Working with the Social Enterprise Sector and wider Third Sector: providing work experience and employment opportunities for participants within social enterprises.

The programme of work will be delivered by a partnership of 30+ third sector organisations and Cumbria CVS it the lead and accountable body.

Provision of a Customer Relationship Management System (under a licence agreement) and related ICT

Scope of work

To design, development, maintain and host asecure multi user online Customer Record Management system (CRM) to support the delivery of the Getting Cumbria to Work: Barrow and South Lakeland project, ensuring the CRM is capable of meeting all the funder’s contractual requirements.

To produce a user manualand ensure all users are trained.

To provide ongoing training and technical support throughout the life of the project.

To ensure CRM system security and the protection of data is maintained.

Together with Cumbria CVS, and project partners as appropriate, to review and adapt the CRM during the programme delivery period to ensure that it remains fit for purpose.

Requirements

Programme management

  • Externally hosted CRM with encryption for security and accessibility.
  • Compliance with current Data Protection legislation and be hosted in the EU area
  • Mobile optimised so usable on any device (e.g. Android, Apple, Windows) in any location.
  • Capacity to ensure contractual compliance with the Building Better Opportunities - Getting Cumbria to Work: Barrow and South Lakeland project
  • Facility to support performance management of staff and partners
  • Ability to design reports and management information in house as and when required.
  • Capacity for evidence required for monitoring and reporting outputs and financial information in line with the BBO contract to be uploaded and accessed by the Lead Accountable Body.
  • Unique logins for existing project partners (30+ organisations) with facility to increase this number if required.

Participant Activity

  • Automatic specific partner notification of new referrals
  • Automatic lead body notification on activity and feedback
  • Ability to record repeat and ongoing contacts with project participants, thereby creating a participant record logging contact dates and activities
  • Ability to record and analyse participant protected characteristics and other relevant participant data.
  • Ability for partners to refer inside the partnership
  • Ability for individual partners to open new participant records

Resources Cumbria CVS will make available

A named member of staff will named as point of contract and will be available to support the design and development of the CRM.

Value of the contract

The anticipated value of the contract is £20,000 to £30,000

Payment arrangements

Fees will be paid for the initial design and development 25% initially, 25% on mid-term review and 50% on completion. Ongoing maintenance and hosting fees will be paid annually
