Job Description –National Citizen Service Contract Manager

Responsible for:
The planning and delivery of CXK’s delivery of the National Citizen Service (NCS) ensuring that the programmes are delivered to a high standard, to budget and at a level that meets or exceeds contract requirements
JOB PURPOSE
1)Effectively manage delivery staff to ensure high quality end to end delivery of the CXK delivery of the National Citizen Service
2)Through the matrix management process, work effectively with the Contact Centre Manager, to ensure that the team of Inspiration and Delivery leads achieve recruitment targets and all KPIs related to this demanding contract.
3)Ensure the CXK delivery of the National Citizen Service runs within budget and meets or exceeds the quality expectations of CXK and of the NCS Trust
4)Ensure the smooth running of NCS programmes that reflect the ethos and values of NCS and CXK and that provide an outstanding experience for young people participating, ensuring that at least 25% of each cohort continue in graduate activity as quantified by the NCS Trust
5)Maintain and develop new positive relationships with stakeholders and partners including with those delivering as a part of the CXK supply chain
6)To sit on the CXK Full Management Team ensuring that members of the team are fully aware of how they should support NCS delivery
Main duties and responsibilities:
- Support in the managementof a team of Inspiration and Delivery leads ensuring they are clear of and meet their targets for engagement and turnup. In addition, support them in the role they will play as team leaders or assistants during delivery periods
- Ensure that all recruitment targets are met, aiming for over performance of 115%
- Achieve all contract KPIs providing SLT with monthly performance reviews
- Work closely with the Assistant Director and Contact Centre Manager ensuring concerns and risks are escalated early and mitigating actions are put in place and monitored
- Ensure a positive and professional relationship with the NCS Trust and supply chain partners
- Create and oversee the project plan to ensure all KPIs, including growth targets are met, and ensure monthly performance meetings are in place to monitor work packages.
- Market the NCS opportunity to young people and work closely with stakeholders including schools, colleges, PRUs, Virtual Schools, and Local Authorities within areas of delivery to ensure that young people access to the programmes is maximised
- Create and manage the budget for the National Citizen Service CXK delivery
- Ensure appropriate policies and processes are in place to cover all aspects of CXK NCS delivery
- Work with key staff to ensure that the purchase of residential, premises and transport services are timely and of a high quality
- Develop an innovate and flexible curriculum that is compliant with the NCS Trust guidelines
- Develop excellent links with local stakeholders and partners within the areas of delivery ensuring that local businesses, local dignitaries and the voluntary sector are aware of and involved in delivery
- Ensure all risk assessments, safeguarding and quality processes are adhered to
- Work with the contact centre to ensure they are well informed and able to fully support parents and young people contacting them
- Create and implement an innovative and effective staff recruitment campaign to ensure that sufficient numbers of appropriately experienced staff and volunteers are available for each programme
- Work with HR and Training departments to ensure that all staff delivering on the contract are inducted in a timely way and trained to ensure a high quality of delivery
- Ensure that all NCS Trust operational guidelines and CXK regional delivery partner (RDP) contract requirements are adhered to
- Contribute to the smooth running of the NCS Youth Board. Use young people feedback to inform the future development and marketing of the programme
- Work with Marketing to develop and deliver a marketing strategy that builds on the NCS Trust campaign to inspire and inform young people, their parents and a wide range of stakeholders and partners
- Sit as a member of the CXK Full Management Team and where required deputise for the Assistant Director (Young People Projects)
- Ensure the delivery staff throughout the programme and management team on residentials are trained, informed and supported by CXK safeguarding, health and safety and quality processes
- Ensure that risks are escalated in a timely way following the NCS and CXK guidelines
- Be a part of the residential management team on NCS programmes
- Ensure at least 25% of graduates keep in touch with CXK and are involved in social action/community based activity for at least six months after the programme

CXK Trading is a wholly owned subsidiary of the CXK charity. The services offer and their co-ordination arrangements will be developing substantially in the short to medium term. This will require all employees to work flexibly and creatively to contribute to the establishment of the service.

- A level 6 qualification, or equivalent experience in a young people related discipline eg youth work, teaching, social work
- Evidence of young people related training including CPD in safeguarding
- Experience of running or being involved in the running of residential programmes for young people
- Experience of working in partnership with education providers, parents and young people
- Experience of budget management
- Experience of managing a team including volunteers

- Knowledge of safeguarding policy and process and in particular how to protect vulnerable young people
- Knowledge of the challenges of working in a residential setting with young people
- Knowledge of the opportunities for social action projects
- A good working knowledge and usage of ICT systems and a willingness to develop skills to an advanced level to enable remote working
- The ability to engage and work effectively with young people, providing them with a challenging and thought provoking experience
- Ability to think creatively and adopt innovative ways of working in order to be an effective agent of change.
